Attending the session were 99/112 delegates of the Provincial People's Council. Opening session scene

At this session, the Provincial People's Council will review, evaluate and give opinions on the reports of the Provincial People's Committee on the implementation of socio -economic development tasks, ensuring national defense and security in the first 6 months of the year and the main tasks and solutions in the last 6 months of 2025; especially, focusing on the tasks of budget revenue and expenditure, public investment, administrative reform, digital transformation and social security care, etc. Reports on the implementation of tasks of the judicial sectors in the province; Notice on the participation in government building in the first 6 months of 2025; some recommendations of voters and people reflecting on the regular session of the Provincial People's Council for the 2021-2026 term of the Provincial Fatherland Front Committee and reports on the implementation of tasks of the Standing Committee of the Provincial People's Council according to regulations.

Discuss and consider the submissions and draft resolutions submitted by the Legal Committee of the Provincial People's Council and the Standing Committee of the Provincial People's Council on regulations on a number of contents and expenditure levels to ensure the operations of People's Councils at all levels in the province after the rearrangement. The Provincial People's Committee submitted the contents on Regulations on decentralization of revenue sources and expenditure tasks between local budget levels; allocation of budget estimates for 2025; regulations on fees and charges; support policies for provincial-level cadres, civil servants, public employees and workers under the management of Gia Lai province to work at the Administrative Centers of provincial and commune-level administrative units after the rearrangement; adjustment and supplementation of the public investment plan for 2025 and the medium-term period of 2021-2025; adjustment of funding for implementing national target programs and a number of other important contents.

The Provincial People's Council will also listen to and give opinions on reports from the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial People's Council Committees, and the provincial judicial agencies.

Speaking at the opening of the session, Comrade Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said that the mid-year 2025 regular session of the Provincial People's Council is the first regular session since the merger and organization of the local government apparatus according to the 2-level model officially came into operation.

Faced with difficulties and challenges in implementing the province's socio-economic development tasks, the Provincial People's Council needs to better promote the role of local state power agencies, innovate its methods of operation, continue to closely follow the Party's guidelines and policies, the State's policies and laws, and Resolutions of the Party Committee to properly and accurately discuss and consider important and urgent policies, analyze and clarify the causes of limitations, difficulties and obstacles in order to propose positive solutions to maximize potential, maintain economic stability, promote production and business development, and strive to successfully implement the socio-economic development tasks in 2025.

Chairman of the Provincial People's Council Rah Lan Chung requested the Provincial People's Council delegates to promote their intelligence, uphold their sense of responsibility, focus on research, discuss thoroughly, and provide quality opinions, ensuring that the resolutions of the Provincial People's Council passed at this session are effectively implemented, avoiding the situation of being amended and supplemented right after being issued, especially the contents on regimes and policies. At the same time, he requested the leaders of the Provincial People's Committee, Directors of departments and branches assigned by the Provincial People's Committee to preside over the drafting, and Heads of Provincial People's Council Committees assigned to review the contents submitted to the session to explain and clarify issues that the Provincial People's Council delegates are interested in, so that the Provincial People's Council delegates have a basis for consideration and decision.

Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh reported on the socio-economic situation in the first 6 months of 2025 and key tasks for the last 6 months of 2025.

Reporting on the socio-economic situation in the first 6 months of 2025, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh said that the socio-economic situation of the province continued to maintain stability and development; most of the main socio-economic development indicators were achieved and exceeded compared to the same period. The gross local product (GRDP) of Gia Lai province (new) increased by 7.5% (of which Binh Dinh increased by 7.92% and Gia Lai increased by 6.9%). The main economic sectors maintained a fairly good growth momentum, of which agriculture, forestry and fishery increased by 4.4%, industry - construction increased by 10.5%, services increased by 7.6% and product tax increased by 3.1%. Cultural and social fields took place vigorously; national defense and security were strengthened, social order was maintained; the political system continued to be streamlined; Administrative reform, digital transformation, and application of technology in state management are focused on; social security is ensured, and people's lives in the province are basically stable and have improved in some aspects.

