Continuing the program of the 10th session of the 15th National Assembly, on October 22, the National Assembly listened to the Minister of Education and Training present 3 projects: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended). According to the agenda of the morning session, the Minister of Education and Training, authorized by the Prime Minister, presented the Report on 3 projects: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).

The Chairman of the National Assembly 's Committee on Culture and Society presented the Verification Report on three projects: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).

The Minister of Construction, authorized by the Prime Minister, presented the Proposal on the Law on Civil Aviation of Vietnam (amended). The Minister of Home Affairs, authorized by the Prime Minister, presented the Proposal on the Law on Public Employees (amended). The Chairman of the National Assembly's Committee on Law and Justice presented the Examination Report on 02 projects: the Law on Civil Aviation of Vietnam (amended); the Law on Public Employees (amended).

Previously, at the 8th Conference of National Assembly Deputies working full-time, the group of cultural and social fields was discussed, including 3 draft laws on education and training. Here, Minister of Education and Training Nguyen Kim Son emphasized that the development and amendment of laws this time is carried out in the spirit of only regulating the contents under the authority of the National Assembly, not including details under the authority of the Government. However, the drafting agency will consider adding some principled points in important contents, to serve as a basis for preparing the Decree and other regulations. It is expected that there will be a separate Decree regulating the autonomy of higher education institutions.

In response to the concerns expressed by some delegates about the regulation allowing universities to organize training at other levels, including vocational education, Minister Nguyen Kim Son said that the orientation is to only allow a number of universities to train in specific fields such as technology, engineering, and specialized expertise - fields that can promote the strengths of universities. At the same time, there needs to be a strict monitoring mechanism to ensure the balance and harmonious development of the entire system.

Regarding the high school graduation exam, Minister Nguyen Kim Son affirmed that at this time, maintaining the high school graduation exam is very necessary. The exam is a tool to assess the level of learners and at the same time provides reliable data for universities and vocational training institutions in enrollment. The exam results are also used to assess the quality of teaching in general schools, the effectiveness of management agencies' direction, reflect the level of general education standards between regions, as well as serve as a basis for research and adjustment of education policies.
