Assessing after 1 week of implementing the 2-level local government, the Department of Agriculture and Environment of Ho Chi Minh City said that the city's commune-level administrative apparatus is in the early stages of adapting to the new model. However, the land sector - one of the most sensitive and complicated aspects - has initially remained stable, with no interruptions in receiving and processing documents.
Synchronize cadastral data
Before the official operation of the two-level local government (July 1), the Department of Agriculture and Environment of Ho Chi Minh City proactively prepared early. Cadastral data of the two old localities, Binh Duong and Ba Ria - Vung Tau, was transferred to the specialized software system VBDLIS - a unified cadastral data management platform for the entire city.
The HCM City Land Registration Office has coordinated with relevant units to separate and convert the number of cadastral map sheets according to the new administrative boundaries of 168 wards, communes, and special zones. The city has also established online support teams for the entire locality to receive land records via the National Public Service Portal, synchronize data into the VBDLIS system, process land transactions, connect electronic taxes, create QR codes, and print certificates in accordance with regulations.
In order to avoid overlapping, interruption or omission of tasks after the merger, the Department of Agriculture and Environment has organized online training sessions; issued documents guiding the implementation of land administrative procedures according to the 2-level local government model, helping officials at wards and communes quickly grasp and implement.
According to statistics, after only 1 week of implementing the new model, commune-level units have received 278 records through the City Public Service Portal. In addition, the Ho Chi Minh City Land Registration Office system received and returned results with 11,304 records, including 675 online records and 4 non-administrative boundary records.
Mr. NVT (residing in Ho Chi Minh City) said that 2 days ago, he went to the Thu Duc City Land Registration Office Branch to submit a dossier for registration of land changes and assets attached to land for a land plot located in Long Phuoc Ward. "The staff at the branch's reception and results department received the dossier and sent a notice to receive the results after 10 working days as prescribed. Although there were many people coming to do the procedures, I was very satisfied with the clear and enthusiastic guidance of the staff here" - he expressed.
Process reengineering
Mr. Nguyen Minh Nhut, Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City, assessed that commune-level officials have initially known how to exploit the cadastral data system to serve land management, process records on software, and connect electronic taxes... However, in reality, there are still some difficulties because some officials in communes and wards are not familiar with VBDLIS software, do not fully understand the electronic tax connection process or are still confused in operations.
In addition, the facilities and information technology infrastructure in some wards and communes are still limited, especially in remote areas. The lack of equipment and weak transmission lines in some places slow down the processing of electronic records. The fact that people have to travel long distances to submit their records, while the processing time is urgent, also puts a lot of pressure on local officials.
Faced with this reality, the Department of Agriculture and Environment has urgently reviewed all administrative procedures in the field of land at the commune level that have been approved by the Ho Chi Minh City People's Committee. At the same time, it has rebuilt and perfected internal procedures to suit the 2-level local government model, ensuring that procedures are implemented consistently and synchronously throughout the city.
Detailed guidance documents on the process of receiving and handling each type of administrative procedure are being compiled and distributed to localities for uniform use. Personnel from branches of the Land Registration Office have been sent to 168 wards and communes to provide guidance on document processing. A working group consisting of the Land Registration Office, ward and commune leaders and officials directly performing administrative procedures at the local level has also been established to promptly provide guidance when difficulties or problems arise.
Public list of administrative procedures
Recently, the Ho Chi Minh City People's Committee requested departments, branches, sectors, People's Committees of wards, communes, and special zones to publicize the list of administrative procedures under the authority of one-stop-shop units to create favorable conditions for individuals and organizations to access and carry out administrative procedures.
Departments and branches urgently review and determine the suitability of the internal procedures for handling administrative procedures approved by the Chairman of the Ho Chi Minh City People's Committee. At the same time, develop internal procedures for handling administrative procedures that are decentralized, delegated, and have assigned authority; adjust the internal procedures for handling administrative procedures if they are determined to be no longer suitable.
Need to arrange specialized reception desk
During the working session of Mr. Nguyen Van Loi - Member of the Party Central Committee, Head of the National Assembly Delegation of Ho Chi Minh City - and the working delegation with the leaders of Phu My ward on the afternoon of July 9, one of the issues mentioned a lot was solutions to better serve people during the transition period.
Mr. Nguyen Doan Tiet Phuong, Deputy Secretary of Phu My Ward Party Committee, said that after just over a week, the ward's Public Administration Service Center had received 1,719 files for 368 administrative procedures. Of which, more than 1,400 files related to social insurance, police, land... were not under the local jurisdiction.
Based on that reality, the leaders of Phu My ward proposed to soon arrange specialized counters of the Department of Agriculture and Environment, Social Insurance, and Ho Chi Minh City Police right at the ward's Public Administration Service Center. This helps local residents conveniently transact and quickly resolve related documents.
