Opening of the 1st Congress of the Hung Yen Provincial Party Committee

Attending the Congress were veteran revolutionary cadres, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, and Labor Heroes. The Congress had 438 delegates representing more than 182,000 party members in the entire Hung Yen Provincial Party Committee.

Speaking at the opening of the Congress, comrade Nguyen Huu Nghia, member of the Party Central Committee, Secretary of the Hung Yen Provincial Party Committee, emphasized that implementing the policy of innovation, streamlining the organizational apparatus, and operating the 2-level local government model, the newly established Hung Yen province has created a development space with a very large scale and potential, a strategic turning point, a strong lever to create value resonance to create a new dynamic and unique dynamic region.

The 1st Provincial Party Congress has extremely important tasks, which are: Summarizing the implementation of the Resolution of the Provincial Party Congress for the 2020-2025 term and reviewing the leadership of the Provincial Party Executive Committee in implementing the Resolution of the Congress, thereby drawing lessons, determining goals, tasks, and solutions for the next 5 years as well as vision for the following years; discussing and contributing to the draft documents to be submitted to the 14th National Congress of the Party.

With the motto "Solidarity-Democracy-Discipline-Breakthrough-Development", the 1st Congress of Hung Yen Provincial Party Committee demonstrated the spirit of steadfast goals, decisive actions, flexible adaptation, innovation, breakthroughs, rapid and sustainable development in the new era.

At the Congress, comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the Politburo's Decision to appoint the Hung Yen Provincial Party Executive Committee for the 2025-2030 term, consisting of 70 comrades; appoint the Provincial Party Standing Committee, consisting of 22 comrades; appoint comrade Nguyen Huu Nghia to hold the position of Secretary of the Hung Yen Provincial Party Committee and 4 comrades to hold the position of Deputy Secretary of the Provincial Party Committee for the 2025-2030 term.

Speaking at the Congress, Comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission acknowledged and warmly congratulated and commended the impressive achievements that the Party Committee, government and people of all ethnic groups in Hung Yen province achieved in the past term.

The Party Committee, government and people of Hung Yen province have united, determined, made great efforts and achieved many important achievements. In the period of 2021-2025, the average growth rate of gross regional domestic product (GRDP) reached 9.17%/year, higher than the average economic growth rate of the whole country (6.3%/year), ranking 4th/34 provinces and cities; total local budget revenue ranked 8th/34; total social development investment capital ranked 7th/34; average labor productivity growth rate ranked 6th/34 provinces and cities...

In the new term, comrade Nguyen Duy Ngoc suggested that the Congress pay attention to a number of contents. That is, to arouse and maximize the potential and advantages for rapid and sustainable economic development based on science, technology and innovation.

Building Hung Yen into a center of high-tech industry, logistics and smart urban areas in the Red River Delta. Hung Yen not only attracts investment, but also needs to proactively create an innovative ecosystem, develop green industry, clean energy, high technology, associated with the construction of synchronous, modern and highly competitive economic zones and industrial parks.

Building and developing a comprehensive socio-cultural system, arousing the human strength and cultural traditions, civilization, patriotism and revolution of Hung Yen homeland. It is necessary to raise the level of socio-cultural development, building a modern Hung Yen people but rich in tradition. Culture must be considered the spiritual foundation of society, the driving force for sustainable development. It is necessary to focus on preserving and effectively exploiting cultural heritages, especially the complex of relics and cultural spaces "Pho Hien", Tran Temple, Keo Pagoda... to make cultural and historical tourism an important economic sector.

He noted that strengthening national defense and security, ensuring a stable environment for development. Proactively grasp the situation, forecast, prevent and effectively combat all types of crime, especially high-tech crime, drug crime, organized crime; ensure political security, social order and safety, economic security, cyber security, cultural and ideological security, creating a safe and stable environment for development. At the same time, maintaining political security, social order and safety; strengthening the capacity to prevent and combat high-tech crime; building a solid national defense posture associated with a solid people's security posture.

In addition, it is necessary to build a clean and strong Party and political system in all aspects. Personnel work must be comprehensively innovated, from selection, training, fostering to arrangement, use and evaluation, ensuring the selection of a team of cadres with qualities, capacity, prestige, and equal to the task. At the same time, it is necessary to promote administrative reform, build e-government, digital government, improve management effectiveness and efficiency, best serve people and businesses; carry out comprehensive digital transformation on all three pillars: digital government, digital economy and digital society.
