According to the session's agenda, in the morning, the Minister of Education and Training, authorized by the Prime Minister, will present the draft laws on three projects: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education (amended); and the Law on Vocational Education (amended).
The Chairman of the National Assembly 's Committee on Culture and Social Affairs presented the verification report on three draft laws: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education (amended); and the Law on Vocational Education (amended).
The Minister of Construction, authorized by the Prime Minister, presented the draft Law on Civil Aviation of Vietnam (amended). The Minister of Home Affairs, authorized by the Prime Minister, presented the draft Law on Public Employees (amended). The Chairman of the National Assembly's Committee on Law and Justice presented the verification report on two draft laws: the Law on Civil Aviation of Vietnam (amended); and the Law on Public Employees (amended).
Subsequently, the National Assembly held group discussions on: the draft Law on Civil Aviation of Vietnam (amended); and the draft Law on Public Employees (amended).
The National Assembly discussed in committees the following: the draft Law amending and supplementing a number of articles of the Law on Education; the draft Law on Higher Education (amended); and the draft Law on Vocational Education (amended).
Previously, at the 8th Conference of National Assembly Delegates working in specialized fields, discussions focused on the socio-cultural sector, including three draft laws on education and training. At this meeting, Minister of Education and Training Nguyen Kim Son emphasized that the drafting and amendment of these laws were carried out in the spirit of only regulating matters within the authority of the National Assembly, excluding details within the authority of the Government. However, the drafting agency will consider adding some principled points to important contents, serving as a basis for preparing the Decree and other regulations. It is expected that a separate Decree will be issued regulating the autonomy of higher education institutions.
Responding to concerns raised by some delegates regarding regulations allowing universities to offer training at other levels, including vocational education, Minister Nguyen Kim Son stated that the orientation is to only allow a limited number of universities to offer training in specialized fields such as technology, engineering, and in-depth specialization – areas where universities can leverage their strengths. Simultaneously, a strict monitoring mechanism is needed to ensure the balance and harmonious development of the entire system.
Regarding the high school graduation exam, Minister Nguyen Kim Son affirmed that, at this time, maintaining the high school graduation exam is essential. The exam is a tool for assessing students' abilities and provides reliable data for universities and vocational education institutions in student recruitment. The exam results are also used to evaluate the quality of teaching in high schools, the effectiveness of management agencies, reflect the level of achievement of general education standards across regions, and serve as a basis for research and adjustment of educational policies.
