Hue is a land of heritage and cultural depth, renowned not only for its poetic beauty but also for its resilient revolutionary traditions, unwavering loyalty, and spirit of service to the nation. In this journey, the cadre of Party members and officials is the pioneering force, bearing the mission of leading, building, and protecting these enduring values.

Studying and following President Ho Chi Minh's teachings has become a guiding light, helping each Party member and cadre to self-reflect and correct their own shortcomings; thereby enhancing revolutionary ethics and spreading a style of being close to the people, respecting the people, and serving the people. After 10 years of implementing Directive 05-CT/TW of the Politburo , the Hue City Party Committee has made studying and following Ho Chi Minh's thought, ethics, and style a standard of action, deeply ingrained in every action and every decision. Studying and following President Ho Chi Minh's teachings is linked to political tasks and emulation movements at the grassroots level, creating clear changes in both awareness and action. Deputy Secretary of the Hue City Party Committee Pham Duc Tien affirmed: "Studying and following President Ho Chi Minh's teachings not only creates changes in awareness but also forms a sense of self-discipline, contributing to improving the effectiveness and efficiency of leadership at all levels of Party committees."

The City Party Committee directed the strict implementation of administrative discipline and order; requiring Party members and officials to diligently serve the people, absolutely avoiding causing inconvenience or corruption. In the last 5 years, the number of negative reports regarding administrative procedures has decreased by 42% compared to the 2015-2020 period. Party committees and authorities at all levels have strengthened their presence at the grassroots level, resolving issues with clear responsibilities, clear tasks, and clear results; managing public finances and assets transparently, saving billions of dong in budget each year. The application of information technology has helped reduce processing time by 30-40%.

According to the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department, Hoang Khanh Hung, studying and following Uncle Ho's example is not just a slogan, but also "a measure of the political acumen, revolutionary ethics, and spirit of service to the people of each Party member and official." This is not an easy task, but it will become a reality if each person truly has the determination, the desire to contribute, dares to innovate and create, and always keeps in mind: Every action they take is for the Party, for the country, and for the people.

Entering the 2025-2030 period, with a two-tiered local government model, the contingent of officials and civil servants must meet higher requirements in all aspects. This model helps streamline the apparatus and reduce intermediate levels, but it demands that officials have both broad knowledge of multiple fields and proactively coordinate and connect between different levels and sectors.

According to Mr. Hoang Khanh Hung, the crucial requirements for Party members and officials are absolute loyalty to the Party, the Fatherland, and the People; exemplary conduct; integrity; dedication; closeness to the people; respect for the people; understanding of the people; and service to the people. Actions must match words, and they must dare to take responsibility for the common good; they must be knowledgeable in law, skilled in public administration, possess interdisciplinary knowledge, and have the ability to forecast and guide development; they must be proficient in information technology and data analysis to make quick and accurate decisions; they must have innovative thinking and soft skills, be flexible in management, communicate effectively, persuade and mobilize the people, and dare to innovate and be creative.

Mr. Hoang Khanh Hung emphasized: "To effectively fulfill the above requirements, the ethical standards of public service must be standardized and linked to evaluation, appointment, and reward. Officials need to consider studying and following President Ho Chi Minh's teachings as a guiding principle, demonstrating this through a close and attentive leadership style, as well as a spirit of frugality and combating bureaucracy, corruption, and waste."

In Thuan Hoa ward, the Party committee determined that each Party member and official should engrave in their hearts President Ho Chi Minh's teaching: "To guide the people, one must set an example for them to follow"; thereby spreading a style of being close to the people, listening to the people, and serving the people. At the same time, they should promptly identify, honor, and replicate good models, innovative approaches, and exemplary individuals and good deeds; promote the role of communication in building a positive ecosystem on the internet, combat false narratives, and multiply "inspirational figures" in the community, especially among young people.

Entering a new phase, Standing Deputy Secretary of the City Party Committee Pham Duc Tien requested that Party members and officials truly be role models in ethics, lifestyle, and sense of responsibility; all actions and decisions must prioritize the interests of the people and the city. In the operation of the two-tiered local government, the exemplary conduct and competence of officials are the decisive factors in the effectiveness of management and administration.
