Aspiration for new rural development, sustainable development

(GLO)- Son Society clearly defines the goal of building a strong Party organization, comprehensively developing the economy and society, maintaining national defense and security, and bringing the land rich in revolutionary traditions to a breakthrough in the new period.

Hoi Son is a newly established highland commune based on the merger of Cat Lam and Cat Son communes, with a natural area of 182.34 km² and a population of over 14,300 people. The commune Party Committee has 21 subordinate Party cells with 492 Party members.

From the foundation and history

In the 2020 - 2025 term, under the close leadership and direction of the Party Committee and government, and with the consensus of the people, Hoi Son commune has achieved many outstanding results in many fields.

According to Mr. Le Van Dung, Standing Deputy Secretary of the Hoi Son Commune Party Committee, the work of building the Party and the political system is the top priority of the Commune Party Committee. Every year, over 80% of Party cells complete their tasks well; no Party cell fails to complete its tasks; the average rate of new Party members is 4.2%/year. The Front and socio-political organizations complete their tasks well, contributing to strengthening the great national unity bloc.

The socio-economic situation of Hoi Son commune maintained a fairly good growth rate. According to Chairman of the People's Committee of Ha Trong Duong commune, the average growth rate of production value reached 12.39%/year, exceeding the target set by the Resolution. The economic structure shifted positively: Agriculture - forestry - fishery accounted for 44.09%, industry - construction accounted for 12.56%, trade - services accounted for 43.35%. Average income per capita reached 56.75 million VND/year, exceeding the target by 2.8 million VND. The value of agricultural - forestry production increased by 6.92%/year; many new economic models, commodity production associated with the market were initially formed.

Education continues to improve its overall quality; 100% of managers and teachers meet the standards; the dropout rate has decreased, the number of good and excellent students has increased. Social security policies have been effectively implemented, especially the housing support program for poor and near-poor households. During the term, the whole commune has repaired 72 houses with a total cost of more than 3.2 billion VND. The work of sustainable poverty reduction, vocational training, and job creation for rural workers has achieved positive results.

From the leadership practice, the Party Committee of the commune has drawn important lessons: Maintaining solidarity, renewing leadership thinking; maximizing internal strength, while taking advantage of external strength; linking Party building with consolidating the political system; promoting mass mobilization, consolidating the great national unity bloc.

Connect and attract investment resources

Faced with intertwined advantages and difficulties, the 1st Congress of the Party Committee of Hoi Son commune determined the following directions: Building a strong Party and political system; maintaining national defense and security; effectively exploiting potentials and advantages; shifting the economic structure reasonably; promoting industry, trade and services; developing commodity agriculture; applying science and technology and digital transformation; protecting the environment; building advanced new rural areas.

The general goal is to build a clean and strong Party organization; promote traditions, arouse aspirations and solidarity; mobilize resources for socio-economic development; ensure social security; maintain political stability; strive for Hoi Son to meet advanced new rural standards by the end of the term.

To realize this goal, the Party Committee identifies the key task as continuing to build a clean and strong Party Committee; innovating and improving the quality, effectiveness and efficiency of the political system; focusing on building a contingent of cadres and Party members with strong political ideology, good moral qualities, capacity and prestige equal to the task; promoting comprehensive and sustainable development of agricultural and forestry production in conjunction with the National Target Program on New Rural Development; developing industry with a fairly high growth rate.

At the same time, the commune will implement the development plan until 2030, with a vision to 2040, mobilizing all investment resources to complete and synchronize infrastructure, improve the appearance of the countryside; harmoniously develop the economy and culture, focus on building a healthy cultural environment, and promote the role of family and community.

The Congress identified 4 strategic breakthroughs as the foundation, creating momentum for Hoi Son to break through, develop quickly and sustainably. In particular, improving the quality and efficiency of agricultural production, especially high-tech agriculture associated with new rural construction. Mobilizing resources to invest in key infrastructure, prioritizing rural transport, intra-field canals, attracting investment in industry, trade and services. Fostering and improving the quality of human resources, streamlining the apparatus, perfecting the organization. Focusing on administrative reform, building e-government, promoting digital transformation.

Mr. Vo Trong Nhan, Secretary of the Hoi Son Commune Party Committee, affirmed: “The 2025 - 2030 term will be a period of strong, comprehensive and sustainable development. We are determined to take advantage of every opportunity, overcome every difficulty, and bring Hoi Son to the advanced new rural commune standard by the end of the term. With the motto "Solidarity - Democracy - Breakthrough - Development", the entire Party Committee, government and people of Hoi Son will share the same will, act together, unlock potential, create new momentum, turn aspirations into reality, and make Hoi Son one of the bright spots in terms of economy, culture and social life".

Some important targets for the 2025 - 2030 term

- Average growth rate of total product value is 7.6%/year. Of which, agriculture - forestry - fishery increased by 3.5%; industry - construction increased by 32.8%; trade - services increased by 10.1%.

- Local budget revenue reached 15 billion VND. Retail sales of goods and services reached 1,550 billion VND.

- Average income per capita reached 64 million VND/year.

- Forest cover rate reached 71.7%.

- 100% of households use clean water, of which 35% use centralized clean water; the rate of household waste collection reaches 80%.

- Attract 10 new projects.

- Disbursement of public investment capital reached 100% of the plan.

- 100% of schools meet national standards (over 80% meet level 2 standards).

- Reduce multidimensional poverty rate to 0.46%.

- Annually, new party members are recruited at least 3% of the total number of party members.
