Administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget will stop collecting union dues and union funds from June 1. Union dues are union financial contributions paid by employees participating in grassroots union organizations. Union funds are paid by agencies, organizations, and enterprises.
For units that have paid union fees and union dues from June 1 onwards, the unit assigned to collect them is responsible for transferring them back to the unit that paid them or to union members.
Mr. Phan Van Anh, Deputy General Confederation of Labor of Vietnam, said that the group of people who are allowed to stop paying union fees and union dues is about 2.6 million people. According to the calculation of the General Confederation of Labor of Vietnam, the amount of union fees and union dues of the group of people who stop paying is about over 3,000 billion VND/year.
Although union dues and union funds are not collected from June 1, unions in this sector will continue to operate until the end of operations and the handover of finances and assets is completed before June 25.
According to Mr. Phan Van Anh, the lack of funding does not greatly affect the activities of caring for and protecting the legitimate rights and interests of union members and workers implemented by the Vietnam General Confederation of Labor. Because currently, the unit assigned to collect has left 75% of the union fund and 70% of the union dues for the grassroots union to organize activities to care for union members and workers.
The remaining 27% is paid to the superiors, and the superior trade union spends directly on union members and workers at the grassroots trade union (about 80% of the 27% paid to the superiors) and the remaining amount is spent by the superior trade union for the activities of the trade union agency according to the provisions of law.
According to the Vice President of the Vietnam General Confederation of Labor, the Executive Board of the grassroots union has the right to spend the remaining union funds and union dues (surplus, newly paid) at the grassroots union for activities to care for and support union members and workers in accordance with the financial regulations of the Vietnam General Confederation of Labor as well as the laws of the State. This spending stops when the grassroots union ceases its operations. Therefore, the rights and interests of union members and workers who have paid union funds and union dues are still guaranteed, timely, in accordance with the principles, purposes, publicly, transparently, and to the right subjects...
At the end of the operation, all financial and asset matters will be carried out in accordance with the motto of no waste, no loss, proper and effective use, ensuring timeliness.
