After more than 1 year of implementing Resolution No. 30-NQ/TW of the Politburo on socio-economic development, ensuring national defense and security in the Red River Delta until 2030, with a vision to 2045; Resolution No. 14/NQ-CP of the Government on the action program to implement Resolution No. 30, Quang Ninh province has achieved positive results, contributing to affirming the driving role of the Red River Delta.

Based on inheriting the development philosophy from "brown" to "green" and the province's strategic plans for the period 2012-2020, along with proactively updating the orientations of the Red River Delta Regional Planning and class planning, up to now Quang Ninh is the first province in the Red River Delta The Prime Minister approved the Provincial Planning for the period 2021-2030, with a vision to 2050, and is the first locality in the country to approve the Provincial Planning Implementation Plan with the participation of leading international consultants such as McKinsey and Nikken Sekkei.
To unify in perception and action, Quang Ninh has worked with other provinces and cities in the region to implement cooperation and linkages, such as: Quang Ninh - Hai Phong - Hai Duong Development Cooperation Conference; Quang Ninh - Bac Giang - Hai Duong... At the same time, with neighboring provinces and cities, we discussed plans to connect and share common resources; together create synchronous, modern, interconnected, comprehensive traffic corridors, promote linkages, especially between highland and mountainous areas with dynamic regions, urban centers associated with economic development corridors, ensuring the potentials, strengths, comparative advantages, and competitive advantages of each locality.
Typically, Quang Ninh is determined to invest in provincial road 342 connecting Ha Long city with Ba Che district and connecting to Lang Son province. creating inter-regional and regional connections from lowland, dynamic, and developing areas to highland areas of Ha Long City, Ba Che District, and Lang Son Province. Quang Ninh Province has also coordinated with Hai Phong City to build a dossier to expand Ha Long Bay to Cat Ba Archipelago. This is the first time that two world natural heritages have been recognized as World Heritage Sites in two provinces and cities of Vietnam; as well as coordinating with Bac Giang and Hai Duong provinces to build a dossier to request UNESCO to recognize the Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac as a world heritage.
In addition, Quang Ninh is also proactive in inter-regional cooperation such as building a cargo transport route between Van Don airport and Can Tho airport, or a sea route between Can Tho port (Can Tho) and Van Ninh port (Quang Ninh) to facilitate the transportation of agricultural and aquatic products from the South to the North and export to the Chinese market quickly. "Quang Ninh is the leading locality in the region with a GRDP growth rate of 11.03%, followed by Hai Phong City, Nam Dinh, and Hung Yen. The average GRDP per capita of Quang Ninh reached 231.4 million VND, 1.4 times higher than in 2020, the highest in the Red River Delta, ranking 2nd in the country after Ba Ria - Vung Tau province (331.3 million VND/person). Quang Ninh is also the leading locality in the country in terms of the best infrastructure quality; the locality with the highest number of doctors/10,000 people in the region, with 14.7 doctors; the number of hospital beds/10,000 people ranks 2nd in the whole region. At the same time, it is one of the 2 localities with the highest labor quality in the region, with the proportion of workers with degrees/certificates of 50.27% and 42.07% respectively. Thereby contributing to improving the quality of the region's labor force, increasing from 21.3% (in 2011) to nearly 37% (2021), significantly higher than the national average of 26.1%.
