Unleashing resources, promoting potential and advantages for Quang Ngai to develop quickly and sustainably

(Baoquangngai.vn)- Politburo member and Prime Minister Pham Minh Chinh suggested that Quang Ngai province needs to renew its thinking and development vision, exploit internal resources to the maximum, especially promote historical and cultural traditions; and form dynamic regions as locomotives for development.

On the afternoon of February 9, Politburo member, Prime Minister Pham Minh Chinh and members of the Government's working delegation had a working session with the Provincial Party Committee Standing Committee on the implementation of tasks in 2024; goals, tasks and main solutions in 2025; removing difficulties and obstacles, mobilizing resources, creating conditions, promoting potentials and advantages for Quang Ngai to develop quickly and sustainably.

Receiving and working with the Government delegation were Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van; Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang; Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh; and comrades in the Provincial Party Committee Standing Committee.

At the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang informed about the socio-economic development situation of the province. In 2024, the province's economic picture has many bright spots, achieving and exceeding 25/25 socio-economic targets. The growth rate of local products (GRDP) reached 4.07%, exceeding the plan; GRDP per capita is estimated at 4,460 USD/person, ranking 2/5 in the Central Central sub-region; 2/14 provinces in the North Central and Central Coast regions, ranking 17/63 provinces and cities nationwide.

The economic scale is estimated at more than 132 trillion VND, up 4.1%, ranking 2nd/5 in the Central Central sub-region; 4/14 provinces in the North Central and Central Coast regions, ranking 24th/63 provinces and cities nationwide. Total social investment capital is estimated at 68.8 trillion VND, up 54.7% compared to 2023. Total state budget revenue is estimated at nearly 30.3 trillion VND, exceeding 18.7% compared to the central budget estimate. Industrial production value is estimated at 157 trillion VND, up 2.6%, exceeding 15.3% of the plan. Export turnover is estimated at 2.94 billion USD, exceeding 17.8% of the plan. Total visitors to the province reached 1.449 million, exceeding 11% of the plan; tourism revenue is estimated at 1,434 billion VND, exceeding 55% of the plan.

Administrative reform, investment environment improvement, and digital transformation achieved many positive results. During the year, 3 foreign investment projects were granted investment certificates, with a registered capital of 20.6 million USD; investment policies were granted to 5 projects, with a total registered capital of 3,013 billion VND; realized capital was estimated at 30 trillion VND; the number of newly established enterprises was 668, with a total registered capital of more than 3,296 billion VND. Social security work was focused on implementation. Political security and social order and safety remained stable.

Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van reported to the Government delegation at the working session.

The work of Party building and political system building has achieved many positive results. The organizational apparatus continues to be improved. The province has promptly summarized Resolution No. 18-NQ/TW and developed a master plan on streamlining the organization and apparatus of the province's political system, orienting the organization and apparatus arrangement of districts, towns and cities in the province. The province has developed a plan to arrange administrative units at district and commune levels for the period 2026 - 2030.

HOPE FOR SOME SPECIAL MECHANISMS AND POLICIES FOR QUANG NGAI

At the meeting, the provincial leaders proposed that the Prime Minister consider allowing the province to include in the Project of the National Refinery, Petrochemical and Energy Center in Dung Quat Economic Zone (presided over by the Ministry of Industry and Trade and being submitted to the Prime Minister for approval) and the Project of Developing Ly Son Island District, Quang Ngai Province into a Sea-Island Tourism Center (presided over by Quang Ngai Province) a number of specific mechanisms and policies to ensure the legal basis and effective resources in Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo and Resolution No. 168/NQ-CP dated December 29, 2022 of the Government.

In order to soon invest in putting into operation the Gas Power Plants at Dung Quat Gas Power Center, it is recommended that the Prime Minister direct the Ministry of Industry and Trade to preside over and study and propose to the Government and the Prime Minister a temporary plan to use imported liquefied gas or other materials to replace the gas materials expected to be exploited at the Blue Whale field.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang made recommendations at the meeting.

The Provincial Planning and the Plan for implementing the Quang Ngai Provincial Planning for the period 2021 - 2030, with a vision to 2050, have been approved by the Prime Minister. However, the process of completing the Planning dossier and implementing the Planning has overlapped and contradicted the National Sectoral Planning. Therefore, the Prime Minister agreed in principle to assign the Ministry of Industry and Trade and the Ministry of Natural Resources and Environment (later the Ministry of Agriculture and Environment) to update and remove the overlapping area in the process of reviewing and adjusting the Planning for exploration, exploitation, processing and use of minerals or licensing the exploitation, processing and use of titanium mines.

