Do not leave 'hot spots' in complaints and denunciations

According to many people, the work of receiving citizens, handling petitions, complaints and denunciations in the province has never changed as clearly as in recent years. Along with regular citizen receptions, leaders of Party committees and authorities at all levels focus on reviewing and promptly resolving outstanding and pressing issues in the locality.

In the first six months of this year (before the administrative unit merger), administrative agencies in Thai Nguyen province received 2,464 citizens, a decrease of 2.2% compared to the same period in 2024. Among these, there were 20 large groups, an increase of 8 groups compared to the same period. For Bac Kan province before the merger, the total number of citizens received by administrative agencies was 285, a decrease of 6.9% compared to the same period in 2024, with no large groups.

In implementing Regulation No. 11-QDi/TW and Project No. 06-DA/TU on “Strengthening the leadership of Party committees at all levels in the work of receiving citizens and resolving complaints and denunciations in the province, 2021-2025 period”, the Provincial Party Standing Committee and Party committees at all levels have issued and strictly implemented the Regulations on Party Secretaries receiving citizens, organizing direct dialogues with citizens, and promptly handling feedback and suggestions. Monthly, the Provincial Party Secretary and the Chairman of the Provincial People's Committee directly receive citizens and direct the resolution of cases at the grassroots level.

For example, at the regular citizen reception conference in July, Comrade Trinh Viet Hung, Alternate Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, directly received citizen Duong Van Chinh, residing in Tan My 1 hamlet, Bach Quang ward. In his petition, Mr. Chinh requested the Provincial Party Secretary to direct relevant agencies to carry out the procedures for handing over and issuing land use right certificates for his family's resettlement land plots L13-25, L13-26, and L13-27, with a total area of ​​450m2, located in the resettlement area serving the land clearance for Song Cong II Industrial Park. He also requested that the land price be applied according to the law at the time the State reclaimed the land and that he be provided with housing rental assistance from the time of land handover until he receives the resettlement land.

After listening to the citizens' presentations and the suggestions from representatives of the participating agencies and units, the Provincial Party Secretary concluded: Mr. Duong Van Chinh's request is entirely justified. He instructed the Standing Committee of the Bach Quang Ward Party Committee to direct the Ward People's Committee to preside over and coordinate with relevant agencies and units to thoroughly consider and resolve the matter in accordance with the law, ensuring the legitimate rights and interests of citizens. The implementation must be completed before July 31, 2025.

Speaking with us, lawyer Nguyen Van Thinh of Nang & Parnen Law Office, the legal representative for the family of citizen Duong Van Chinh, assessed: During the meeting, the Provincial Party Secretary listened attentively to the concerns and aspirations of the citizens. With the decisive direction of the Provincial Party Secretary, the departments, agencies, and localities have taken action to resolve the case completely. To date, Mr. Chinh's family has been allocated land on-site and has received a decision on resettlement land allocation. The fact that the case dragged on for so long is partly due to the complex history of land ownership and the lack of good coordination among agencies and localities, which forced the family to seek the help of a lawyer.

Along with receiving citizens' petitions, the handling of complaints and denunciations (KNTC) was strictly implemented. Before the merger, Thai Nguyen province received 3,677 petitions, of which 12 were within its jurisdiction; the remaining 3,665 were petitions that were not processed, requests, suggestions, feedback, or were outside its jurisdiction. During the same period, Bac Kan province received 998 petitions, including 10 complaints and denunciations within its jurisdiction; the remaining 988 were petitions that were not processed, requests, feedback, or were outside its jurisdiction.

Complaints and denunciations falling under the jurisdiction of the Provincial People's Committee are directed to be resolved completely by the relevant agencies.

According to assessments, after more than six years of implementing Regulation No. 11-QDi/TW of the Politburo, the awareness and responsibility of heads of Party committees and governments at all levels in carrying out citizen reception work and resolving complaints, petitions, and feedback have significantly improved. The provincial leadership has decisively directed citizen reception and handling of petitions, focusing on timely and effective resolution, while also improving the quality of resolution. Many cases involving large numbers of people, complex issues, and long-standing problems have been resolved definitively at the grassroots level from the moment they arise. This work contributes to ensuring the legitimate rights and interests of citizens, while also fostering trust and high levels of public consensus towards the Party and government.

To further improve the effectiveness of citizen reception services, at the end of July, the People's Committee of Thai Nguyen province issued Plan No. 13/KH-UBND on coordinating the organization of citizen reception services.

Accordingly, the Provincial People's Committee assigned the Provincial People's Committee Office, through the Provincial Citizen Reception Board, to develop a plan for receiving citizens throughout the period of the Party Congresses at all levels and the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term. The Office will advise on organizing regular, periodic, and unscheduled citizen reception sessions; monitor and classify cases, propose appropriate solutions; and at the same time, closely monitor the situation of citizens' complaints and denunciations to promptly recommend that competent authorities resolve them completely, preventing the emergence of "hot spots".
