Opening of the 14th Session of the People's Council of Le Chan District, term XIX, 2021 - 2026

(Haiphong.gov.vn) - On the morning of December 21, the People's Council of Le Chan district held the opening ceremony of the 14th session of the 19th term People's Council of the district, term 2021 - 2026, to implement the contents according to regulations and decide on other important issues under the authority of the People's Council of the district. Attending the session were comrade Tran Thu Huong, member of the City Party Committee, Secretary of the District Party Committee and leaders of the City People's Council Committees.

Speaking at the opening of the session, comrade Pham Van Tan, Standing Deputy Secretary of the District Party Committee, Chairman of the District People's Council emphasized that the 14th session has a large and very important workload, especially the vote of confidence for positions elected by the District People's Council . This is an important content to continue to improve the effectiveness and efficiency of the District People's Council's activities , so it needs to be implemented seriously, democratically, publicly, transparently, and unitedly in a constructive spirit. He requested that the District People's Council delegates need to be objective, impartial, and responsible when expressing confidence in the positions elected by the People's Council. This is an important premise to create high consensus, solidarity, and unity to build Le Chan district to develop more and more stably and sustainably.

The 14th session of the District People's Council will be held for 2 days (December 21-22). The District People's Council delegates will listen to reports and submissions on the results of the implementation of the Resolution of the District People's Council on socio -economic, national defense and security tasks of the district in 2023; goals, targets, tasks and solutions in 2024; State budget revenue estimates in the area, revenue, expenditure and allocation of the district budget in 2024; decision on the public investment plan in 2024; report on the results of handling voters' opinions and recommendations at the 12th session of the District People's Council; summarize voters' opinions and recommendations before the 14th session; plan to organize the regular session in 2024... and some other contents.

The meeting will also conduct a vote of confidence for positions elected by the District People's Council; dismiss and elect additional members of the District People's Committee; dismiss District People's Council delegates; question and answer questions...

Speaking at the meeting, comrade Tran Thu Huong , Secretary of the District Party Committee, suggested that the District People's Council should continue to innovate and improve the quality of its activities, focus on discussing and analyzing the results achieved, especially the shortcomings in implementing the goals and targets of the 2023 tasks, thereby proposing feasible solutions and accelerating the successful implementation of the tasks of 2024 and the entire term.

The District Party Secretary requested the District People's Council delegates to focus on discussing, giving frank opinions, evaluating the performance of the tasks of the comrades who were voted for a vote of confidence to ensure impartiality and objectivity ; lead and direct the completion of the application of information technology, digital transformation , and digitalization of the People's Council's activities; spend time performing the duties of a delegate, staying close to the grassroots, listening to the opinions of voters and the people; urge and supervise the settlement of voters' recommendations. He requested the District People's Committee to innovate the leadership and direction methods to build a creative government apparatus that operates effectively and efficiently , serving the people; strengthen discipline and public service discipline, improve the quality of the contingent of cadres, civil servants, and public employees; focus on public service ethics and professional ethics; direct the arrangement and merger of ward-level administrative units in the period of 2023. - 2025. According to the report of the District People's Committee, in 2023, the district's economic situation continues to be stable and developing. Economic indicators have increased compared to the same period last year. The city's annual theme and the district's annual theme have been focused on and implemented, achieving some positive results. Budget collection has been focused on since the first months of the year, having a positive impact on the collection results of important taxes such as: non-state revenue (exceeding 15%), non-agricultural land use tax (exceeding 19%), fees and charges (exceeding 29%); proactively implementing budget revenue and expenditure autonomy. Land and urban management has been focused on and gradually put into order; the Digital Transformation task has had many changes, the progress of implementing tasks, targets and pilot models implementing Project 06/CP has basically followed the plan, meeting the requirements. Site clearance work has been resolutely directed with the participation of the entire district political system.

Regarding the activities of the District People's Council, in 2023, the District People's Council organized digital meeting rooms - paperless meeting rooms for 6/6 sessions in the year. The District People's Council issued 30 resolutions. The resolutions on investment policies for a number of projects and resolutions on public investment passed at the sessions are all important and urgent resolutions that have a great impact on socio-economic development to meet the expectations of the District People.
