Son My 2 Industrial Park - Phase 1: Calculating the need for reasonable power grid investment

A year ago, the Prime Minister approved the investment policy for the Son My 2 Industrial Park Infrastructure Construction and Business Project - Phase 1 with a scale of 468.35/540 hectares in Ham Tan district.

To promote the project implementation, the investor has completed the Environmental Impact Assessment Report and implemented the next steps, adjusting the cadastral map to serve the inventory of compensation and site clearance compensation for the Industrial Park. At the same time, it is also considering investing in the power grid system in Son My 2 Industrial Park - Phase 1... Regarding this issue, the leaders of the Provincial People's Committee also directed the proposal to invest in a 110 kV transformer station, power distribution grid and electricity trading in Son My 2 Industrial Park. Accordingly, the Management Board of Binh Thuan Industrial Parks sent a document requesting relevant departments, localities, units and project investors to participate in giving opinions to clarify the conformity with the Provincial Planning, Power Planning VIII, and other plans.

According to calculations, the power demand for Son My 1 Industrial Park and Son My 2 Industrial Park is about 206 MVA, including: Son My 1 Industrial Park is 122 MVA and Son My 2 Industrial Park - Phase 1 is 84 MVA. Meanwhile, the 110 kV Son My 2x63 transformer station of about 126 MWA planned to be invested by Southern Power Corporation (located outside Son My 2 Industrial Park - Phase 1) to supply power to both Son My 1 Industrial Park and Son My 2 Industrial Park - Phase 1 is not yet guaranteed capacity as calculated. Therefore, to ensure the load and proactively supply power to customers, the investor has recently coordinated with the competent authority to approve the investment policy of the 110 kV transformer station located in Son My 2 Industrial Park - Phase 1 (technical infrastructure of the industrial park)...

It is known that recently, the Management Board of Binh Thuan Industrial Parks reported to the Provincial People's Committee on the investment in the 110 kV transformer station, medium and low voltage distribution grid and electricity trading in Son My 2 Industrial Park - Phase 1. Thereby clarifying more about: Location of the 110 kV transformer station, investment necessity, conformity with planning, legal basis and authority, procedures, investment settlement, management, operation... At the same time, it is believed that the project investor's promotion of cooperation in building the 110 kV transformer station, medium and low voltage distribution grid and electricity trading in Son My 2 Industrial Park - Phase 1 is in accordance with the provisions of law and provincial planning, and the zoning plan for construction of Son My 2 Industrial Park. Therefore, it is proposed that the Provincial People's Committee unify the policy of assigning the project investor and the cooperating unit to carry out the construction of technical infrastructure works of this Industrial Park.

Recently, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai also chaired a meeting to listen to the Binh Thuan Industrial Park Management Board report on the investment plan for the 110 kV transformer station, medium and low voltage distribution grid and electricity trading in Son My 2 Industrial Park - Phase 1. Through the comments contributed at the meeting, the leaders of the Provincial People's Committee requested relevant departments, units and localities to review and compare with the current load planning and reserve load planning to determine reasonable investment needs. In addition, it is necessary to proactively work with the Southern Power Corporation and the local electricity sector to determine the medium and low voltage distribution grid and electricity trading in the Industrial Park but must not affect the adjustment of the Power Plan VIII (approved by the Prime Minister in mid-May 2023). On that basis, the Department of Industry and Trade will advise on a survey plan to invest in the construction of a 110 kV transformer station, medium and low voltage distribution grid and electricity trading in Son My 2 Industrial Park - phase 1 to submit to the Provincial People's Committee for consideration.
