Hanoi opens for sale thousands of social housing units

VTV.vn - According to information from the Hanoi Department of Construction, from now until the end of the year, many social housing projects in Hanoi will begin accepting applications for buying, renting and leasing houses.

At Kim Chung New Urban Area, Dong Anh, CT3 building will start accepting purchase, rental and hire-purchase applications from November 17, 2025 to January 3, 2026, with nearly 1,000 social housing units; price over 18 million VND/m2.

Project N01 Ha Dinh is expected to receive applications in the fourth quarter of this year and is expected to be completed by the end of 2027, with hundreds of apartments for sale, rent and lease-purchase.

Kim Hoa social housing project in Me Linh, Thuong Thanh project in Long Bien and social housing project in Dong Anh commune receive applications in October and November with hundreds to thousands of apartments for sale and rent.

This year, Hanoi City plans to complete about 4,730 social housing units, exceeding the assigned plan by 60 units.

Many social housing projects have been opened for sale, which is an effort of the units over the past time to give workers the opportunity to have housing. However, compared to the needs of the people, it can be said that it is not enough. Every time a project is opened for sale, the scene of long queues of people waiting, even waiting overnight for many days to submit their documents is repeated.

Currently, there are two ways that investors apply to receive documents: One is to submit online, which is convenient and does not require jostling or reserving a spot, but can be congested and highly dependent on technology. The other is for people to line up to submit documents directly, even having to queue overnight, day after day.

To have a set of documents to buy social housing, people have to spend about 3 to 4 months running back and forth to take care of paperwork, confirm income, housing status, etc. After that, they continue to enter the seemingly easy but difficult stage - lining up all night to submit the application.

At the CT3 social housing project, Kim Chung New Urban Area has just been opened for sale. This project has deployed a numbering machine, each day, the investor receives 50 sets of documents and to prevent the situation of numbering for others, reserving places or profiteering.

However, many people, because they are afraid of procedures and queuing, have found "shortcuts" to buy houses through brokers and intermediaries. Or some people believe that they have to spend money to buy a house.

According to businesses developing social housing, it is time to change the way social housing purchases are approved.

Mr. Nguyen Trung Kien - Project Development Director, Saigon - Hai Phong Industrial Park Company commented: "I think we should change from passive to active approval, meaning that home buyers are actively approved by the State agency, not through the investor to be approved. After that, the State agency will give them something I temporarily call a green tick, after having the green tick they will go to social housing projects to register. A buyer who actively comes to the approval will reduce the need to go through this person or that person, through a bridge, reducing the negativity in buying social housing".

In fact, some localities have changed the way they approve social housing. Especially in provinces that are capable of completing or exceeding the apartment quota assigned by the Government . For example, state agencies, wards, communes, and enterprises can make a list of people who need to buy social housing and send it to project investors, so that they have a basis to build according to demand.

It can be seen that many localities are making efforts to overcome difficulties in accessing social housing.