Based on the results achieved in the first 6 months of the year, the world and domestic situation, the new mechanisms and policies of the Central Government, the direction of the Prime Minister on striving for GDP growth in 2025, the Provincial People's Committee has directed the development of an economic growth scenario for the last 6 months of the year and the whole year of 2025, determined that in 2025, the province's gross local product (GRDP) will not be lower than the planned target assigned by the Central Government. For the commune level, the Provincial People's Committee has directed the completion of the assignment of key socio-economic targets and key tasks to 58 communes and wards in Binh Dinh area; continues to direct the completion of the assignment of key socio-economic targets and key tasks to 77 communes and wards in Gia Lai area.

Speaking at the meeting, Secretary of the Provincial Party Committee Ho Quoc Dung emphasized that this is a very important meeting in the process of building and perfecting institutions, policies, regulations, etc. to ensure the operation of the two-level government of Gia Lai province, contributing to the province's rapid and sustainable development, achieving the set goals.

Regarding the key tasks in the last 6 months of 2025, Secretary of the Provincial Party Committee Ho Quoc Dung suggested that the Provincial People's Council and People's Committee need to focus on quickly, drastically and effectively implementing the following tasks: Accelerating the implementation of solutions to implement Conclusion 123-KL/TW of the Central Government, ensuring the target of GRDP growth is not lower than the national average; promptly completing the Gia Lai Provincial Planning for the period 2025 - 2030, with a vision to 2050; urgently assigning specific socio-economic development targets, tasks and resources to 77 communes and wards in Gia Lai (old) and to departments, branches and sectors of the province on the principle of ensuring 6 clear principles: "clear people, clear work, clear time, clear products, clear responsibilities, clear authority".

Urgently coordinate to review all resolutions, mechanisms and policies previously issued by the People's Councils of Gia Lai and Binh Dinh provinces to assess their legality, effectiveness and feasibility in the context of the new organizational structure and administrative space; promptly cancel, amend, supplement or issue new replacement resolutions, ensuring consistency and synchronization, avoiding overlapping, one province with two policies or legal gaps, causing disruptions and inadequacies in task implementation, especially in socio-economic development, budget management, public investment and social security.

Strengthen decentralization and strong delegation of power to commune and ward levels along with reasonable allocation of resources. Propose that the Provincial People's Committee urgently review and develop a plan to handle public assets and facilities after rearrangement, prioritizing the conversion of functions to serve essential areas (health, education, community services, etc.). At the same time, direct the inspection and urge the establishment of commune-level project management boards in qualified localities, gradually giving proactive authority in investment, management, site clearance, and land fund development to create resources for local development.

Focus on accelerating the progress of key infrastructure projects associated with promoting disbursement of public investment capital, ensuring 100% disbursement of capital plan.

Pay special attention to strengthening infrastructure for communes and wards, with priority given to communes in remote, border, island and particularly disadvantaged areas.

Continue to care for people's lives; improve the quality of education, healthcare, and social security; completely complete the program of eliminating temporary and dilapidated houses, supporting housing for people with meritorious services; effectively implement poverty reduction programs, build new rural areas, support ethnic minorities to develop their livelihoods, and stabilize their lives.

Continue to consolidate and improve the organization of the two-level government apparatus, especially promptly supplementing cadres and civil servants in positions that are lacking; organize training and fostering professional and technical skills... to build strong and smoothly operating governments at all levels; promote administrative reform, digital transformation, build a synchronous management data system between levels, sectors and localities, create a modern governance foundation, drastically and fundamentally transform from a management administration to a creative, serving, and well-responsive one.

Secretary of the Provincial Party Committee Ho Quoc Dung also suggested that the Provincial People's Council should further promote its role in supervising and criticizing policies; strengthen thematic supervision of issues of concern to voters, especially supervising the implementation of public investment projects, disbursement progress, and the efficiency of resource allocation and use; focus on supervising the management of land, natural resources, and the environment; regularly supervise the consolidation of infrastructure and operations of the administrative apparatus of communes and wards, ensuring effective and efficient operations in the two-level government model./.
