Cars manufactured in 2017 - 2021 will apply Euro 3 standards from March 2026, according to the Government 's roadmap for applying national automobile emission standards.
According to the roadmap signed and issued by Deputy Prime Minister Tran Hong Ha on November 28, cars manufactured before 1999 will apply Euro 1 standards, and cars manufactured between 1999 and 2016 will apply Euro 2 standards in March 2026.
Cars manufactured between 2017 and 2021 will apply level 3 emission standards, equivalent to Euro 3. Cars manufactured from 2022 will apply Euro 4 standards, from March 1, 2026, two months later than the original proposal.
In Hanoi and Ho Chi Minh City alone, car emission standards will be tightened, with Euro 4 applied to vehicles manufactured in 2017-2021 from 2027. One year later, vehicles manufactured from 2022 will apply Euro 5 standards.
From 2029, all cars participating in traffic in Hanoi and Ho Chi Minh City must meet emission regulations from level 2 or higher, with CO at 3.5% and HC at 800 ppm.

According to the National Emission Regulations, Level 3 emissions in gasoline vehicles stipulate a maximum limit of CO (carbon monoxide) concentration at 3%, and HC (hydrocarbon) at 600 parts per million (ppm). At Level 4, the above two indexes are sharply reduced to 0.5% and 300 ppm. This decision does not apply to vehicles registered abroad that are allowed to transit, temporarily import, and re-export for a limited period, or vehicles under the management of the Ministry of National Defense and Public Security.
Also according to the roadmap, the Government requested the Ministry of Agriculture and Environment to continue researching and developing regulations to raise national standards and regulations on automobile emissions, and submit to the Prime Minister for announcement of the next roadmap.
The Ministry of Science and Technology studies and reviews national technical regulations on fuel to amend and supplement them in accordance with the above roadmap.
Provinces and cities coordinate with the Ministry to manage, inspect and monitor fuel quality when circulating on the market. If necessary, localities can prescribe a roadmap to apply stricter emission levels in emission-restricted areas.
In addition to the roadmap for applying automobile emission standards, a similar roadmap for motorbike emissions is also being proposed. According to the draft, motorbikes in Hanoi and Ho Chi Minh City will have to undergo emission inspection from July 2027. Other major cities such as Hai Phong, Da Nang, Can Tho and Hue will implement the policy later, from July 2028. The Deputy Prime Minister requested ministries and branches to clarify the policy impact of the above roadmap on people and businesses, especially in Hanoi and Ho Chi Minh City, to ensure feasibility when implementing.
