In Tien Luc commune, due to the influence of storm No. 11, the flood on the Thuong River rose and overflowed the dike into the fields, causing widespread flooding. While some higher areas had receded, the water level in the inner fields rose, making it difficult to drain into the river, seriously affecting the lives of more than 700 households with about 2,000 people in the villages of Soi, Khoat, Giua 1, Doi... due to being isolated for many days.

Faced with that situation, following the direction of the Provincial People's Committee, Tien Luc commune urgently developed and issued a plan to discharge floodwater, drain water, and bring water from the inner fields to the Thuong River. On the afternoon of October 13, the commune decided to open a dike section in the Cong Linh area, in Gai Bun village - the area adjacent to the Thuong River to create an emergency drainage channel, quickly lower the water level in the inner fields, and ensure safety for residents and infrastructure.
Thanks to drastic direction, by the morning of October 14, the water in many residential areas had receded significantly, with only two villages: Tram and Ben Pha being slightly flooded. The villages were basically no longer deeply flooded in residential areas, traffic was temporarily restored, people began cleaning their houses, cleaning the environment, disinfecting and resuming production.

In Bo Ha commune (also downstream of the Thuong River), local authorities proactively opened sluice gates to drain water from the fields into the river. By the morning of October 14, only 3 villages remained partially flooded in the entire commune, with about 40 households slightly affected; main roads were cleared, schools and health stations were preparing to clean up and resume operations soon.
Thanks to the unified direction of the Provincial People's Committee and the focus of the localities, the situation of waterlogging and drainage in the low-lying areas along the Thuong River has been basically controlled. The authorities of the communes are continuing to monitor the weather forum, inspect the dyke system, weighing stations and vulnerable points; at the same time, mobilizing people to coordinate with the volunteer force to urgently protect the environment, disinfect water sources, and avoid the outbreak of epidemics after natural disasters.
