Accordingly, the Provincial People's Committee assigned the Department of Finance to urgently coordinate with relevant agencies to advise the Provincial People's Committee to establish a steering committee to resolve difficult and stuck projects in the province; review and make a complete list of difficult, stuck, and backlogged projects (including projects arising after the merger of the province); develop a specific program and work plan for the steering committee; thoroughly grasp the spirit of "6 clear" (clear people - clear work - clear responsibility - clear product - clear time - clear authority), avoid overlap, ensure proactiveness - efficiency - transparency; periodically advise on weekly reporting of implementation results to the Standing Committee of the Provincial Party Committee. In the process of reviewing, classifying and handling projects with difficulties and obstacles, it is necessary to identify and classify specifically, accurately, and fully the following issues: Obstacles under the authority of the Central Government; Issues under the jurisdiction of the locality (including issues that can be handled and resolved immediately and issues that need a roadmap for handling and resolving). Note that the following group of projects must be completed in 2025: Projects within the scope of Resolution No. 170 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles with projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang, and Khanh Hoa province (before the merger) and Decree No. 76 of the Government detailing Resolution No. 170 of the National Assembly; a group of projects of a similar nature in Ninh Thuan province (before the merger) that have been delayed and need to be handled and resolved immediately.
The Provincial People's Committee requires heads of relevant departments, branches, sectors and units to be directly responsible to the Provincial Party Secretary and the Provincial People's Committee Chairman for the results of the implementation of assigned tasks; to prevent the situation of lack of close coordination, inadequate monitoring and supervision; unclear division of responsibilities between units, avoidance, shirking or lack of initiative in handling work; to ensure specific products and results on time; to prevent work from being backlogged or prolonged.
