According to the leaders of the Soc Trang Provincial People's Committee, the construction of the gateway port for the Mekong Delta region in Tran De, Soc Trang province, will serve the import and export of goods, enhance connectivity, reduce transportation costs and the volume of goods transferred to seaports in the Southeast region, and promote the socio-economic development of the region.

The investment scale for the Tran De offshore port includes: a 5,300m long wharf; a 9,800m long breakwater/fence system; a 17.8km long sea bridge… Simultaneously, other technical infrastructure systems will be invested in, including: electricity supply, water supply, drainage, fire protection and other auxiliary works to ensure operational efficiency for the entire port area in each phase. The port logistics service area has a total area of approximately 4,000 hectares. Infrastructure in this area includes: land leveling, construction of internal roads, water supply and drainage systems, power generation, fire protection systems, and communication systems to attract investors to lease infrastructure…
Regarding the development of infrastructure at Tran De Port, Soc Trang province proposes requesting support from the central government budget combined with socialized investment to construct several components of Tran De port (according to sub-projects). Simultaneously, it proposes several policy mechanisms to support procedures, develop cargo sources, and policies for sand mining and forest land conversion; it also proposes the establishment of a Tran De Economic Zone, including an industrial park, export processing zone, and free trade zone within the Tran De Port area, thereby creating momentum for Soc Trang's development in attracting investors and generating cargo for Tran De Port.
Regarding logistics, the consulting unit recommended building a port logistics area linked to the seaport project; developing solutions to increase cargo sources by attracting production development, prioritizing land for industrial park development near the port, and implementing policies to develop international cargo transshipment activities; and diverting cargo between the Tran De port area and other ports in the Mekong Delta and Cai Mep - Thi Vai.
Deputy Minister of Transport Nguyen Xuan Sang assessed that Soc Trang province's implementation of a pre-feasibility study for the investment and construction of Tran De port is of significant importance in working with the Ministry to carry out the overall national seaport planning; and the planning of land and water areas in Soc Trang province. Soc Trang province can rely on this project to request special policy mechanisms for the investment, construction, and operation of Tran De seaport, not only for the province but also for the entire Mekong Delta region. Therefore, the consulting unit needs to study the procedures for submitting the project for approval by the competent authority to provide a basis for implementing subsequent contents. In addition, the province also needs to attract investors interested in investing in the construction of the port.
If built, Tran De Port would realize the "super port dream" of the Mekong Delta region. With a total investment of approximately 200,000 billion VND, the completed port would be capable of receiving general cargo ships, container ships of 100,000 DWT or larger, and bulk carriers of 160,000 DWT, with a designed capacity of 80-100 million tons per year.
Given the significant investment costs, the consulting firm proposed a plan to divide the investment into two phases:
Phase 1, with a total investment of VND 55,000 billion, will construct 6 berths ranging from 1,600 to 2,200 meters in length, including 4 general cargo and bulk cargo berths capable of receiving vessels up to 160,000 DWT (reduced load) and 2 container berths capable of receiving vessels up to 100,000 DWT.
After 2030, an investment of 145,000 billion VND will be made to implement phase 2, increasing the service capacity to 100 million tons/year as planned.
According to the Master Plan for the Development of Vietnam's Seaport System for the period 2021-2030, with a vision to 2050, approved by the Prime Minister, Soc Trang seaport is classified as a type III seaport, belonging to seaport group number 5, with the potential to become a special seaport when the gateway port of the Mekong Delta region is established at Tran De.
The Prime Minister has signed a decision approving the plan, policies, solutions, and resources for implementing the Master Plan for the Development of Vietnam's Seaport System for the period 2021-2030, with a vision to 2050. Accordingly, one of the key tasks in developing maritime infrastructure is to attract investment in the Tran De port area, with an initial capital requirement of up to 50,000 billion VND.
