Inauguration of the 500 kV line 3 project in Quang Trach

On the morning of August 29, Vietnam Electricity Group (EVN) held the inauguration ceremony of the 500 kV circuit 3 transmission line project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen).

The inauguration ceremony was held in a combination of live and online formats with the main bridge taking place at the 500kV Pho Noi transformer station (Hung Yen) and connecting online to 8 bridges in the provinces of Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh and Hai Duong, which are the localities where the project passes through.

Miracle of the electricity industry

The 500kV line project, circuit 3, Quang Trach - Pho Noi is a large-scale project, with a total length of 519km, 2 circuits with 1,177 pole positions, and a total investment of more than 22,300 billion VND (nearly 1 billion USD). The project has a volume of earth and rock excavation of more than 2.5 million ^m3 , using more than 705,000 ^m3 of concrete, nearly 70,000 tons of foundation steel; the total volume of steel pole installation is 139,000 tons; pulling a total of nearly 14,000 km of various types of conductors. This is a key, urgent project of great importance to increase the power transmission capacity through the 500 kV system from the Central to the North with a capacity of 2,500 MW at present to 5,000 MW, improve the stability of the power system operation, increase power supply to the North in 2025 and the following years, reduce the risk of overloading and overloading of existing 500 kV lines and stations, and contribute to ensuring national energy security.

The project mobilized a large force of engineers and workers, up to 15,000 people, working continuously, without days off, with the spirit of "overcoming the sun, overcoming the rain, not losing to the storm", "only working at the desk, not retreating", "eating quickly, sleeping urgently", working continuously 24/7, "3 shifts, 4 shifts", "working through holidays, Tet, and holidays". After more than 6 months of construction, overcoming many difficulties and challenges, the project was completed "on time" according to the direction of the Prime Minister.

The inauguration ceremony of the 500kV line project, circuit 3, Quang Trach - Pho Noi is the result of the tireless and pressured efforts of the entire political system when for the first time Vietnam built a 500kV line in a "lightning-fast" time.

Promoting the strength of the entire political system

Since the start of investment and construction, the 500 kV line project, circuit 3, Quang Trach - Pho Noi has received strong and regular attention and direction from the entire political system, especially the direction and management of the Government and the Prime Minister himself. With new thinking, methods and approaches compared to the previous way of doing things, the project implementation time has been significantly shortened, meeting the requirements of project completion progress as directed by the Prime Minister. This is unprecedented with previous 500 kV line construction projects.

According to the assessment, projects of similar scale and volume must be implemented from 3 to 4 years. Previously, the 500 kV line project, circuit 3, Pleiku - My Phuoc - Cau Bong, 437 km long, had to be constructed in nearly 3 years, the 500 kV line project, circuit 3, Vung Ang - Quang Trach - Doc Soi - Pleiku 2, 740 km long, also needed nearly 4 years of construction. However, the 500 kV line project, circuit 3, Quang Trach - Pho Noi, was completed after more than 6 months of construction. If considering the scale of the project, the 500 kV North - South line, circuit 1, needed to erect 60,000 tons of steel poles, while this project had to erect up to 139,000 tons of steel, which is more than 2 times more than circuit 1.

Implementing the Prime Minister's direction, the drastic and regular participation of the Provincial Party Committee and Provincial People's Committee in implementing the "4 on-site" motto, EVN/EVNNPT has coordinated with local authorities to mobilize human resources, machinery, vehicles, and materials in the localities where the project passes through, thereby speeding up the progress of digging and casting the foundation.

Regarding the work of erecting poles and pulling wires, agencies and units have actively participated, supporting EVN, EVNNPT and contractors in all aspects: in terms of human resources, units of the electricity industry have mobilized more than 3,300 people to directly erect poles and pull wires; Viettel, VNPT, and PVN Corporations supported nearly 250 people; local police and military forces such as Military Region 3, Military Region 4, and militia and self-defense forces mobilized up to more than 1,500 people to participate, contributing thousands of working days to the project; in terms of transportation, Vietnam Railways Corporation promptly transported nearly 1,000 containers of imported materials and equipment to Vietnam to hand over to construction units.

In addition, the Youth Union of the provinces mobilized hundreds of teams with more than 6,000 members to participate in supporting the cleaning of houses and structures under the route corridor, and traffic diversion. The Fatherland Front, Labor Federation, and Provincial Women's Union also regularly visited, encouraged, and actively participated in logistics work, ensuring food and provisions for engineers and workers participating in the project. Along with that, authorities at all levels and local police forces ensured security and order at the construction site, arranged food and accommodation for workers participating in the construction, thereby contributing significantly to speeding up the project's progress.

