On the morning of August 29th, Vietnam Electricity Group (EVN) held a ceremony to inaugurate the 500 kV circuit 3 transmission line projects from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ).

The inauguration ceremony was held in a hybrid format, combining in-person and online participation, with the main venue located at the Pho Noi 500kV substation (Hung Yen province) and connecting online to eight other locations in the provinces of Quang Binh, Ha Tinh , Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, and Hai Duong, which are the provinces through which the project passes.

A miracle of the electricity industry.
The 500kV Quang Trach - Pho Noi circuit 3 transmission line project is a large-scale project with a total length of 519km, 2 circuits with 1,177 tower locations, and a total investment of over 22,300 billion VND (nearly 1 billion USD). The project involved excavating over 2.5 million m³ of earth and rock, using over 705,000 m³ of concrete, nearly 70,000 tons of foundation reinforcement steel; the total volume of steel tower erection was 139,000 tons; and the total length of conductors of various types was nearly 14,000 km. This is a key, urgent project of great importance to enhance the power transmission capacity through the 500 kV system from Central to Northern Vietnam, increasing the current capacity from 2,500 MW to 5,000 MW, improving the operational stability of the power system, increasing electricity supply to the North in 2025 and beyond, reducing the risk of overloading and congestion on existing 500 kV lines and substations, and contributing to ensuring national energy security.

The project mobilized a large workforce of 15,000 engineers and workers, working continuously without days off, with the spirit of "overcoming the sun, conquering the rain, not giving up in the face of storms," "only focusing on work, never retreating," "eating quickly, sleeping urgently," working 24/7, "3 shifts, 4 teams," "working through holidays, Tet (Lunar New Year), and days off." After more than 6 months of construction, overcoming many difficulties and challenges, the project was completed "on schedule" as directed by the Prime Minister.

The inauguration ceremony of the 500kV circuit 3 Quang Trach - Pho Noi transmission line project is the culmination of the tireless and intense efforts of the entire political system as Vietnam built its first 500kV transmission line in a remarkably short time.
Harnessing the strength of the entire political system.
Since the start of investment and construction, the 500 kV Quang Trach - Pho Noi circuit 3 transmission line project has received strong and consistent attention and guidance from the entire political system, especially the direction and management of the Government and the Prime Minister personally. With new thinking, methods, and approaches compared to previous methods, the project implementation time has been significantly shortened, meeting the completion schedule as directed by the Prime Minister. This is unprecedented for previous 500 kV transmission line construction projects.
According to assessments, projects of similar scale and volume typically take 3 to 4 years to complete. Previously, the 437 km long 500 kV circuit 3 Pleiku - My Phuoc - Cau Bong transmission line project took nearly 3 years to construct, and the 740 km long 500 kV circuit 3 Vung Ang - Quang Trach - Doc Soi - Pleiku 2 transmission line project also required nearly 4 years of construction. However, the 500 kV circuit 3 Quang Trach - Pho Noi transmission line project was completed in just over 6 months. In terms of scale, while the 500 kV North-South circuit 1 required 60,000 tons of steel pylons, this project required 139,000 tons of steel, more than double the amount used for circuit 1.
Following the Prime Minister's directives and the decisive and consistent involvement of the Provincial Party Committees and People's Committees in implementing the "4-on-site" principle, EVN/EVNNPT has coordinated with local authorities to mobilize manpower, machinery, equipment, and materials in the localities where the projects pass through, thus accelerating the progress of foundation excavation and casting.
For the pole erection and wire pulling work, agencies and units actively participated, supporting EVN, EVNNPT, and contractors in all aspects: in terms of manpower, units of the electricity sector mobilized more than 3,300 people to directly construct poles and pull wires; Viettel, VNPT, and PVN corporations provided nearly 250 people; the police force, local military forces such as Military Region 3, Military Region 4, and the militia mobilized up to more than 1,500 people to participate, contributing thousands of man-days to the project; in terms of transportation, Vietnam Railways Corporation promptly transported nearly 1,000 containers of imported materials and equipment to Vietnam to hand over to the construction units.
In addition, the Youth Unions of the provinces mobilized hundreds of teams with more than 6,000 members to assist in cleaning up houses and structures along the project corridor and managing traffic flow. The Fatherland Front, the Labor Union, and the Women's Union of the province also regularly visited, encouraged, and actively participated in logistical support, ensuring food and supplies for engineers and workers involved in the project. Furthermore, the local authorities and police forces ensured security and order at the construction site, arranged accommodation and meals for the workers, thereby making a significant contribution to accelerating the project's progress.

