The 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030 took place on October 16 and 17. Attending and directing the Congress was comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee. Also attending were comrades: former President Nguyen Minh Triet; former Prime Minister Nguyen Tan Dung; former Chairwoman of the National Assembly Nguyen Thi Kim Ngan; leaders, former leaders of the Party, State, Ca Mau province; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor and 450 delegates representing more than 82,000 party members in the entire Provincial Party Committee.

In his opening speech, the leader of Ca Mau province emphasized that the Congress took place in the context of the province's unification, opening a new development phase with a larger economic scale and wider development space, creating an important premise to realize the aspiration to rise strongly, worthy of being a strategic location in terms of economy, national defense and maritime security.
The Congress determined the general goals by 2030: Building a clean, strong, and comprehensive Party organization and political system; developing science and technology, innovation, digital transformation, and the private economy; ensuring national defense and security; and making Ca Mau a comprehensively developed province in the southernmost region of the country.
On that basis, the province proposed three strategic breakthroughs including: Perfecting institutions, unlocking resources, creating an open and favorable investment environment for businesses; Developing high-quality human resources, especially key leaders with capacity, courage and innovative thinking; Investing in synchronous infrastructure, especially transportation, energy, economic zones, and projects adapting to climate change, ensuring long-term sustainable development.
Ca Mau province strives to achieve an average GRDP growth rate of 10% or more, GRDP per capita of over 6,000 USD, export turnover of about 17 billion USD and total budget revenue of at least 75,000 billion VND.
To achieve these goals, Ca Mau will prioritize investment resources in key infrastructure, including the Can Tho - Ca Mau expressway, seaports, airports, industrial parks, irrigation systems, cultural - sports facilities, clean energy and processing industries. These projects are expected to create strong spillover momentum, attract domestic and foreign investment, improve competitiveness and contribute to promoting green, comprehensive growth.
Speaking at the Congress, comrade Tran Luu Quang, on behalf of the Politburo and the Secretariat, acknowledged the meticulous, serious and methodical preparations of the Ca Mau Provincial Party Committee. He emphasized: "After the merger, Ca Mau province has a larger economic scale and wider development space, which are important conditions for a strong breakthrough in the new period."
Comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, gave a speech at the Congress.
Besides, he frankly pointed out the shortcomings and limitations such as the province's economic development is not commensurate with its potential; economic restructuring is slow; transport infrastructure has not met development requirements; public investment disbursement rate is low; marine economy and tourism have not yet fully exploited their strengths; the number of new enterprises is still small.
Comrade Tran Luu Quang requested Ca Mau province to thoroughly grasp the current situation, thereby proposing effective solutions to overcome it in the new term, while making the most of the advantages of three sides bordering the sea, the unique mangrove ecosystem and the strategic position in the ASEAN regional logistics chain to strongly develop the marine economy, renewable energy, processing industry and eco-tourism.
One of the key orientations is to strengthen regional connectivity, especially with Ho Chi Minh City and key economic provinces in the South. The development of Hon Khoai international transit port, together with cooperation in science and technology and logistics infrastructure, will create an important boost for the sustainable development of the southernmost region of the country.
At the Congress, comrade Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee, announced Decision No. 2354-QDNS/TW dated September 15, 2025 of the Politburo on the appointment to participate in the Executive Committee and Standing Committee of the Ca Mau Provincial Party Committee for the 2025-2030 term. According to the decision, the Provincial Party Committee Executive Committee for the 2025-2030 term consists of 56 comrades, of which the Provincial Party Committee Standing Committee has 19 comrades.
Comrade Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee for the 2020-2025 term, was re-appointed by the Central Committee to hold the position of Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term. Mr. Nguyen Ho Hai was born in 1977, hometown: Phuoc Vinh An commune, Cu Chi district, Ho Chi Minh City (formerly). His professional qualifications include: Doctor of Business Administration; Master of Urban Management; Civil Engineer, Bachelor of Business Administration; Senior in Political Theory. Mr. Nguyen Ho Hai has worked for many years in Ho Chi Minh City, holding many positions from grassroots to city leadership. On January 18, 2025, Mr. Nguyen Ho Hai was mobilized and appointed by the Politburo to join the Executive Committee, Standing Committee, and hold the position of Secretary of the Ca Mau Provincial Party Committee for the 2020-2025 term.
The Deputy Secretaries of Ca Mau Provincial Party Committee include: Huynh Quoc Viet, Pham Van Thieu, Ho Thanh Thuy and Pham Thanh Ngai.

In his closing speech at the Congress, Provincial Party Secretary Nguyen Ho Hai affirmed: "Ca Mau will promote its heroic tradition, spirit of solidarity, aspiration to rise up, take advantage of opportunities, maximize the potential and advantages of the southernmost province of the Fatherland to develop rapidly and sustainably, worthy of the trust of the Central Government and the People".