In Thanh Hoa, the 500kV line 3 has a total length of 131km, passing through 11 districts and towns in the province. In addition to the affected forest land and agricultural land, Thanh Hoa province has 268 households affected by residential land and houses, of which more than 80 households are subject to resettlement. With the spirit of "All for the 500kV line 3", Thanh Hoa province has well implemented the site clearance work, handing over earlier than planned; at the same time, mobilizing forces to participate in relocating houses, architectural objects, clearing the line corridor; supporting units on the construction site in wire pulling, traffic regulation in intersection areas, restoring roads serving construction and motivating construction forces on the construction site.

The completion of this key national project on the occasion of the 79th anniversary of the August Revolution and National Day, September 2, further increases its significance and solemnity.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that the completion of the 500kV line 3 circuit helps Vietnam's power system have 4 500kV lines from North to South, which is important in contributing to ensuring energy security, serving the country's socio-economic development and national security and defense. The efforts to overcome many difficulties and challenges, completing the project on schedule is an honor, pride, and a practical action to celebrate the 79th anniversary of the August Revolution and National Day September 2, and to celebrate the 70th anniversary of the tradition of the Vietnam Electricity industry (December 21, 1954 - December 21, 2024).

Prime Minister Pham Minh Chinh praised ministries, branches, localities, political and social organizations, EVN, EVNNPT, consulting units, equipment and material suppliers, and construction units for working with the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storm", "only working, not backing down", "not enough work during the day, working at night", "eating quickly, sleeping urgently", working continuously 24/7, "3 shifts, 4 shifts", "working through holidays, Tet, and holidays". The Prime Minister praised the support of people who gave up their homes and moved their assets to make room for the project. With that effort, the project was completed, energized and put into operation in accordance with the requirements set by the Government.

Through the process of organizing and implementing the 500kV line project, circuit 3 from Quang Trach to Pho Noi, Prime Minister Pham Minh Chinh pointed out lessons learned. In particular, leadership and direction must be focused, resolute, scientific, along with strengthening inspection, supervision, urging, encouragement, sincere and timely sharing. Assignment must be clear about people, work, responsibilities, time, products, and results must be measured and weighed to make it easy to inspect, supervise, and evaluate. Promote the combined strength, mobilize the entire political system from Party committees and local authorities at all levels, ministries, branches related to the Fatherland Front, and socio-political organizations to join in with the spirit of "unanimity from top to bottom, smooth communication across the board", "first call, second support, one response, all responses".

Besides, it is necessary to do a good job of propaganda and mobilization of people, creating consensus and unanimity so that people voluntarily hand over residential land and production sites, together with the government and construction units to participate in construction of works and projects.

Investors and construction units must carry out the project with a spirit of high determination, great effort, and decisive action, focusing on key points, completing each task, actively and closely coordinating with localities, considering mobilizing local forces with sufficient capacity to participate, and main contractors creating conditions and cooperation for local businesses and contractors to grow and gain more experience in the spirit of "working together, enjoying together, winning together and developing together".

Strengthening coordination between forces, levels, sectors, close coordination between agencies and units to ensure scientific and effective work. Launching a vibrant emulation movement, promptly encouraging and rewarding, creating an atmosphere of enthusiasm for work, competing to achieve achievements, all for the benefit of the nation, people and for the development of the country.

In the coming time, Prime Minister Pham Minh Chinh requested Vietnam Electricity Group and the National Power Transmission Corporation to continue to coordinate with relevant agencies to make efforts to fulfill the remaining tasks such as: environmental restoration and environmental sanitation; acceptance and settlement in accordance with legal regulations; comprehensively review and evaluate project implementation, draw lessons; and organize project management and operation to ensure safety and efficiency.

Prime Minister Pham Minh Chinh directed the authorities at all levels of the 9 provinces where the project passes through to coordinate with the investor to continue to pay attention and care to stabilize, constantly improve and enhance the lives of people affected in the area the project passes through, in accordance with the spirit that the new residence must be at least equal to and basically better than the old residence. The first step is to take care of the long-term and sustainable livelihoods of the people, change suitable jobs; resolutely not let people lack housing, food, clothing, or land for production; gradually better meet the material, spiritual, security and cultural needs; take care of education and training for the young generation, to move towards integration and enrichment.
