(QBĐT) - Over the years, the work of promoting learning and talent development, and building a learning society in Quang Binh province has been continuously strengthened and developed extensively. Quang Binh Newspaper and Radio and Television Station had an interview with Mr. Tran Xuan Vinh, Chairman of the Quang Binh Provincial Association for the Promotion of Learning and Talent Development, on this topic.

* PV: Comrade, could you share some of the outstanding results and highlights in the work of building the association's organization, developing membership, and implementing lifelong learning models in the locality over the past period?
- Comrade Tran Xuan Vinh: By June 2025, the entire province will have 37 associations, branches, and science and technology committees directly under the Provincial Association; 100% of communes, wards, and towns will have associations, branches, and science and technology committees directly under the district-level science and technology associations. The total number of members will reach nearly 288,000 people, accounting for 30% of the province's population; of which, members who are Party members account for 77% of the total number of Party members in the entire Provincial Party Committee.
The organizations and associations have been restructured according to their functions and tasks, operating in an orderly and effective manner. The branches and science committees under the Provincial Association have shown significant progress and effectiveness, such as: the College of Technology and Agriculture, Quang Binh Vocational College, Quang Binh University, Vo Nguyen Giap Specialized High School, the Provincial Youth Union, the Department of Education and Training, the Provincial Ethnic Boarding School, the Central Vietnam College of Law, the Department of Justice, the Statistics Department, etc.

In particular, the learning models based on Decision No. 387/QD-TTg and Decision No. 677/QD-TTg of the Prime Minister have been implemented synchronously and effectively. To date, the entire province has more than 210,000 families achieving the title of "Learning Family," accounting for 85%; nearly 2,000 clans achieving the title of "Learning Clan," accounting for 79% of the total number of clans in the province; and more than 1,000 communities achieving the title of "Learning Community," accounting for 93%... The implementation of the "Learning Citizen" model has also achieved many remarkable results, with over 326,000 people registering, reaching 38% of citizens eligible for evaluation and classification.
* PV: Mobilizing resources for science and technology plays a crucial role in supporting poor students to overcome difficulties and spreading the spirit of learning in the community. So, what solutions has the Provincial Science Association implemented to build and effectively utilize the Science Fund in the past, Comrade?
- Comrade Tran Xuan Vinh: We have always considered the mobilization of the Science and Technology Fund as a key task that needs to be carried out flexibly and creatively. As of June 2025, the total Science and Technology Fund at all three levels reached over 49 billion VND; the Provincial Science and Technology Association alone mobilized more than 5 billion VND.
This fund comes from various channels: donating one day's salary from officials, civil servants, and public employees; contributions from households; and support from organizations, businesses, and philanthropists both domestically and internationally. We always ensure that the fund is used for the right beneficiaries, openly and transparently. In 2024, the various levels of the Association for the Promotion of Learning awarded more than 169,000 scholarships and prizes, totaling nearly 34 billion VND, to students, teachers, and adults who achieved success in lifelong learning. At the same time, commendation ceremonies and programs such as "Tet for Poor Students" and "Warm Tet - Loving Spring" were organized solemnly and humanely, spreading the spirit of lifelong learning widely throughout society.
Entering 2025, the work of science and technology continues to be maintained in a systematic and effective manner. In the first six months alone, the province organized awards and scholarships for students; honored excellent teachers and presented other prizes, totaling over 13 billion VND, equivalent to 21,894 awards. These practical activities have been and are strongly supporting the journey of lifelong learning, spreading the spirit of studiousness and talent promotion to all levels of society.
* PV: According to the organizational restructuring plan, the district-level science and technology associations will cease operations by the end of June 2025. Could you please tell us how the consolidation and enhancement of the role of the commune-level science and technology associations will be implemented to ensure effectiveness and prevent disruption to the science and technology movement at the grassroots level?
- Comrade Tran Xuan Vinh: After the district-level science and technology association concludes its activities, promoting the role of the commune-level association is extremely important, because this is the level of organization closest to the people, directly implementing models and learning movements.
The Provincial Science and Technology Association has been advising Party committees and authorities at all levels to pay attention to directing and promptly consolidating the organization of science and technology associations at the commune level, as this is a key task to maintain continuity in science and technology work in the locality.
In addition, we continue to effectively implement the models of "Learning Family," "Learning Clan," "Learning Community," "Learning Unit," and "Learning Citizen" in accordance with Decision No. 387 and Decision No. 677 of the Prime Minister. The development of these models is increasingly improving in quality, linked to the needs of lifelong learning and the requirements of building a learning society at the grassroots level.
We also place special emphasis on promoting the core role of the association's officials and members in organizing activities, mobilizing resources, implementing science and technology programs, and strengthening propaganda work to spread the spirit of learning in the community. All of this aims not only to maintain but also to elevate the science movement, contributing to building a learning society from the grassroots level.
