Deputy Prime Minister Tran Luu Quang signed Decision No. 444/QD-TTg promulgating the Action Plan to implement the National Civil Defense Strategy to 2030 and the following years.
The objective is to concretize the content of Decision No. 1343/QD-TTg dated November 14, 2023 of the Prime Minister approving the National Civil Defense Strategy to 2030 and the following years as a basis for ministries, ministerial-level agencies, government agencies, and localities to implement, ensuring unity and synchronization, placed within the overall Socio -Economic Development Strategy, National Defense Strategy, and closely combined with related specialized strategies.
According to the Plan, phase 1 to 2025 will focus on the main tasks: Reorganizing the National Civil Defense Steering Committee on the basis of national-level Steering Committees: National Civil Defense Steering Committee; National Steering Committee for Natural Disaster Prevention and Control; National Committee for Incident and Disaster Response and Search and Rescue (implementation time: June 2024); consolidating and perfecting the organizational structure, leadership and command mechanism for civil defense from the central to local levels and agencies and units, ensuring unity, synchronization, streamlining, efficiency; reviewing and supplementing the system of legal documents, mechanisms and related policies to ensure compliance with the Law on Civil Defense and practice.

Review and complete the civil defense planning system to ensure it is consistent with the socio-economic development practices of the sector and fields of the whole country and localities; ensure adaptation to climate change, minimize damage caused by incidents, disasters, natural disasters, epidemics, contributing to ensuring national defense and security; foster knowledge of civil defense, improve leadership and direction capacity for Party committees; management, command and operation capacity of civil defense activities for leaders of local authorities at all levels; improve capacity, professional expertise and knowledge of civil defense for staff in charge of information and communication tasks at central and local ministries, branches.
Strengthening information and propaganda work, raising awareness and responsibility for forces and people in civil defense; disseminating to people the necessary skills to know how to protect themselves against incidents and disasters and join hands to protect the community; reviewing and perfecting the organization of civil defense forces from central to local levels, ensuring unity, streamlining and efficiency; building a mechanism to operate civil defense activities suitable to the organizational structure, assurance capacity and characteristics of types of incidents and natural disasters.
Implement approved programs, projects and sector strategies; prioritize resources, focus on completing essential projects in areas at high risk of natural disasters; establish and put into operation the Central Civil Defense Fund and the Local Civil Defense Fund; review and promote the signing of international cooperation framework agreements on civil defense to exchange experiences, share information, apply science and technology, train civil defense human resources and be ready to send forces and means to participate in humanitarian assistance and disaster relief in the region and internationally.
Phase 2 from 2025 to 2030 and the following years focuses on developing specialized forces capable of meeting mission requirements, especially for high-risk incidents and natural disasters; focusing on improving the capacity of on-site forces, ensuring good implementation of the "four on-site" motto.
Strengthen training, drills, and practical exercises on new and complex issues to research, gain experience, and serve as a basis for perfecting response plans and overcoming consequences of incidents, disasters, and natural disasters, while improving command and control capacity for officials at all levels and improving skills for specialized and part-time forces.
Complete the construction of civil defense works in areas at high risk of natural disasters; register and compile statistics on dual-use works, ready to be requisitioned for civil defense tasks when situations arise. Promote research and application of science and technology in civil defense activities, focus on improving the capacity to monitor, warn, and forecast natural disasters and catastrophes, improve the capacity to produce civil defense equipment, create a breakthrough in the capacity to respond to incidents, natural disasters, epidemics, and consequences of war.
The Prime Minister directs ministries, ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally run cities to base on the Action Plan to implement the National Civil Defense Strategy to 2030 and the following years to deploy and organize implementation to ensure effectiveness and compliance with regulations; inspect, supervise, promptly detect problems and shortcomings to find solutions to remove and overcome them, and report to the Ministry of National Defense for guidance or to synthesize and submit to competent authorities for consideration and decision.
The Ministry of National Defense assists the Government and the Prime Minister in synthesizing, monitoring, guiding, inspecting, supervising, evaluating and urging ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities and relevant agencies and organizations to implement; organize a summary of the Plan at the end of the period (2030), and orient tasks and solutions after 2030.
