
Mr. Pham Huu Kinh - Secretary of the Party Cell of Bang An Dong block could not hide his joy when the road was paved with the first layer of asphalt, ending the days of living with... dust. "As long as the road is no longer dusty, people will suffer less" - Mr. Kinh said.
For nearly 5 years, the 250m of DT609 (old) road passing through Mr. Kinh's house and about 45 households living on both sides of the road have always been in a state of dusty sun and muddy rain; the air environment is polluted, especially on sunny summer days when there are many vehicles passing by. To limit pollution, most of the houses are often closed, even covered with tarpaulins from the alley to the porch, but dust still sticks thickly to the tables, chairs, walls and household items.
The most worrying thing is that many traffic accidents happen when motorbikes fall into potholes, or fall due to slipping on rocks, sand, etc.
On October 5, when the construction equipment gathered to blow away dust and asphalt, everyone breathed a sigh of relief. Finally, the investor and contractor had kept their promise.
When the first layer of asphalt was laid on the gravel surface, the residential areas on both sides of the road were bustling like a New Year's Day. The tarpaulins were hastily removed, the doors of the houses were opened wide to welcome the light...
According to Mr. Pham Huu Kinh, he was criticized in almost every party cell meeting for not urging the ward to report to the town about the dusty road. “I have made many recommendations to the ward and town but there has been no movement so I am under a lot of pressure. And my authority is only like that, what else can I do? Now we are happy, everyone is excited” – Mr. Kinh happily said.

The project "Repairing and restoring the Km0 - Km1+700 section of the old DT609 route" has a length of about 1.7km. The total investment of the project is about 40 billion VND, of which the provincial budget supports more than 37.2 billion VND to implement the project and supports 70% of the compensation and site clearance costs. The remaining is the Dien Ban town budget to arrange counterpart funds for implementation. The construction unit is Duy Dung One Member Co., Ltd. (located in Dien Nam Dong ward, Dien Ban).
According to the plan, the project will be completed within 3 years (2019 - 2021), but due to problems with site clearance and the COVID-19 pandemic, there are 2 sections with a length of about 400m (Vinh Dien ward 150m and Bang An Dong block, Dien An ward 250m) that cannot be completed on schedule.
After 3 extensions, the remaining households have agreed to hand over the site. On October 5, the construction unit began laying the first layer of asphalt, and is expected to complete the entire project before November 30, 2024.

Previously, on September 19, Quang Nam Newspaper published an article "Project to upgrade and repair old DT609 route: Nearly 5 years without completion due to 400m of land clearance problems". Responding to reporters in the article, Mr. Tran Duy Phuc - Deputy Director of the Provincial Construction Investment Project Management Board (project owner) committed that the project will complete the foundation and asphalt concrete layer 1 before September 30, 2024, complete asphalt concrete layer 2 before October 30, 2024, and complete the entire project before November 30, 2024 for handover and use.
