Maintaining public service discipline during administrative mergers

The Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam issued Conclusion No. 155-KL/TW on May 17, 2025, which requires focusing on managing, monitoring, and urging cadres and Party members to be exemplary, strictly adhere to labor discipline, strive to complete their tasks, and resolutely handle cases of violations and misconduct in organizational and personnel work during the restructuring process; and rectify the situation of working half-heartedly, affecting the operation of the apparatus.

At meetings of the Provincial People's Committee, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, always emphasized the proactive and decisive spirit in implementing tasks. He particularly instructed departments, agencies, and localities to focus on the reorganization of the administrative apparatus, the merger of commune-level administrative units, and the preparation of all necessary conditions related to the elimination of district-level administrative units and the provincial merger plan. At the same time, he stressed the need to resolutely address any signs of inertia, a wait-and-see attitude, or avoidance of responsibility during the transition period, and to tighten administrative discipline and order to ensure the smooth, effective, and efficient operation of the apparatus.

Officials and civil servants handle administrative procedures at the one-stop service department of Duc Ninh Commune People's Committee (Ham Yen District).

In Resolution No. 1684/NQ-UBTVQH15, adopted on June 16, 2025, the Standing Committee of the National Assembly resolved to reorganize the commune-level administrative units of Tuyen Quang province in 2025. After the reorganization, Tuyen Quang province will have 124 commune-level administrative units, including 117 communes and 7 wards. This is a decisive step in the administrative reform roadmap, aiming to streamline the apparatus and improve the effectiveness and efficiency of state management at the grassroots level. During the transition process, it is crucial to ensure that routine tasks are not interrupted. The reception and resolution of citizens' affairs will be maintained continuously, smoothly, and effectively; there will be no delays, gaps, or stagnation in the performance of official duties.

In Phu Luu commune (Ham Yen district), one of the units slated for merger, officials and civil servants are currently working diligently, handling tasks and administrative procedures in accordance with regulations. "We clearly understand this is an important political task, and all activities are proceeding smoothly, ensuring that the rights of the people are not affected," shared Nguyen Van Quyen, a civil servant in the Justice and Civil Registry department of the commune.

Currently, a proactive and responsible work ethic is prevalent in many localities. In Xuan Lap commune (Lam Binh district), Mr. Giang Xuan Dinh, Chairman of the People's Committee, affirmed: "Even a day's delay affects the entire system. We are determined not to wait or pass the buck. Officials must stay close to the people, complete the preparation of documents and files for the merger, and handle administrative procedures promptly and in accordance with regulations."

Ms. Le Thi Huyen, a resident of Tien Bo commune (Yen Son district), said: “I went to the commune's one-stop service center to request background checks and prepare my application for employment. I thought I would have to wait a long time because the commune was in the process of being merged, but unexpectedly, everything went very quickly and smoothly.”

According to the results of the Index for directing, managing, and evaluating the quality of service to citizens and businesses in the implementation of administrative procedures in April 2025, Tuyen Quang province achieved a total score of 76/100 points, ranking 24th out of 63 localities nationwide (an increase of 23 places compared to March 2025).

Specifically, the score for progress in resolving administrative procedures was 18.6/20 points, an increase of 0.1 point compared to March 2025, with the entire province achieving a timely and on-time resolution rate of 92.89%. Notably, the score for transparency and openness was 10.6/18 points, an increase of 3.3 points compared to March 2025, showing that units not only maintained stable operations but were also proactively improving processes and promoting efficient service to the people.

Ready to enter a new phase

The spirit of urgency is also clearly demonstrated in the disbursement of public investment capital. As of April 2025, Tuyen Quang had disbursed 31.08% of the planned state budget capital, becoming a "bright spot" and rising to 7th place nationwide.

Many key projects such as the Tuyen Quang - Ha Giang expressway, the provincial general hospital, and the Son Duong bypass road are accelerating towards completion, thanks to the timely guidance and resolution of difficulties by leaders at all levels and the determination of contractors, investors, engineers, and workers to exceed the schedule by working "3 shifts, 4 teams" to finish on time.

Administrative reform is not just about merging units or streamlining the apparatus. It is also an opportunity to reassess operational capacity, strengthen the government apparatus, and build a team of dynamic, disciplined officials who are committed to the people.

During this transitional period, maintaining the smooth flow of public services, keeping up with project implementation schedules, and ensuring the rights of citizens and businesses are the measures of reform effectiveness. Proactiveness, without waiting or procrastination, must become the guiding principle for every official and every unit. This is also the foundation for maintaining momentum and confidently embarking on a new path as the organizational structure is streamlined and operates more effectively and efficiently.
