When will the high school graduation exam on computer be piloted?

From now until 2030, the Ministry of Education and Training will amend and supplement a number of laws, develop decrees, decisions, projects... related to all levels of education from preschool to university. Including a project to innovate the form of high school graduation exams by piloting them on computers.

The Ministry of Education and Training has just announced the Decision to issue a plan to implement theEducation Development Strategy to 2030, with a vision to 2045. In particular, many policies and regulations will be amended, supplemented or newly developed, such as the Law on Education, the Law on Lifelong Learning, the form of high school graduation exams...

In this decision, the Ministry of Education and Training sets out 12 tasks with nearly 80 specific contents to be implemented from now until 2030.

Tasks such as perfecting institutions in education and training; innovating education management and school governance; innovating content, teaching methods, testing and evaluating education quality; developing the team of teachers and education managers; promoting scientific research and innovation in higher education institutions; enhancing international integration...

Many regulations on education will be implemented and implemented from now until 2030.

Among them, there are policies and legal documents that need to be reviewed, proposed, and completed; there are contents that only need to be amended, supplemented, or have new regulations; there are contents that need to be promulgated into laws, Government decrees, and Prime Minister 's decisions...

After the pilot, the high school graduation exam will be synchronously implemented on computers.

Specifically, in 2025, the Ministry of Education and Training will study and amend the Law on Education; develop the Law on University Education (amended); develop a Decree regulating the articulation between educational levels and training levels in the national education system; complete the Vietnam National Qualifications Framework and the 2025 National Education System Structure Framework.

In addition, we will perfect the policy of tuition exemption and reduction and support for tuition and living expenses, creating fair learning opportunities for everyone.

In 2026, the Ministry will study and complete regulations on university autonomy in line with the general trend of the world in 2026 so that the Government can issue a decree. At the same time, it will study and build a legal corridor on the application of artificial intelligence in the field of education and training; study and propose the completion of mechanisms and policies for teachers and educational managers.

The Government will also issue a Decree in 2026 to study and perfect regulations on university autonomy in line with the general trend of the world.

In particular, this is also the year that this unit builds a project to innovate the form of high school graduation exams, piloting computer-based exams from 2027 and implementing synchronously after 2030.

Issue new preschool education program

In 2027, after a period of research and proposal to develop the Lifelong Learning Law, this law will be issued. This is also the year that the Ministry of Education and Training will develop and issue training program standards for sectors and fields of higher education in accordance with international standards and practices and the Vietnamese National Qualifications Framework.

Meanwhile, in 2028, the Ministry will issue a new preschool education program; research and develop a skills framework to foster and promote entrepreneurial spirit and start-up spirit for high school students.

In addition to the contents that stipulate specific time frames, there are many contents that must be implemented regularly, annually, through revised, supplemented documents or new regulations; directive and guidance documents.

For example, implementing activities and solutions to promote quality assurance and quality assessment of educational institutions, quality assessment of training programs; promoting cooperation and investment with foreign countries, attracting prestigious foreign universities to open branches in Vietnam; building and exploiting open educational resources, meeting lifelong learning opportunities for people or implementing tasks and solutions to encourage the formation of scholarship funds, study encouragement funds, talent encouragement funds, helping poor students achieve good academic results.
