That was the information given at the press conference summarizing the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, on June 20, by the Ministry of Agriculture and Environment .
Deputy Minister of Agriculture and Environment Vo Van Hung said: These are two pillar programs in the country's sustainable development strategy, demonstrating the Government's strong commitment to improving people's quality of life, narrowing regional gaps and promoting comprehensive development in rural areas. After 5 years of implementation, the two national target programs have achieved many positive and comprehensive results.
According to Deputy Minister of Agriculture and Environment Vo Van Hung, the impressive figures achieved by the two target programs demonstrate the spirit of "Leaving no one behind" - a consistent and humane message that the Party and Government always steadfastly pursue. Each house, each infrastructure project, each livelihood model formed is another opportunity for people in difficult areas to access a better life.

However, in addition to the achievements, in reality, many localities still have high poverty rates if the new poverty line is applied. Challenges such as urban poverty, lack of basic social services, low-income informal labor, the impact of climate change, population aging, ethnic conflicts and natural disasters are posing new requirements for the next stage of development.
According to Mr. Ngo Truong Son - Chief of the Central Office for New Rural Area Coordination, up to now, the whole country has 6,084/7,669 communes (79.3%) meeting new rural standards, an increase of 10.6% compared to the end of 2021; the rate of communes meeting advanced new rural standards is 42.4%, exceeding the assigned target of 2.4%, an increase of more than 5 times compared to the end of 2021; the rate of communes meeting model new rural standards is 12.3% (the assigned target is 12%).
329/646 district-level units were recognized as having completed their tasks/met new rural standards; 12 provinces were recognized by the Prime Minister as having completed their tasks of building new rural areas. The total resources mobilized by the end of May 2025 for the new rural program is about 3.7 million billion VND.
The OCOP program has been implemented strongly and in depth, along with the rural tourism program, becoming a highlight contributing to the development of the rural economy. The whole country has 16,543 OCOP products with 3 stars or more, an increase of 12,056 products compared to 2020.
The national target program on new rural construction continues to affirm its role as a key driving force to promote comprehensive development of rural areas, contributing to clearly changing the appearance of rural areas and significantly improving the material and spiritual life of the people.
The movement "The whole country joins hands to build new rural areas" continues to spread widely, arousing the role of the people and the community as the main actors, promoting the combined strength of the entire grassroots political system in organizing and implementing.
Answering a question from a Vietnam News Agency reporter about the rate of communes meeting new rural standards after the rearrangement of commune-level administrative units, Mr. Ngo Truong Son said: Currently, the Central Office for New Rural Area Coordination is asking localities to report on the situation of new communes after the rearrangement. Specific data is being compiled, however, according to initial estimates, about 64-65% of new communes will meet new rural standards. The goal in the next 5 years is to increase this rate to 80%.
Regarding the National Target Program on Sustainable Poverty Reduction, Mr. Nguyen Le Binh - Deputy Head of the National Office on Poverty Reduction said that in the period of 2021-2025, the total allocated central budget capital is 44,607.6 billion VND and the local budget is nearly 2,883 billion VND. It is expected that by the end of 2025, the number of poor and near-poor households will be reduced to over 1,256,000 households, reaching 52.49%, exceeding 2.49% compared to the target of reducing by half the number of poor and near-poor households assigned by the National Assembly and the Government.
More than 10,000 poverty reduction models and projects have been implemented, attracting the participation of over 200,000 households; including 6,200 agricultural models applying high technology, improving production methods and increasing income. Nearly 125,000 poor, near-poor and newly escaped poverty workers have been supported in job connections, far exceeding the initial target of 100,000 workers, contributing to increasing income, changing production methods, and increasing income for poor households nationwide.
Regarding social security, 90,000 houses for poor households in poor districts were newly built or repaired - actively contributing to the movement "The whole country joins hands to eliminate temporary and dilapidated houses". The rate of stunting malnutrition in children under 16 years old in difficult areas decreased to 25.42%, significantly lower than the target of below 34%.
Deputy Minister Vo Van Hung said that the conference to review the two national target programs on new rural construction and sustainable poverty reduction will be held at the Government Headquarters on June 22, chaired by the Prime Minister. The conference will also be held online with the bridgehead at the People's Committees of provinces and centrally-run cities.
