New atmosphere in new administrative units

Since July 1, the staff of the communes in the northern highlands of Thai Nguyen province have quickly settled into their work. The initial worries and concerns when having to leave their old units have been left behind, giving way to a new mindset and working spirit.

We went up the new road from Bac Kan ward to Ba Be lake to reach Dong Phuc commune and Ba Be commune. Dong Phuc is a new commune formed from Dong Phuc commune of the old Ba Be district with Bang Phuc and Phuong Vien communes of the old Cho Don district. Previously, to reach the commune center, people had to go very hard, now with the new road, from Bac Kan ward to Dong Phuc commune is closer and easier to travel.

Immediately after announcing the new province and commune, Dong Phuc has arranged and consolidated its organizational structure. The People's Council of the commune met on the afternoon of July 1 to decide on personnel work and direct the implementation of work. The public administrative service center quickly responded and served the people's requests. The collective of cadres and leaders of the commune determined to "work while perfecting", working regardless of days off, all highly focused to complete the assigned tasks well in the spirit of wholeheartedly serving the people. In the long term, the commune is located near Ba Be Lake, but outside the buffer zone of Ba Be National Park, there are many locations that are being researched and interested by tourism investors. Tourism resources along with the unique OCOP product system will be the direction for Dong Phuc commune in the coming time.

In Ba Be commune, a unit formed from the merger of Cao Thuong, Nam Mau, and Khang Ninh communes, there were many tasks to be carried out in the first weeks of operating the new commune. Unscheduled meetings to discuss and assign tasks took place regularly. According to Chairman of the Commune People's Committee Pham Ngoc Thinh, the staff was ready to meet even late at night to ensure the work went smoothly. The determination, efforts, and new spirit of the commune government were trusted by the people.

Mr. Giang A Ma, Tot Con village, excitedly said: “I came to do the procedures for my child to go to school. Before, from Tot Con to the commune to do the procedures, the villagers had to go back and forth many times. Now, going to the commune to do the procedures can be done in just one day.”

Ms. La Thi Ve, a specialist at the Ba Be Commune Public Administration Service Center who is in charge of the judicial sector, shared: “I quickly got into the swing of things. Although the number of files increased, with a high spirit of determination, all were processed on time.”

In Cho Moi commune, the working atmosphere is also bustling. Cho Moi commune was formed on the basis of merging Dong Tam town, Quang Chu commune and Nhu Co commune, this is an area bordering the old Thai Nguyen province, the gateway to the old Bac Kan province, when the Thai Nguyen-Cho Moi road passes through, land transactions here are quite bustling. The new commune owns many industrial parks, clusters and wood processing factories. Not to mention, a wind power project with a capacity of 400 MW is also calling for investment here. Since July 1, the commune has the authority to issue certificates of land use rights and housing (red books) to the people, transactions are bustling, Cho Moi commune identifies this as a matter that needs to be responded to and served promptly. The public administration service center has stabilized its apparatus and has been operating continuously since July 1.

The positive thing worth noting is that the staff from the province, district to commune have proactively overcome the difficulties and shortcomings in the early days. Nghia Ta commune was established on the basis of merging the old communes of Binh Trung, Luong Bang and Nghia Ta. Since July 1, the commune has been in operation, lacking facilities, so the commune has arranged the Party Committee, People's Council, People's Committee and Fatherland Front at three headquarters in the three old communes. The three headquarters are far apart, causing certain difficulties. However, the commune staff have proactively arranged and assigned seats, and immediately started working.

Secretary of the Ma Doan Khang Commune Party Committee said that despite the hardships, the collective of cadres remained optimistic and confident. Since July 1, leaders and cadres have been working closely to grasp the situation in villages and hamlets. The commune has paid special attention to immediately implementing statistics, reviewing and directing the completion of the elimination of temporary and dilapidated houses for local people.

The new spirit and new stature are also spread by concrete actions, people trust and are excited. Mr. Do Trong Nhat, Thanh Thinh commune shared: "I came to the commune to do business registration procedures. Previously, this procedure took three days, but today I was very excited when the officer on duty told me that the license issuance will only take one day."

In new wards, the population density is high, with the motto of being close to the people to serve, all work takes place smoothly.

However, reality also shows that working conditions in the highland communes after the merger are very difficult. Lack of official housing, lack of offices, long and difficult travel are common. For example, in Bach Thong commune, due to lack of headquarters, 30 cadres had to use the old cultural house as a shared office. Many cadres from the old province had to rent houses in the commune. In the long term, this will affect the quality of management, work operation and the psychology of cadres. Thai Nguyen province is making efforts to solve this problem. Right from the first week of operating the new province, Thai Nguyen directed a comprehensive review of commune-level headquarters and working conditions of communes. The province also assigned specialized agencies to synthesize urgent needs to have additional plans, ensuring conditions for the smooth operation of the new government apparatus, serving the people better and better ■
