According to the Bac Ninh Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, the province has 50 industrial parks with a total area of over 15,000 hectares. To date, 41 industrial parks have been approved for planning.
The development of industrial parks in the 2021-2025 period has brought about clear socio-economic effects. Currently, 33 industrial parks have been approved for investment in construction and infrastructure business with a total planning area of about 10,000 hectares. Of which, 20 industrial park infrastructure projects have been basically filled.
At the monitoring session, some delegates pointed out that the 2020 Investment Law has many new regulations that are more open and transparent. However, many other laws still lack consistency, even have overlapping regulations, causing difficulties in the process of guidance, implementation, management, application and compliance by enterprises.

Some businesses and investors do not directly prepare documents and carry out administrative procedures but hire consulting units to do it for them. These consulting units often charge service fees to carry out administrative procedures, but many consulting units and individuals hired do not have enough capacity, do not understand or have a firm grasp of relevant legal regulations, procedures and processes, etc., leading to failed documents being returned. This makes many businesses and investors misunderstand that handling administrative procedures at state management agencies is difficult. This phenomenon has negatively affected the investment and business environment of the province.
The social infrastructure system serving industrial zones is still lacking, not synchronized and slow to deploy. The awareness of compliance with the law on investment, labor, environment, construction and statistical reporting of some investors is still limited.

Termination of investment projects due to violations also faces many difficulties, especially in handling assets invested on land due to the lack of consistency between the Investment Law and the Land Law. Cases often drag on, affecting the investment environment, causing waste of land and loss of state budget revenue.
Comrade Pham Van Thinh accepted the delegates' comments through the supervision work. In the coming time, he requested the Provincial Industrial Parks Management Board to advise on completing the planning, aiming to build green industrial park infrastructure standards.
At the same time, review the entire infrastructure, especially essential items such as wastewater treatment system and internal traffic for synchronous investment. At the same time, periodically review the results of the corrections according to the comments of the members of the monitoring team.
Through supervision, comrade Lam Thi Huong Thanh pointed out that investment in industrial park infrastructure still has some limitations. Some industrial parks have attracted secondary investors but the infrastructure is not yet complete, the power connection is still difficult; the site clearance work is often slow.

From that reality, he suggested that the Provincial Industrial Parks Management Board should closely monitor and implement coordination regulations well, advise the Provincial People's Committee in directing departments, branches and localities; proactively advise on resolving difficulties and problems of investors in industrial parks.
Contents related to activities in industrial zones need to be reported and grasped regularly. The Department of Finance assesses the capacity of infrastructure investors and handles administrative violations within its authority. The Department of Industry and Trade advises on handling issues related to electricity. The Department of Natural Resources and Environment guides localities in making land use plans. It is recommended that the Provincial People's Committee continue to closely direct departments and branches; research and issue specific mechanisms of the province to promote investment attraction.
Concluding the monitoring session, Comrade Nguyen Tien Tai highly appreciated the report preparation and coordination of the Industrial Park Management Board during the monitoring process. He suggested that it is necessary to continue clarifying each specific content, evaluating each project in detail, and infrastructure management when the industrial park comes into operation; at the same time, assessing the flooding situation during the recent historic flood.
Attention should be paid to connecting infrastructure outside industrial parks, overcoming traffic congestion; supplementing the assessment of the capacity of industrial park infrastructure investors.
In addition, it is necessary to evaluate according to the new direction of the Central Government on reserving minimum area for scientific and industrial enterprises, small and medium enterprises operating in industrial parks; review social infrastructure, cultural institutions serving workers, including social housing projects for workers to propose related solutions to the province.
Propose that the Vice Chairman of the Provincial People's Committee strengthen inspection and remove difficulties and obstacles for investors, especially regarding land recovery, infrastructure connection, and post-investment settlement.
