Positioning Tien Thang in the vision of developing the Capital

- Could you please analyze clearly the advantages of geographical location and transportation system that Tien Thang commune has, creating an important foundation for development in the coming time?

- Tien Thang is a newly established commune based on the merger of many localities with rich traditions. With an area of over 36km² and a population of over 64,000 people, the commune has a strategic location adjacent to major traffic routes such as National Highway 2, National Highway 23, Provincial Road 308 and Ring Road 4 - Capital Region, creating favorable conditions for connecting with the center of Hanoi as well as the northern provinces. In particular, the advantage of being close to Noi Bai International Airport opens up the potential for strong development of logistics, logistics services and trade - fields that require high connectivity and modernity.

In addition, the locality has a relatively large land fund, suitable for planning high-tech industrial parks and new urban areas. Tien Thang is also rich in cultural identity, with a system of typical national relics such as Bach Tru communal house, Kim Giao temple and many traditional folk festivals, which are the foundation for developing cultural and ecological tourism . All these factors create outstanding competitive advantages, allowing us to plan a multi-sector development strategy, aiming to build a green, smart, sustainable urban model, becoming the growth engine of the Capital in the next decade.

- What key goals did the 1st Congress of Tien Thang Commune Party Committee identify to build the locality into a green, smart and sustainable urban area in the 2025 - 2030 term, comrade?

- The first Congress of the Tien Thang Commune Party Committee has special significance, not only as an important political milestone, but also as the beginning of a new development phase of the locality. We have determined the general goal of building Tien Thang into a multifunctional, modern, green and smart urban area; at the same time, creating a "civilized, happy" society, where people can fully enjoy high-quality services in infrastructure, health care, education and culture. In terms of economy, we strive to achieve an average double-digit growth rate each year, with the proportion of industry and services accounting for over 75%. In terms of society, we focus on improving the quality of people's material and spiritual life, ensuring social security, caring for the disadvantaged, while preserving and promoting traditional cultural identity. In terms of environment, we aim to develop a circular economy, reduce emissions, and sustainably adapt to climate change. In particular, we consider digital transformation and innovation as a driving force throughout, helping Tien Thang keep up with the development trend of Hanoi and the country.

- According to you, how do the outstanding achievements of the 2020 - 2025 period create the foundation for realizing the development vision in the coming period?

- During the 2020 - 2025 term, despite being heavily affected by the Covid-19 pandemic, the predecessor localities of Tien Thang commune still achieved many important achievements. The economy shifted positively from pure agriculture to high-quality commodity agriculture; safe vegetable and ornamental plant growing areas developed strongly, many traditional craft villages were restored. Traffic infrastructure, the appearance of the countryside was spacious and modern. Party building and political system work received attention, the capacity of cadres was increasingly improved. Cultural and social life flourished, traditional festivals were preserved, the movement "All people unite to build a cultural life" developed widely... These achievements are a solid foundation, creating confidence and motivation for Tien Thang to confidently enter the 2025 - 2030 period with higher and more comprehensive goals.

Realize the goal

- To achieve the goal of rapid and sustainable growth, which key economic sectors will Tien Thang commune prioritize in the new period, sir?

- We identify rapid, sustainable and modern economic development as the top priority. The focus is on high-tech industry and valuable industries such as semiconductor, mechatronics, pharmaceuticals - cosmetics, high-quality food processing. Tien Thang Industrial Park will be built according to a green, clean model, applying high technology, circular economy to both attract investment and protect the environment.

In addition, urban agriculture is still valued, with large-scale safe vegetable and ornamental flower growing areas, associated with eco-tourism and experiences, forming a unique agricultural - service - tourism value chain. The landscape advantage along the Ca Lo River and the location on Ring Road 4 will be exploited to develop trade, logistics services, shopping centers, supermarkets and modern retail services.

- How does Tien Thang Commune focus on infrastructure solutions and smart urban development to meet modern requirements?

- Developing modern, synchronous urban and infrastructure is a key task. We prioritize investment in inter-commune and inter-regional transport systems, especially routes directly connecting to urban railways and Ring Road 4. Digital infrastructure and green energy infrastructure will be focused on to meet the requirements of a smart city. Urban planning aims to build modern, environmentally friendly residential areas, combining green spaces and public works. Rural areas are gradually approaching urban criteria, creating model residential areas with synchronous services. We plan to form commercial and service centers associated with urban railway stations, and develop multimodal transport transfer stations.

- How has the commune implemented Party building and comprehensive digital transformation to ensure effective governance and promote the central role of the people, comrade?

- We consider this a breakthrough solution. The Commune Party Committee continues to innovate leadership methods, promoting digital transformation in all areas of management, from socio-economics to public services. Smart governance based on data and output results is applied, shifting from pre-control to post-control, improving transparency and accountability. All policies and guidelines put people at the center, both as service objects and creative subjects. We deploy digital platforms to make it easy for people to access public services, reflect and contribute opinions. At the same time, we strengthen training and fostering of officials, building a team of qualified and dedicated civil servants.
