Delegate Tran Hoang Ngan (Ho Chi Minh City delegation) assessed that the content of the draft Political Report was compiled concisely and briefly with a much reduced number of pages compared to previous Congresses; it assessed the country's development path over the past 40 years, as well as assessed the implementation of the socio-economic plan and the implementation of the goals of the 2021-2025 term.
"We are happy with the results of 40 years of Renovation. Our country has the foundation, potential and international position it has today," delegate Tran Hoang Ngan expressed.
According to the delegate, the draft Political Report has assessed the reality of the gradually stabilizing macro -economy . Vietnam has controlled inflation, initially invested in a synchronous socio-economic infrastructure system and continuously improved institutions. Especially the socialist-oriented market economic institution... From there, it creates a solid foundation on the development path as well as the people's trust and expectations in the goal of striving to make Vietnam a developed, high-income country by 2045...

Highly appreciating the draft documents, delegate Trinh Thi Tu Anh (Lam Dong delegation) said that this is the crystallization of collective intelligence. Under the leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, the draft documents have been summarized, evaluated, and honestly and scientifically reflected on the country's achievements in the development process; pointed out limitations and difficulties, drew lessons; evaluated and forecasted the development trend in the next period, thereby pointing out basic solutions to guide the country's development in the new period.
According to the delegate, two of the contents that the delegate was most satisfied with in the documents this time were that the draft document identified the transformation of the economic growth model based on science and technology, innovation and digital transformation. This is a very correct and scientific policy. The draft document has concretized the new development direction of the country in the Era of national development.
The issue of restructuring and establishing a new growth model based on science and technology is an inevitable trend in the current period, when science and technology are developing strongly, penetrating into every field of life. Establishing a new growth model based on science and technology, digital transformation and innovation is itself opening up opportunities for Vietnam to develop, to overcome the middle-income trap. After the period of Vietnam's extensive economic development, based on cheap labor and natural resources, Vietnam now needs to focus on in-depth development with fundamental innovations. This will create great advantages for Vietnam to develop.
The second issue that delegate Trinh Thi Tu Anh is concerned about is environmental protection and adaptation to climate change. According to the delegate, Vietnam is one of the countries heavily affected by climate change, not only on people's lives but also directly affecting the country's economic development. This draft document emphasizes economic development but must ensure the environment, because that is to protect people's lives and property, and protect our development achievements. Therefore, it is necessary to study and adjust the forest cover index to ensure better forest protection and limit the negative impacts of climate change.
Culture and people - the foundation of development

Delegate Nguyen Thi Viet Nga (Hai Phong delegation) assessed that the draft Political Report outlined key tasks and had many clear breakthroughs. Among the 6 key tasks, there is the task of "Developing human resources, developing culture to truly become the foundation, endogenous strength, and great driving force for the rapid and sustainable development of the country...". According to the delegate: "This is not a completely new point but is an extremely remarkable point in our Party's viewpoint on development in the coming period. Because the viewpoint on human development continues to be inherited and promoted from President Ho Chi Minh's viewpoint of "growing people" but developed more strongly. That is, in the period when the knowledge economy is on the rise, the most important and valuable capital is human capital".
In the documents of previous Congresses, the Party has clearly identified the task of investing in human resources and especially identifying the development of high-quality human resources. When our Party identifies comprehensive human development in this draft document, this is an important point worth noting. That is, we are shifting from investing in people to investing in human resources. When we identify investing in human resources, it means that people are placed at the center of all development. With a knowledge-based economy, the Party has identified that the most important capital is human capital. This is also very true to President Ho Chi Minh's idea of "growing people": "Cadres are the root of all work".
In addition, in this draft document, the Party also clearly identified culture as the foundation of development. Thus, the position of human beings and the position of culture have been placed side by side, complementing each other. A nation cannot develop human beings if it ignores cultural development. And it cannot develop culture if it does not invest appropriately in human beings. Therefore, the human factor and the cultural factor are two indispensable factors in the development process. These are two very strong pillars in the process of international integration as well as in the upcoming development stage of the country.
According to delegate Tran Khanh Thu (Hung Yen delegation), the draft Political Report of the 14th Party Congress has set a target for the period 2026 - 2030, the human development index (HDI) strives to reach about 0.78; average life expectancy from birth reaches about 75.5 years, of which healthy life expectancy reaches at least 68 years. At the same time, it emphasizes the building of a fair, high-quality, effective and sustainable health system; focusing on improving the quality and skills in disease prevention, examination and treatment, and good disease control...
Delegate Tran Khanh Thu assessed that it is clear that, in the past term, the development of culture, people and society has achieved very important results, many aspects have progressed, especially social security and people's lives have been increasingly improved. In particular, the health system and people's health care have had positive developments, quality has been improved, epidemics have been well controlled, many advanced medical technologies and techniques have been mastered...
However, to turn the policy into reality, delegates said that it is necessary to synchronously mobilize three resources: develop universal health insurance with many flexible forms; arrange the State budget to invest in specialized health care and difficult areas; at the same time promote socialization, calling on businesses, philanthropists and social security funds to participate. If all three of these resources are well implemented, with the current economic growth momentum and the determination of the whole society, the goal by 2030, people will be exempted from hospital fees at a basic level within the scope of health insurance benefits according to the roadmap is feasible.
Delegate Tran Khanh Thu expressed his belief that with the participation of the entire Party, people and the entire political system, the policy of free periodic health check-ups and free basic hospital fees for all people promises to become a historical milestone, ensuring "no one is left behind".
