Opening of the Forum “Crypto Asset Policy Dialogue: From Risk Management to Market Creation”

On the afternoon of October 8, in Da Nang, the People's Committee of Da Nang city coordinated with the State Securities Commission and the Vietnam Blockchain and Digital Asset Association to organize the Forum "Dialogue on crypto asset policy: From risk management to market creation".

The event was held live and online, bringing together many domestic and international organizations such as Tether, Military Commercial Joint Stock Bank (MB) and Center for Research and Application of New Generation Technology.

Speaking at the opening of the forum, Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Da Nang City, said that Da Nang is currently implementing a plan to implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, striving for the digital economy to account for 35-40% of GRDP by 2030.

On June 27, 2025, the National Assembly passed Resolution 222 on the Vietnam International Financial Center, including Da Nang . This center is oriented to develop based on three pillars: green finance, trade finance and digital asset financial technology, aiming to turn Da Nang into a "laboratory" for new financial models.

In particular, Resolution 05/2025/NQ-CP dated September 9, 2025 of the Government on piloting the crypto asset market opens up opportunities for Vietnam and Da Nang to pioneer in the field of new technology, promote transparent capital flows, and contribute to the development of the Vietnam International Financial Center in the city.

“The Da Nang City government is committed to working with organizations, businesses, and investors to jointly create an effective, safe, and sustainably developing digital asset market,” emphasized Mr. Ho Quang Buu.

The forum focused on three key contents, including updating the domestic and international legal picture related to the crypto asset market; clarifying the role of blockchain and digital assets in economic growth, especially in Da Nang; and strengthening the connection between the Government - businesses - investors - experts - technology community to build a transparent, sustainable and responsible digital asset ecosystem.

According to Mr. Phan Duc Trung, Chairman of the Vietnam Blockchain and Digital Asset Association, Chairman of 1Matrix Company: Along with the expansion opportunities, the challenges of financial security of the crypto asset market are also becoming increasingly clear. In 2024, the FBI's Cybercrime Complaint Center (IC3) recorded global losses from digital asset fraud of more than $9.3 billion, an increase of nearly 70% compared to the previous year; Vietnam is ranked among the six global hotspots for fraudulent money flows. This is a reminder that a monitoring mechanism is an indispensable condition to ensure market confidence.

With the aspiration to become a smart city and a regional center for startups and innovation, Da Nang will research ideas and propose suitable pilot mechanisms (Sandbox), allowing digital asset solutions and Blockchain technology to have the opportunity to be safely tested in a trusted environment, making the city the safest, most transparent and effective operating environment for the digital asset market in Vietnam, contributing to the overall development of the national digital economy.