In Thanh Hoa province, the 500kV circuit 3 power line has a total length of 131km, passing through 11 districts and towns. In addition to affected forest and agricultural land, 268 households in Thanh Hoa province are affected by land and housing issues, including over 80 households requiring resettlement. With the spirit of "All for the 500kV circuit 3 power line," Thanh Hoa province has successfully implemented land clearance, handing over the land ahead of schedule; simultaneously mobilizing forces to relocate houses and structures, clearing the power line corridor; supporting units on the construction site in pulling the power lines, regulating traffic in intersecting areas, restoring roads for construction purposes, and motivating the construction forces on the site.
The completion of this key national project, coinciding with the 79th anniversary of the August Revolution and National Day on September 2nd, adds to its significance and solemnity.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that the completion of the 500kV circuit 3 brings Vietnam's power system to four 500kV North-South transmission lines, which is of great importance in contributing to ensuring energy security, serving socio-economic development and national defense and security. The efforts to overcome many difficulties and challenges, completing the project on schedule, is a source of pride and honor, and a practical way to celebrate the 79th anniversary of the August Revolution and National Day on September 2nd, and the 70th anniversary of the Vietnamese Electricity Industry (December 21, 1954 - December 21, 2024).

Prime Minister Pham Minh Chinh commended the ministries, departments, localities, political and social organizations, EVN, EVNNPT, consulting units, equipment suppliers, and construction units for their work with the spirit of "overcoming the sun, conquering the rain, not giving up in the storms," "only discussing work, not retreating," "working day and night," "eating quickly, sleeping urgently," working continuously 24/7, "3 shifts, 4 teams," "working through holidays, Tet, and days off." The Prime Minister also praised the support of the people who gave up their homes and relocated their property to make way for the project. Thanks to these efforts, the project has been completed and put into operation, meeting the requirements set by the Government.
Through the process of organizing and implementing the 500kV circuit 3 power line project from Quang Trach to Pho Noi, Prime Minister Pham Minh Chinh pointed out the lessons learned. These included: leadership and direction must be focused, decisive, and scientific, coupled with strengthened inspection, supervision, encouragement, and sincere and timely support. Assignments must be clear, specifying responsibilities, timelines, and measurable outcomes to facilitate inspection, supervision, and evaluation. The combined strength of the entire political system, from Party committees and local governments at all levels, relevant ministries and agencies, to the Fatherland Front and socio-political organizations, must be mobilized with the spirit of "unity from top to bottom, seamless coordination," and "support from all sides."
In addition, it is important to do a good job of disseminating information and mobilizing the people, creating consensus and unity so that people voluntarily hand over their residential and production land, and cooperate with the government and construction units in the construction of projects.
The investors and construction units are implementing the project with high determination and great effort, acting decisively and focusing on key areas, completing each task thoroughly, actively coordinating closely with local authorities, considering mobilizing capable local forces to participate, and the main contractors creating conditions and cooperating to help local businesses and contractors grow stronger and gain more experience with the spirit of "working together, sharing the benefits, winning together, and developing together".
Strengthening coordination among forces, levels, and sectors, and ensuring close cooperation between agencies and units will guarantee scientific and effective work. Launching vibrant emulation movements, promptly motivating and rewarding achievements, and creating an atmosphere of enthusiastic work and competition to achieve results, all for the benefit of the nation and the country's development.

In the coming period, Prime Minister Pham Minh Chinh requested the Vietnam Electricity Group and the National Power Transmission Corporation to continue coordinating with relevant agencies to strive to complete the remaining tasks, such as: environmental restoration and sanitation; acceptance and final settlement in accordance with the law; comprehensive review and evaluation of the project implementation, drawing lessons learned; and organizing the management and operation of the project to ensure safety and efficiency.
Prime Minister Pham Minh Chinh instructed the authorities of the nine provinces through which the project passes to coordinate with the investor to continue paying attention to and caring for the stability and continuous improvement of the lives of people affected in the project area, in accordance with the principle that the new housing must be at least equal to, and fundamentally better than, the old housing. The immediate priority is to ensure long-term, sustainable livelihoods for the people, and to facilitate suitable job transitions; resolutely ensuring that people do not lack housing, food, clothing, or land for production; gradually meeting their material, spiritual, security, and cultural needs; and focusing on education and training for the younger generation, in order to facilitate integration and prosperity.
