On October 17th, in Hanoi , the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations held a conference to study and thoroughly understand the Resolution of the First Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, term 2025-2030; the guiding speech of General Secretary To Lam at the Congress; and the announcement of the results of the 13th Conference of the Central Committee of the 13th Party Congress.
At the main venue, nearly 200 delegates participated, including members of the Standing Committee of the Party Committee, members of the Party Committee Executive Committee, members of the Party Committee's Inspection Committee , the Fatherland Front , and central mass organizations; leaders of the Party Committee's departments and units; Secretaries, Deputy Secretaries, and Executive Committee members of affiliated Party organizations; and all cadres, Party members, civil servants, public employees, union members, association members, and workers of the Party Committee's advisory and support agencies.
Eight subordinate Party organizations were connected online to 48 locations, with the participation of 1,889 delegates, and 740 delegates attending via live television broadcast.
In thoroughly understanding the key contents of the Resolution of the First Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, term 2025-2030, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations Nguyen Thai Hoc stated that the First Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations will be held from September 22-23, 2025 in Hanoi with the participation of 346 official delegates from 25 affiliated party organizations.
Regarding the viewpoints, directions, targets, tasks, and solutions for the 2025-2030 term, the Congress identified 10 main target groups, 8 key tasks; 10 main solution groups for leading the implementation of political tasks; and 5 solution groups for implementing Party building work.
The Congress unanimously agreed to develop an action program for the 2025-2030 term, linked to a specific plan to implement the directives of General Secretary To Lam, with the following specific implementation milestones:
Within 3 months following the Congress: Complete organizational restructuring, issue the Plan for implementing the 3 consistent principles, launch the "Digital Front Portal," and select one model for social dialogue and one model for community welfare in each province/city.
In the six months following the Congress: Organize "Month of Listening to the People" simultaneously at all levels and in all organizations and associations under the Fatherland Front; operate a digital map on people's livelihood issues; end the "inverted cone" situation in the Youth Union and Women's Union through a project to expand their base in industrial zones, residential areas, and new rural areas.
Within one year: Conduct an independent assessment of the provincial-level social trust index; publish community welfare results; and replicate the social dialogue model if criteria are met.
At the conference, delegates also heard a report from Ms. Nguyen Thi Thu Ha, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, and Vice President-General Secretary of the Central Committee of the Vietnam Fatherland Front, on the directives of General Secretary To Lam regarding the Congress; and a brief report from Mr. Nguyen Phi Long, Alternate Member of the Central Committee of the Party, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, on the results of the 13th Conference of the Central Committee of the 13th Party Congress.
