On the afternoon of November 7th, the Standing Committee of the Provincial Party Committee held a working session with the delegation from the Central Party Committee's Mass Mobilization Department, led by Comrade Nguyen Lam – Deputy Head of the Central Mass Mobilization Department, to survey and research the key national-level research topic: "The people are the foundation," "The people are the center," and the issue of promoting the strength of the people and the strength of national unity in the new situation."

Working with the delegation were: Mr. Nguyen Hoai Anh – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Minh – Vice Chairman of the Provincial People's Committee; and leaders of provincial departments, agencies, the Vietnam Fatherland Front, and political and social organizations.

Over the past period, the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have consistently upheld the principle that "the people are the foundation," "the people are the center," and that harnessing the strength of the people and the power of national unity must be closely integrated into the leadership, guidance, and implementation of resolutions and policies on economic , cultural, social, and national defense development in the locality, considering this a key task. At the same time, they have consistently and vigorously reformed their leadership and guidance methods towards a comprehensive, focused, and decisive approach, promptly and effectively resolving issues directly related to the legitimate rights and interests of the people.

To date, the poverty rate according to the multidimensional poverty standard for the 2022-2025 period in the province has decreased to 1.15% (from 4.3% in 2003), averaging a decrease of 0.94% per year, with only one commune having a poverty rate exceeding 20%. Currently, 71 out of 93 communes have achieved the new rural standard, including 3 communes with advanced new rural status, and 2 district-level units continue to maintain the new rural standard. In addition, the socio-economic situation in ethnic minority areas has undergone quite comprehensive changes, and the infrastructure system of "electricity, roads, schools, and health stations" has received significant investment.

Annually, based on research into the guidelines and resolutions of the Central Committee, the Provincial Party Committee, and the State's policies and laws, the Provincial People's Council has concretized and issued resolutions on socio-economic development and national defense and security in accordance with the local situation, ensuring compliance with legal regulations and meeting the legitimate aspirations and rights of the people. In particular, many issues have received public consensus and support, such as mobilizing resources to build irrigation systems to serve production development; promoting democracy and mobilizing the people to implement the project to upgrade and expand National Highway 1A, the section passing through the province (2013-2014), which is nearly 170km long; and implementing democratic regulations in the implementation of several key provincial projects…

Vice Chairman of the Provincial People's Committee Nguyen Minh provided information on the results of implementing the lesson "Putting the people first" in the province.

At the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh provided further information: Binh Thuan consistently maintains the view that all actions stem from the rights and interests of the people. The province has identified three economic pillars: industry, tourism, and high-tech agriculture . To date, all sectors have seen significant progress and breakthroughs. The Provincial People's Committee regularly organizes dialogues and listens to the opinions and aspirations of the people, thereby promptly resolving difficulties and obstacles and communicating the province's policies and guidelines. Along with that, attention is paid to housing development programs, construction planning, and the timely implementation of a series of key projects, as well as projects serving culture and society for the benefit of the people…

To clarify the lesson of "putting the people first" and to promote the strength of the people and the strength of national unity, leaders of departments, agencies, the Fatherland Front, and mass organizations of the province also discussed and cited many practical lessons and experiences in their operations.

Speaking at the meeting, Comrade Nguyen Hoai Anh – Standing Deputy Secretary of the Provincial Party Committee – affirmed: In recent years, the Standing Committee of the Provincial Party Committee has issued many specialized resolutions, programs, and plans, contributing to promoting the people's right to self-governance. During implementation, attention has been paid to summarizing, drawing lessons learned, and promptly amending, supplementing, and overcoming limitations and shortcomings in order to comprehensively utilize the resources of the people. In particular, in 2022, the Binh Thuan Provincial Party Committee (14th term) continued to issue Resolution No. 12-NQ/TU on a number of policies and solutions to improve the lives of the people of Binh Thuan province until 2025, with a vision to 2030. This resolution clearly defines the viewpoint: putting the people at the center of development, closely linking economic development with culture and society, improving income, quality of life, and happiness of the people… In addition, the dissemination of policies is widely implemented through various appropriate forms, and when policies are issued, the opinions of the people are always taken into account…

The Standing Deputy Secretary of the Provincial Party Committee stated that some legal and sub-legal documents currently overlap and lack consistency. Through the process of reviewing and resolving obstacles in the province, 72% of cases are related to land issues. Therefore, he hopes that the sub-legal documents will be issued and implemented soon. In addition, it is necessary to promote digital transformation to contribute to administrative reform, enhance trust, and address people's concerns. Emphasis should be placed on training and building a team of capable, professional, and responsible officials…

Based on information gathered from field surveys in Phu Lac and Phuoc The communes (Tuy Phong district) and discussions with leaders of the Provincial Party Committee, the Provincial People's Committee, and relevant departments, Comrade Nguyen Lam acknowledged the achievements Binh Thuan has made in applying the lesson of "The people are the foundation," and "The people are the center."
