Latest conclusions of the Politburo on restructuring the apparatus and merging provinces

Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion 171 of the Politburo and the Secretariat, requiring Party committees and localities to focus on completing the arrangement of the apparatus and administrative units, ensuring the apparatus operates smoothly and effectively from July 1.

The conclusion was issued after the Politburo and Secretariat listened to the report of the Central Organization Committee and the supervision report of the Central Inspection Committee at the meeting on June 27.

Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion 171 on behalf of the Politburo on restructuring the apparatus and merging provinces and cities.

Accordingly, in Conclusion 171, the Politburo and the Secretariat requested that the Standing Committees of provincial and municipal Party Committees directly under the Central Government must urgently complete the trial operation, review, and draw lessons to adjust and handle arising problems, ensuring the smooth and effective official operation of the new apparatus.

At the same time, organize the ceremony to announce resolutions and decisions on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts at all levels on June 30 in a solemn, effective, and unified manner under the guidance of the Party Central Committee Office.

Localities are also required to urgently complete all work of assigning and arranging cadres, civil servants and public employees; fully arrange headquarters, facilities and working equipment, and ensure stable connection lines for commune-level public administrative service centers.

The Politburo and the Secretariat require Party committees, agencies and units under the Central Committee to continue to focus on and seriously implement policies and conclusions on restructuring and streamlining the apparatus.

In particular, it is necessary to provide synchronous direction so that the new apparatus can operate smoothly, ensuring normal activities of people and businesses, especially in the fields of administrative procedure settlement, health care, education and culture.

The conclusion also emphasized that Party committees, agencies and units under the Central Committee should make the greatest efforts to successfully complete the 2025 goals such as GDP growth of 8% or more, as well as socio-economic, defense, security and foreign affairs goals and successfully organize party congresses at all levels for the 2025-2030 term.

The Standing Committees of provincial and municipal Party Committees need to focus on drafting documents for provincial Party Congresses after the merger to suit the new space and development space, and promptly complete them so that lower-level congresses can comment.

The Politburo and the Secretariat also assigned the Standing Committee of the National Assembly Party Committee to lead the National Assembly Standing Committee to provide specific guidance on special cases allowing the appointment of personnel for People's Councils and People's Committees at the commune level in places that are not merged.

Conclusion 171 also stated that from July 1, provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee shall carry out personnel work within their authority and in accordance with Party and State regulations, ending the validity of Conclusion No. 128 dated March 7 of the Politburo.
