- Reorganizing administrative units and reforming the organizational apparatus is the current key political task. In the transitional period, correcting the mentality of restraint, maintaining discipline, and ensuring work progress are urgent requirements. With a proactive and decisive spirit, the whole province is making efforts to ensure that all work is carried out smoothly, serving the people effectively, and not allowing work to be interrupted.

Maintaining public discipline in administrative mergers

The Politburo and the Central Party Secretariat issued Conclusion No. 155-KL/TW dated May 17, 2025, requiring attention to management, monitoring, and urging cadres and party members to be exemplary, strictly comply with labor discipline, strive to fulfill their tasks, resolutely handle violations and mistakes in organizational and personnel work when implementing arrangements; rectify the situation of working in a half-hearted manner, affecting the operation of the apparatus.

At the meetings of the Provincial People's Committee, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee always emphasized the spirit of initiative and determination in implementing tasks. He especially reminded departments, branches and localities to focus on the work of reorganizing the apparatus, merging commune-level administrative units, fully preparing conditions related to not organizing at the district level and the plan to merge the province. At the same time, resolutely correct the signs of stagnation, waiting mentality, and avoidance of responsibility during the transition period, requiring tightening of discipline and administrative discipline to ensure the apparatus operates smoothly, effectively and efficiently.

Officials and civil servants handle administrative procedures at the one-stop department of Duc Ninh Commune People's Committee (Ham Yen).

In Resolution No. 1684/NQ-UBTVQH15 passed on June 16, 2025, the National Assembly Standing Committee resolved to rearrange commune-level administrative units of Tuyen Quang province in 2025. After the rearrangement, Tuyen Quang province has 124 commune-level administrative units, including 117 communes and 7 wards. This is a drastic step in the administrative reform roadmap, aiming to streamline the apparatus, improve the effectiveness and efficiency of state management at the grassroots level. During the transition process, it is determined not to let regular tasks be interrupted. The reception and settlement of work for people is still maintained continuously, smoothly and effectively; there is no waiting, vacancy or stagnation in the performance of public duties.

In Phu Luu commune (Ham Yen), one of the units subject to merger, officials and civil servants are currently working seriously, handling work and administrative procedures in accordance with regulations. "We clearly identify this as an important political task, all activities are still taking place smoothly, not affecting the rights of the people", said Mr. Nguyen Van Quyen, a civil servant of the commune's Justice - Civil Status Department.

Currently, the spirit of proactive and responsible work is taking place in most localities. In Xuan Lap commune (Lam Binh), comrade Giang Xuan Dinh, Chairman of the Commune People's Committee affirmed: "Delaying by one day will affect the whole system, we are determined not to wait, not to push. Officials must stick close to the people, complete the preparation of files and documents for the merger and handle administrative procedures promptly and in accordance with regulations".

Ms. Le Thi Huyen, a resident of Tien Bo commune (Yen Son) said: “I went to the commune’s one-stop shop to get my personal history confirmed and prepare my documents for work. I thought I would have to wait a long time because the commune was in the process of merging, but I didn’t expect everything to go so quickly.”

According to the Results of the Index for Directing, Managing and Evaluating the Quality of Service for People and Enterprises in Performing Administrative Procedures in April 2025, the total score of the Index of Tuyen Quang province reached 76/100 points, ranking 24/63 localities nationwide (up 23 places compared to March 2025).

In particular, the score for assessing the progress of handling administrative procedures is 18.6/20 points, an increase of 0.1 point compared to March 2025, the whole province achieved a rate of handling documents on time and within the deadline of up to 92.89%. In particular, the score for assessing publicity and transparency is 10.6/18 points, an increase of 3.3 points compared to March 2025, showing that units not only maintain stable operations but are also proactively improving processes, promoting efficiency in serving people.

Ready to enter the new phase

The spirit of urgency is also clearly demonstrated in the disbursement of public investment capital. As of April 2025, Tuyen Quang has disbursed 31.08% of the State budget capital plan, a "bright spot" and rose to 7th place nationwide.

Many key projects such as Tuyen Quang - Ha Giang Expressway, Provincial General Hospital, Son Duong bypass... are accelerating towards the finish line, thanks to the timely direction and removal of difficulties from leaders at all levels and the determination to exceed the schedule of contractors, investors, engineers, and workers competing to work "3 shifts, 4 shifts" to reach the finish line on time.

Administrative reform does not stop at merging units or streamlining the apparatus. This is also an opportunity to re-evaluate operational capacity, consolidate the government apparatus, and build a team of dynamic, disciplined, and people-oriented cadres.

In the current transition period, maintaining the smoothness in handling public affairs, maintaining the progress of project implementation, and ensuring the rights of people and businesses are the measures for the effectiveness of reform. Proactivity, not waiting, not holding back, needs to become the consistent spirit of each cadre and each unit. That is also the foundation for maintaining the momentum of development, confidently stepping on a new path when the organization is streamlined, operating more effectively and efficiently.
