At the groundbreaking ceremony, Minister of Construction Tran Hong Minh said that the investment in expanding the North-South expressway in the east, La Son - Hoa Lien section, aims to gradually complete the traffic infrastructure according to the planning, ensuring synchronization and modernity. Improve the exploitation capacity, minimize traffic accidents to promote the role of the North-South expressway in the east in connecting localities; ensure national defense and security in the region and the whole country.

To complete the project with quality assurance, on schedule and without waste or negativity, the Ministry of Construction recommends that localities continue to focus on and resolutely organize the implementation of site clearance work, focusing on resettlement work for people.

The project is about 65km long, starting at Km0, connecting to the end point of Cam Lo - La Son expressway (in Loc Son commune, Phu Loc district, Hue city). The end point is near Km66, at Hoa Lien intersection connecting to the starting point of Hoa Lien - Tuy Loan route (in Hoa Lien commune, Hoa Vang district, Da Nang city). The cross-section of the road is widened to 22m, the works on the route ensure a complete scale of 4 lanes, design speed of 60 - 80 km/h.

The project has a total investment of 3,000 billion VND, using state budget capital. The project is expected to be completed after 240 days from the commencement date.

The design of the expressway project follows the La Son - Hoa Lien route currently in operation, ensuring the technical requirements of the road level, making the most of the roadbed structure, existing works, minimizing the volume of land clearance. The project will utilize the existing 12 bridges on the route; build new bridge units or expand 50 bridges on the route to ensure the scale of 4 lanes.

The contractors include a consortium of Vietnam Construction and Import-Export Joint Stock Corporation, Bridge 75 Construction Joint Stock Company, Construction Joint Stock Company 525, Bien Dong Consulting and Construction Joint Stock Company, Thanh An Corporation, Joint Stock Company 484 and Construction and Transport Joint Stock Company No. 1.

Previously, the La Son - Hoa Lien section with a scale of two lanes was built, completed and put into operation from April 2022. The project has been effective, reducing the load on National Highway 1, increasing connectivity between Hue and Da Nang, the Central region. However, with a scale of two lanes, operating as a highway (no motorbikes, non-motorized vehicles...), this is still a bottleneck that localities have proposed to expand synchronously to four lanes in the past time.
