Da Nang is determined to review, handle, and replace officials and civil servants who are incompetent, irresponsible, or show signs of shirking or avoiding work.

To ensure the stable, smooth, and effective operation of the two-tiered local government system, Da Nang City will continue to adhere to the central government's guidelines, implement tasks according to the "six clear principles," use results as a measure, strengthen inspections, and rotate officials who do not meet requirements. At the same time, it will strengthen the comprehensive leadership role of grassroots Party committees and governments; and innovate leadership thinking and methods towards a more thorough and substantive approach.

We must resolutely replace incompetent and parochial officials.

On April 28, 2026, the Standing Committee of the Da Nang City Party Committee held a meeting chaired by Comrade Nguyen Dinh Vinh, Permanent Deputy Secretary of the Da Nang City Party Committee. At this meeting, the Standing Committee reviewed and imposed disciplinary measures on the Standing Committee of the Tra Tap Commune Party Committee for the 2025-2030 term and Comrade Ha Ra Dieu, Secretary of the Party Committee for the 2025-2030 term and Chairman of the People's Council of Tra Tap Commune for the 2026-2031 term.

After reviewing the Disciplinary Action Proposal from the City Party Committee's Inspection Committee, the Standing Committee of the Da Nang City Party Committee found that: The Standing Committee of the Tra Tap Commune Party Committee for the 2025-2030 term lacked responsibility and failed to adequately inspect and supervise the activities of the Commune People's Council; its leadership and guidance were not thorough enough, allowing Party members and key officials of the commune to not strictly adhere to the principle of democratic centralism and to not correctly implement the City Party Committee's Standing Committee's policies on personnel work; it failed to grasp the situation at the grassroots level, and did not promptly understand the ideological developments among cadres and Party members, causing negative public opinion and affecting the prestige of the Commune Party Committee and local government.

As the Party Secretary and Chairman of the People's Council of Tra Tap commune, and the presiding officer of the first session of the People's Council of Tra Tap commune for the 2026-2031 term, Comrade Ha Ra Dieu bears primary responsibility for the violations and shortcomings of the Standing Committee of the Party Committee of Tra Tap commune for the 2025-2030 term; he has shown ideological and political degeneration, violated the principle of democratic centralism, violated the rules that Party members are not allowed to break, and failed to set an example as the head of the Party committee.

Considering the content, nature, extent, consequences, and causes of the violations and shortcomings; based on the Party's regulations on disciplinary action against violating Party organizations and members, the Standing Committee of the City Party Committee decided to discipline the Standing Committee of the Tra Tap Commune Party Committee for the 2025-2030 term with a reprimand; and to discipline Comrade Ha Ra Dieu by removing him from his position as a member of the Tra Tap Commune Party Committee for the 2025-2030 term.

Shortly thereafter, on May 5th, the Standing Committee of the City Party Committee decided to transfer Ms. Pham Thi My Hanh, Deputy Secretary of the Standing Committee of Tra Tap Commune, to work at the Vietnam Fatherland Front Committee of Da Nang City. The Chairman of the Da Nang City People's Committee also issued a decision to transfer Mr. Le Trung Thuc, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tra Tap Commune, to work at the Da Nang Investment and Construction Project Management Board for Transportation and Agriculture Projects.

To replace the officials who were recently disciplined or transferred, the Standing Committee of the Da Nang City Party Committee has transferred and appointed Mr. Vo Nhu Toan, Deputy Director of the Da Nang City Department of Agriculture and Environment, to participate in the Party Committee Executive Board, the Party Committee Standing Committee, and to hold the position of Secretary of the Party Committee of Tra Tap commune for the 2025-2030 term; and transferred and appointed Mr. Nguyen The Anh, Permanent Deputy Secretary of the Party Committee of Tra Lien commune, to participate in the Party Committee Executive Board, the Party Committee Standing Committee, and to hold the position of Deputy Secretary of the Party Committee of Tra Tap commune for the 2025-2030 term, and nominated him for election by the People's Council of Tra Tap commune to hold the position of Chairman of the People's Committee of the commune for the 2026-2031 term.