Propose the Prime Minister to allow Quang Ngai to use the remaining salary reform fund of about 15 trillion VND to invest in infrastructure projects in the province; direct the Ministry of Transport to prioritize investment in expressways passing through the province. Have the highest mechanism and support (70%) of central budget capital for the province to invest in the Quang Ngai - Kon Tum Expressway Phase I and Ly Son airport under the BOT form.

It is recommended that the central government pay attention and give priority to Quang Ngai province to continue to be in the group of localities (Quang Nam, Quang Ngai) that enjoy support mechanisms from the central budget for local budgets to implement National Target Programs.

STRIVE TO ACHIEVE 10 - 10.5% GROWTH IN 2025

Concluding the working session, Prime Minister Pham Minh Chinh congratulated and highly appreciated the socio-economic development results of Quang Ngai province in 2024, with 25/25 targets achieved and exceeded the plan, contributing to the overall results and achievements of the whole country. In particular, ministries, branches and Quang Ngai province have effectively implemented the tasks under their authority, functions and tasks assigned by the Prime Minister during his visit and work with Quang Ngai province in early 2023.

At the same time, the Prime Minister also pointed out the shortcomings and limitations and requested the province to soon find solutions to overcome them. In the coming time, Quang Ngai province must thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the policies, resolutions, conclusions and directives of the Central Committee, the National Assembly, the Government and the Prime Minister. Innovate thinking and development vision, maximize exploitation of internal resources, especially promoting historical and cultural traditions; form dynamic regions as locomotives for development. Review the tasks of the entire term, develop scenarios to strive to achieve the target of GRDP growth of 8.5% as assigned by the Government Resolution and strive to reach 10 - 10.5% by 2025.

Prime Minister Pham Minh also pointed out 8 main tasks and solutions, emphasizing the implementation of Resolution 18 on streamlining the apparatus and ensuring effective and efficient operations; preparing the right personnel and arranging the apparatus at all levels, ensuring that it must be completed in February for operation in March.

Focus on implementing Resolution 57 to promote the application of digital technology, associated with digital transformation and implementing Project 06. Focus on renewing traditional growth drivers and new growth drivers such as circular economy, knowledge economy, green economy; promote the effectiveness of VSIP Industrial Park to mobilize resources for development.

Focus on 3 strategic breakthroughs, in which the importance of institutional building is attached, because this is the "breakthrough of breakthroughs", we must look at any institutional problems to report to competent authorities and promptly resolve them. Along with that, encourage and have mechanisms and policies for investment in transport infrastructure, medical infrastructure, science and technology infrastructure... and focus on training and developing human resources, especially high-quality human resources.

Focus on building a clean and strong Party, a system of united, unified, honest, democratic, active and effective administrative agencies; organize well the Party Congresses at all levels, towards the 14th Party Congress. Build a team of professional, clean, dedicated cadres, serving the people.

Pay attention to ensuring social security, especially the temporary housing elimination program, the entire political system must be mobilized to work, with the spirit of "whoever has something to help, whoever has merit to help merit, whoever has property to help property". The Prime Minister requested to focus on building social housing, housing for low-income people, which must be assigned to businesses; no one should go hungry, no one should be left behind; protect the environment to be bright, green, clean and beautiful. Ensure national defense, security, order and social safety; improve the effectiveness of foreign affairs. Strengthen the prevention and fight against corruption, waste, negativity, strictly handle violations; focus on handling existing problems and weak projects.

Ministries and branches focus on resolving difficult and complicated issues, not shirking the responsibility, and solving problems that fall under the authority of each level, "no beating around the bush, no saying no, no saying it's difficult, no saying yes but not doing it"; must put themselves in Quang Ngai's shoes to solve the problem.

Based on the responses and analysis of the leaders of ministries and branches, the Prime Minister basically agreed to resolve the proposals of Quang Ngai province and assigned specific tasks to ministries, branches and units to handle according to their functions, tasks and authority. If beyond their authority, they will synthesize and submit to the Government and competent authorities for consideration and resolution. Regarding the proposal to invest in and build Ly Son airport, the Prime Minister requested the leaders of Quang Ngai province to carefully study the necessity, feasibility and effectiveness of the airport in the direction of public-private partnership, exploiting tourism potential.
