The project to build the Trade Union's facilities in My Tho Industrial Park, Trung An Industrial Cluster, Tien Giang Province, now Dong Thap Province, was invested by the Trade Union's financial capital, with a total area of about 3 hectares; implemented by the Vietnam General Confederation of Labor according to Decision No. 655 dated May 12, 2017 of the Prime Minister, with a detailed plan at a scale of 1/500 and submitted to the People's Committee of Tien Giang Province for approval, including 928 apartments for sale, rent, and lease-purchase; multi-purpose buildings and technical infrastructure systems.
On June 7, 2017, the Vietnam General Confederation of Labor approved the investment policy and completed the procedures according to the provisions of law and approved the project. Accordingly, the project has completed the multi-purpose house and technical infrastructure system. On November 17, 2023, the National Assembly passed the Housing Law, which stipulates that "The Vietnam General Confederation of Labor is the governing body of the project to invest in the construction of social housing using Trade Union financial resources for workers and employees who are eligible for social housing policies to rent". This is the legal basis for the Vietnam General Confederation of Labor to change the form of investment from building apartments for sale, rent, and rent-to-own to investing in apartments for workers and employees to rent.
On that basis, the Vietnam General Confederation of Labor has adjusted the master plan at a scale of 1/500 in accordance with the provisions of the Housing Law, and the People's Committee of Tien Giang province (old) has approved the adjustment of the master plan at a scale of 1/500.
On December 10, 2024, the Trade Union Project Management Board submitted to the Tien Giang Provincial Department of Construction for appraisal the feasibility study report of the adjusted construction investment project and it was appraised by the Tien Giang Provincial Department of Construction. The Vietnam General Confederation of Labor approved the project adjustment with the main items including: 4 housing blocks (8 floors) with a total floor area of 38,460m2, with 526 self-contained apartments for rent with basic equipment and furniture: elevators, beds, wardrobes, kitchen cabinets... and 2 2-storey garages with a total floor area of 1,200m2 with a total investment of 449 billion VND.

Speaking at the ceremony, Comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap province said that the implementation of the Trade Union Social Housing Project in My Tho Industrial Park - Trung An Industrial Cluster with a scale of more than 500 modern apartments, serving about 2,000 workers and their families has profound humanitarian significance. The project not only contributes to solving the urgent need for housing but also gradually builds a system of Trade Union institutions at the grassroots level, creating favorable conditions for the Trade Union organization to better perform its function of caring for and protecting the legitimate and legal rights and interests of workers.

At the groundbreaking ceremony, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang informed that over 96 years of establishment and development, the Vietnam Trade Union has always identified its central role and task as representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers. Trade unions at all levels strive to implement solutions to care for and improve the material and spiritual lives of workers and laborers, especially essential issues regarding housing, kindergartens, cultural and sports facilities, etc.

The Trade Union social housing project under the Trade Union Institution Construction Project was started as the first project invested by the Vietnam General Confederation of Labor using Trade Union financial capital according to Housing Law No. 27/2023/QH15 dated November 27, 2023.

Deputy Prime Minister Mai Van Chinh emphasized that from now until the completion of the project, there is not much time left. He requested the People's Committee of Dong Thap province to direct relevant agencies of the province to closely coordinate with the Vietnam General Confederation of Labor and the project investor during the implementation process, creating the best and most favorable conditions for the project to ensure quality, progress and absolute labor safety.
The Deputy Prime Minister believes that the project will be implemented smoothly, contributing directly to improving the lives of workers, developing urban areas, and improving the landscape in the province. This is also a good premise for the next Trade Union social housing projects for workers and laborers rented by the Vietnam General Confederation of Labor.