According to Mr. Doan Duy Tan, Head of the Organization Department of the Da Nang City Party Committee, in line with the viewpoint that "personnel work is the key of keys," the Organization Department of the City Party Committee has played its role as a strategic advisory body, proactively and promptly advising the Standing Committee of the City Party Committee on comprehensively leading and directing the work of reorganizing the organizational structure and assigning and utilizing the team of cadres in the context of the transformation of the two-tiered local government organizational model. The resolute replacement of a series of key cadres in Tra Tap commune recently was a strict implementation of regulations on recruitment, planning, appointment, rotation, assignment, utilization, and dismissal of cadres, civil servants, and public employees, ensuring the principle of "in and out," "promotion and demotion." Cadres are the foundation of all work; it is crucial to avoid allowing incompetent or parochial cadres to negatively impact the development of the locality, agency, or unit.

Building a team of leaders who are dedicated, competent, and possess strong character.

The Head of the Da Nang City Party Committee's Organization Department assessed that, after nearly a year of implementing the two-tiered local government model, the reorganized staff of officials and civil servants is generally stable, meeting job requirements, ensuring the principle of "the right person, the right job, the right position," and maintaining the continuous and smooth operation of the political system. Alongside the achievements, there are still limitations and difficulties such as the unbalanced allocation and placement of officials across different areas; some officials have not yet adapted to the new requirements and tasks, still working according to the methods and habits of the old ward/commune model; the leadership and management capacity and professional skills of some officials do not yet meet the requirements of the new working methods and the demands of reality; and there is a shortage of highly specialized personnel in some fields such as information technology, land, construction, finance, and Party building work.

Speaking at the conference summarizing one year of implementing the reorganization of administrative units at all levels and the operation of local governments at two levels in Da Nang city, held on May 7th, Da Nang City Party Secretary Le Ngoc Quang requested continued strong innovation in the Party's leadership methods over the political system. The city needs to focus on reviewing, amending, and supplementing working regulations, ensuring full updating of new regulations from the Central Committee and the City Party Committee, clarifying the authority and responsibilities of the Executive Committee, Standing Committee, and Party Committee's Standing Board; promoting decentralization and delegation of authority while strengthening inspection, supervision, and enforcement, and tightening administrative discipline and order. The leadership methods of Party committees at all levels should be reformed towards being more thorough, substantive, and effective. Commune-level leaders must have a firm grasp of the situation and proactively handle emerging issues in their areas. We must truly be close to the people, understand their needs, and promptly resolve their difficulties and obstacles in order to support them in developing production, increasing their income, and stabilizing their lives.

The Secretary of the Da Nang City Party Committee particularly emphasized the need for more decisive action in personnel management. He stressed the importance of resolutely reviewing, addressing, and replacing incompetent, irresponsible, and shirking officials and civil servants; and focusing on building a team of leaders and managers at all levels who possess the necessary dedication, vision, and courage to meet the demands of the new situation.

Da Nang City is focusing on thoroughly addressing the imbalance of personnel, particularly by strengthening the workforce at the commune and ward levels with highly specialized expertise. In addition, mechanisms and policies are needed to encourage, reward, and transfer/rotate officials who perform well, demonstrate innovation, and contribute to local socio-economic development. Emphasis should be placed on deploying young, capable, and highly specialized officials to the grassroots level, including both civil servant and leadership positions. The principle is that officials who perform well and achieve tangible results at the grassroots level should be given priority in being placed in suitable positions with opportunities for further training and development upon their return.

“The Standing Committee of the City Party Committee will be very decisive with cases of officials, including young officials, who find excuses to shirk their responsibilities when assigned tasks by the organization. At the same time, we will request a review of the entire political system regarding the number of deputy positions. Currently, many agencies and units have an excess number of deputy positions, with some having more than 10. Therefore, the intention is to review and gradually reduce this number to streamline the apparatus and improve the effectiveness and efficiency of governance...", Mr. Le Ngoc Quang emphasized.
