In the first 3 months of this year, this number was only 117,000 visitors. According to the assessment of the General Department of Tourism, despite the good growth rate of over 28.5%, the number of visitors is still small compared to the first quarter of 2029 with 463,000 visitors. Thus, the recovery rate of Japanese visitors compared to before the epidemic is still very slow, only about 24%.
Meanwhile, China, Japan and South Korea have long been three key Northeast Asian markets, leading in the number of visitors to Vietnam.
During the 2015-2019 period, the number of Japanese visitors to Vietnam increased 1.4 times, from 671,000 (2015) to 952,000 (2019), with an average increase of 9.1% per year.

The number of Vietnamese going to Japan exceeded even before the Covid-19 pandemic.

After nearly three years of being affected by the Covid-19 pandemic, since the beginning of this year, Vietnamese people have flocked to travel to Japan, even though the country recently tightened visa issuance.
The Japan National Tourism Organization (JNTO) reported that the number of Vietnamese visitors to Japan in February 2023 reached 55,800, the second consecutive month exceeding 50,000. This is also the highest result ever in terms of monthly units, surpassing the 55,295 arrivals achieved in April 2019.
In the first two months of the year, the number of Vietnamese visitors to Japan far exceeded that before the Covid-19 pandemic with 107,300 arrivals, an increase of 43.5% over the same period in 2019 (74,752 arrivals). To date, flights between Vietnam and Japan have recovered 95% compared to before the pandemic.
Ms. Nguyen Thi Thanh Hoa, Head of Japan Tourism Department of Dream Travel, said that during the cherry blossom season (from February 14 to the end of April 2023), her company served about 500 Vietnamese tourists traveling to Japan. Up to now, the company has closed the April 30 - May 1 tour and switched to selling summer tours.
However, since the end of March, Ms. Hoa has found it more difficult to apply for group visas for tour guests. The visa approval process takes longer.
Ms. Hoa cited that if submitting the application in Ho Chi Minh City, when proving financial resources, the Japanese side requires the customer to have a savings book worth 100 million VND, with a term of at least 3 months before the time of application submission, so many people cannot meet the requirements.
Furthermore, in the past, group bookings used a special invitation letter, and the travel agency could submit documents multiple times until the group had 30 people. But now, Japan requires only one submission for the entire group of 30 people. If, unfortunately, one application is required to include personal information, photos, etc., all 30 applications will be delayed.
This affects the flight date (due to the deposit for the ticket), tour itinerary,... forcing the travel agency to prepare a very elaborate visa application, with no mistakes allowed.
According to Mr. Pham Van Bay, Deputy Director of Vietravel Hanoi branch, another reason is that Japan is in the process of re-examining the system of businesses designated to issue visas to see if they have the capacity to operate travel services after the Covid-19 pandemic, causing the visa application time to increase to about 10 days, instead of 6 days as before.
Traveling 4/30 - 5/1: Rushing to go abroad, 'hot' tours closed
