
At the meeting on July 17, considering the proposal of the Ministry of Education and Training on the policy of investing in building schools for land border communes (Submission No. 973/TTr-BGDĐT, dated July 15), the Politburo concluded as follows:
1. Agree on the investment policy to build primary and secondary boarding schools in 248 land border communes. Investing in building schools for land border communes is a key and important task in socio -economic development and implementing ethnic policies to improve people's knowledge and human resource quality, create a source of cadres from ethnic and local people, improve the material and spiritual life of people in border areas, and contribute to strengthening national defense and security. In the immediate future, pilot investment will complete the construction or renovation of 100 schools in 2025 (no later than the time of the next school year). These schools will be models for further widespread implementation, completing the investment goal of building 248 schools in the next 2-3 years. The invested schools must ensure technical standards, scale, school and classroom area; have adequate facilities for learning, cultural, spiritual, physical training, living conditions and absolute safety.
2. Assign the Government Party Committee to lead and direct ministries, branches, functional agencies and People's Committees of border provinces to implement the above policy.
In which, the direction is: (1) The Party Committee of the Ministry of Education and Training shall preside over and coordinate with localities and relevant agencies to review, amend and supplement relevant regulations in the direction of ensuring that students in land border communes enjoy boarding and semi-boarding policies suitable to the practical difficulties in terrain and geographical distance.
Coordinate with the Ministry of Home Affairs to develop a plan for appropriate teacher arrangement based on a review of the current teacher staff and future needs, train teachers in ethnic languages, propose a budget to maintain school operations and allowances for teachers in accordance with new conditions; develop policies to encourage human resources to participate in serving border communes and a plan for schools nationwide to form sister schools with schools in border communes to exchange, connect and support disadvantaged schools in border areas.
(2) The Party Committee of the Ministry of Construction shall preside over and coordinate with the Ministry of Education and Training and the Ministry of Ethnic Minorities and Religions to develop standard designs of inter-level boarding schools so that localities have a basis for reference and implementation suitable to their localities.
(3) The Party Committee of the Ministry of Finance shall preside over and coordinate with the Ministry of Education and Training, the People's Committees of the provinces and relevant agencies to balance the central and local budgets and other legal funding sources (of which the central budget is the main one) to decide on the total investment, investment phases and contractor selection mechanism to ensure the completion of the investment target of building 248 inter-level boarding schools. At the same time, there shall be solutions to maintain the annual regular operating budget of the schools.
(4) The People's Committees of border provinces shall coordinate with the Ministry of Agriculture and Environment to review and adjust plans, take responsibility for arranging land funds for school construction to ensure technical infrastructure related to school construction (electricity, clean water, wastewater, traffic, etc.); study the implementation mechanism and mobilize armed forces, union members, and youth in the area to implement the policy of investing in school construction and renovation according to their authority, ensuring progress and quality, while closely monitoring the implementation, preventing loss, waste, and negativity. Have an effective exploitation plan after completing the investment in school construction.
3. Assign the Party Committee of the Vietnam Fatherland Front and central organizations to launch a call for all levels, sectors, localities, organizations, individuals, businesses and the whole society to join hands in supporting the construction and renovation of schools for border communes.
4. The Government Party Committee shall direct the Party Committee of the Ministry of Education and Training to coordinate with relevant agencies to monitor, urge and guide the implementation of this Conclusion Notice, and report to competent authorities any difficulties and problems beyond their authority. During the implementation process, it is necessary to strengthen inspection and supervision, and strictly prohibit loss, waste and negativity.
