Urgently implement measures to prevent foot and mouth disease

Standing Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong has just signed an urgent document on urgently directing and implementing drastic and synchronous measures to prevent foot-and-mouth disease (FMD).

According to the report of the Department of Agriculture and Rural Development, from the end of June 2024 to now, FMD has occurred in Huong Phung and Huc communes, Huong Hoa district. As of 4:00 p.m. on August 9, 31 cows were infected, including: 14 in Huong Phung commune, 17 in Huc commune, and 1 dead. The above-mentioned infected cattle developed the disease 1-3 days after entering the area.

In particular, in Huong Phung commune, the epidemic occurred from the end of June 2024, but the locality was slow to report and handle the outbreak in accordance with regulations. Up to now, the number of sick cows has recovered from clinical symptoms. In Huc commune, the cows were imported into the area on July 29, and on July 31, they developed the disease. On August 1, the Department of Animal Husbandry and Veterinary Medicine inspected and took samples of sick cows from Mrs. Ho Thi Ta Pung's household in Ta Cu village for testing.

On August 5, the Veterinary Department of Region 3 received a response from the test results confirming that the sample was positive for FMD type O virus. Currently, infected cattle continue to be detected in villages that import cattle in the commune, so the risk of the disease continuing to arise and spread widely in the coming time is very high.

With the rapid spread of FMD and the local cattle herd not yet vaccinated against FMD, currently in Huong Hoa district and other localities, many communes are providing livestock breeds from programs and projects to support people in developing household economies .

To quickly contain, control and eradicate FMD in Huong Hoa district and deploy disease prevention work in other localities, the Provincial People's Committee requested the Department of Agriculture and Rural Development to focus on directing, guiding and urging the People's Committee of Huong Hoa district and other localities to seriously implement disease prevention and control measures for livestock, especially FMD.

Urgently increase staff to support Huong Hoa district in implementing disease prevention measures and methods of treating cattle infected with FMD so that people know and implement them. In particular, we must focus on supporting and thoroughly handling FMD outbreaks in Huc and Huong Phung communes, not allowing them to spread widely.

Guide and closely monitor localities in implementing the quarantine process for imported livestock breeds according to the regulations of the Ministry of Agriculture and Rural Development, not allowing diseases to arise and spread due to subjective human factors. Provide timely supplies, chemicals, and vaccines so that localities can implement vaccination on schedule and organize the handling of outbreaks as soon as they arise. Coordinate with information and propaganda agencies and organizations to propagate proactive measures to prevent epidemics and methods of treating sick livestock so that people know and implement them.

The People's Committees of districts, towns and cities direct specialized agencies and People's Committees of communes, wards and towns to resolutely and synchronously implement proactive measures to prevent and control epidemics according to regulations, not allowing epidemics to arise and spread widely. Proactively arrange funds for epidemic prevention and control; funds for purchasing vaccines to urgently implement the vaccination plan for the 2024 autumn crop in the locality and support the payment of vaccination costs in the locality.

The People's Committee of Huong Hoa district focused on directing specialized agencies, the People's Committees of Huc and Huong Phung communes to mobilize all resources to quickly extinguish the epidemic; thoroughly isolate infected livestock, disinfect the epidemic area to prevent the spread of the disease; and at the same time organize FMD vaccination around the epidemic area according to the instructions of the veterinary agency.

Strictly manage outbreaks; keep sick livestock in barns. Organize sanitation, disinfection of livestock areas, barns, and treat sick livestock according to veterinary agency instructions. Temporarily stop importing and raising new livestock susceptible to FMD such as buffalo, cows, goats, and pigs until receiving advice from a professional agency.
