That message is not only a call to action for the entire nation, but also a clear direction for action for localities - including Phu Yen - on their journey to breakthrough in the digital age.
Looking back at the digital transformation and innovation journey in Phu Yen over the past period, it is clear that the first steps have been taken. However, the pace of transformation is still slow and has not yet created a strong ripple effect throughout society.
According to the results of the 2024 Local Innovation Index ranking announced by the Ministry of Science and Technology earlier this year, Phu Yen only achieved 32.26 points, ranking 42nd out of 63 provinces and cities; a drop of 1 position and a decrease of 1.75 points compared to 2023. This ranking shows that the province is still in the average group and has not yet fully utilized its innovation potential.
In reality, many agencies and units still implement information technology in a bureaucratic and formalistic manner. A segment of officials and civil servants still have a hesitant attitude towards new things. The number of businesses investing in technological innovation is still very limited, while digital awareness and skills in the community have not kept pace with development requirements.
Despite numerous challenges, Phu Yen is not standing idly by. In February 2025, the Provincial Party Committee issued Resolution 47-NQ/TU on breakthroughs in the development of science, technology, innovation, and digital transformation in the province, demonstrating a strong political determination to make science, technology, innovation, and digital transformation new drivers of development.
Subsequently, the province established a Steering Committee on the Development of Science, Technology, Innovation, and Digital Transformation, chaired by Ms. Cao Thi Hoa An, Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council. This committee serves as the central coordinating body, ensuring consistency and effectiveness in the implementation of key programs.
At a recent meeting of the Steering Committee, the Provincial Party Secretary requested that Party committees, Party organizations, departments, and localities urgently develop specific action plans that are feasible, appropriate to the practical realities and characteristics of each field; encourage the participation of the entire society, and maximize the combined strength of the political system, businesses, and people in the process of developing science, technology, innovation, and digital transformation.
Simultaneously, the province is also accelerating the deployment of online public services, popularizing digital skills for citizens, supporting farmers and small traders in bringing their products to e-commerce platforms, organizing startup competitions and creative playgrounds for students, and providing digital transformation training for officials and civil servants. These positive signs indicate that the foundation for the journey of digital transformation and innovation has begun to take shape.
However, for digital transformation and innovation to truly become a driving force for sustainable development, Phu Yen needs to accelerate further in building digital infrastructure, developing open data, improving the legal environment, and especially developing digital human resources – a decisive factor in the success of any innovation and transformation strategy.
Digital transformation and innovation are not a movement, much less a slogan. The message from the Prime Minister is a reminder that if we delay, we will be left behind. Currently, the province has a unified steering committee, a specific strategy, initial technological infrastructure, and, most importantly, clear political determination. What is needed now is for each official, each business, and each citizen to change their mindset, embrace technology, and apply innovation to their daily work.
Only when innovation and digital transformation become an integral part of the mindset and practices of every organization and individual can the province's aspiration for rapid and sustainable development become a reality in the digital age.
