Science and technology, innovation and digital transformation must contribute at least 50% to GDP growth

Minister of Science and Technology Nguyen Manh Hung said that science and technology, innovation and digital transformation must focus on solving national strategic problems, such as promoting double-digit growth.

On August 16, in Hanoi, the Party Committee of the Ministry of Science and Technology held its first Congress for the 2025-2030 term. Speaking at the Congress, Minister of Science and Technology Nguyen Manh Hung said that the 2025-2030 term is the first term of the unified Ministry of Science and Technology; the first term to implement Resolution 57 on breakthroughs in science and technology (S&T) development, innovation (I&T) and national digital transformation (DCT); the first term to comprehensively implement the second innovation in S&T and telecommunications; the first term to bring the three strategies of S&T, I&T and DCT together.

The merger of the Ministry of Science and Technology and the Ministry of Information and Communications aims to create synergy, erasing the boundaries between science and technology, innovation, digital transformation, digital industry and digital infrastructure. The merger of the two ministries also requires a new approach, a new way of doing things. And only then can this merger create value.

“Science and technology, innovation and digital transformation form a resonant ecosystem, promoting each other's development and playing a key role in the national development strategy. Science and technology provide the knowledge foundation and technical tools; innovation transforms that knowledge into new products, services and business models; digital transformation opens up space for deployment and expansion of application scale at high speed and low cost.

Fundamental innovation is science and technology, innovation and digital transformation must aim at the ultimate goal of improving national competitiveness, labor productivity, national governance capacity, economic growth, ensuring national security and defense and improving the quality of life of the people. According to Minister Nguyen Manh Hung, science and technology, innovation and digital transformation must focus on solving national strategic problems, such as promoting double-digit growth, effectively implementing the two-level government model, improving institutional quality, human resource quality, infrastructure, public service quality and product quality.

The spirit of innovation is to closely link science and technology, innovation and digital transformation, forming a technology - innovation - and data ecosystem, shifting from process management to goal and result management, taking enterprises as the center of the national innovation ecosystem, institutes and schools as the source of knowledge and the state as the creator and supporter, connecting the whole people and the whole society to participate in innovation and digital transformation.

“Setting high goals, proposing major solutions, breakthrough policies and mechanisms, arranging suitable competent staff in positions for implementation, inheriting the past, opening up a new future, preserving unity and consensus like preserving the pupil of one's eye. Those are the focuses of the Congress," the Minister affirmed.

Minister Nguyen Manh Hung said that science and technology focus on mastering strategic technologies and products. Innovation must bring science and technology to touch, change and solve practical problems in Vietnam, form the spirit of innovation among all people, make innovation a way of life and lifestyle of all people and organizations, and form a startup nation based on digital technology and innovation.

Postal infrastructure is transformed into logistics infrastructure and becomes essential national infrastructure, ensuring material flow in addition to data flow. Telecommunications infrastructure is transformed into digital infrastructure, serving national digital transformation, ensuring universality, ultra-wide bandwidth, ultra-large capacity, green, open, smart, safe and sustainable.

Developing the CNS industry into a foundational and spearhead industry, mastering core technology, ensuring digital sovereignty and becoming the driving force for national digital transformation. Comprehensive and all-people digital transformation to develop digital government, digital economy and digital society.

Reporting at the Congress, Deputy Minister of Science and Technology Pham Duc Long said that the goal is to build the Ministry of Science and Technology into a national focal point for science, technology, innovation, digital transformation, post, telecommunications, standardization, intellectual property and nuclear energy; capable of leading, coordinating and creating a favorable environment for science, technology, innovation and digital transformation to truly become the main driving force for the country's rapid and sustainable development.

In particular, by the end of the term, science and technology, innovation and digital transformation will contribute 5% of GDP, and the digital economy will reach 30% of GDP. In addition, it will be necessary to complete digital infrastructure and modern science and technology, ensure 100% of the population is covered by 5G, pilot 6G; build 100 innovation centers, of which at least 6 centers are regional; build 1 national supercomputing center; the postal development integration index will be in the top 20 countries in the world.

The Ministry of Science and Technology aims to put into operation a national technology exchange and an innovative startup capital exchange connecting with at least 10 countries; ensure that 40% of technology research and development results are commercialized or applied in practice; support at least 1,000 science and technology enterprises and 3,000 technology startups.

The Ministry of Science and Technology has set a goal of completing the national standards system to ensure that 90% of the total standards that need to be issued are met, and the rate of standards in harmony with international standards is 80%; striving for 100% of strategic technology products to have standards and regulations; the number of patent applications from Vietnam to triple, reaching 20 applications per million people.

Deputy Minister Pham Duc Long said that the tasks of the Ministry of Science and Technology will be to effectively implement the atomic energy development program; build a small modular research reactor, complete the new nuclear research reactor in Dong Nai; and fully prepare practical human resources for the Ninh Thuan nuclear power plant.

The Ministry of Science and Technology has set a goal of training 50,000 engineers in the fields of strategic technology, nuclear energy, and standardization; attracting 500 international experts and overseas intellectuals to work long-term in Vietnam. In addition, ensuring mastery of at least 70% of strategic technology, contributing to improving technological autonomy and national competitiveness.
