Do not leave 'hot spots' in complaints and denunciations

According to many people, the work of receiving citizens, handling petitions, complaints and denunciations in the province has never changed as clearly as in recent years. Along with regular citizen receptions, leaders of Party committees and authorities at all levels focus on reviewing and promptly resolving outstanding and urgent issues in the locality.

In the first 6 months of this year (before the administrative unit merger), administrative agencies in Thai Nguyen province received 2,464 citizens, down 2.2% compared to the same period in 2024. Of these, 20 were large groups, an increase of 8 groups compared to the same period. For Bac Kan province before the merger, the total number of citizens received by administrative agencies was 285, down 6.9% compared to the same period in 2024 and there were no large groups.

Implementing Regulation No. 11-QDi/TW and Project No. 06-DA/TU on "Strengthening the leadership of Party committees at all levels in the work of receiving citizens, handling complaints and denunciations in the province, period 2021-2025", the Standing Committee of the Provincial Party Committee and Party committees at all levels have issued and strictly implemented the Regulation on Party Committee Secretaries receiving citizens, organizing direct dialogues with people, and promptly handling reflections and recommendations. Every month, the Provincial Party Committee Secretary and the Chairman of the Provincial People's Committee directly receive citizens, direct the resolution of cases at the grassroots level.

For example, at the regular citizen reception conference last July, comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, directly received citizen Duong Van Chinh, residing in Tan My 1 hamlet, Bach Quang ward. In the petition, Mr. Chinh requested the Provincial Party Secretary to direct the relevant agencies to carry out the handover procedures and issue the Certificate of land use rights for resettlement to his family at lots L13-25, L13-26, L13-27, with a total area of 450m2, in the resettlement area serving the site clearance of Song Cong II Industrial Park. At the same time, he requested to apply the land price according to the law at the time the State reclaimed the land and support the house rent from the time of handing over the site to receiving the resettlement land.

After listening to the citizen's presentation and listening to the proposed opinions of the representatives of the participating agencies and units, the Provincial Party Secretary concluded: Mr. Duong Van Chinh's proposal is completely legitimate. He assigned the Standing Committee of the Bach Quang Ward Party Committee to direct the Ward People's Committee to preside over and coordinate with relevant agencies and units to consider and resolve the matter in accordance with legal regulations, ensuring the rights and legitimate interests of citizens. The implementation results must be completed before July 31, 2025.

Talking to us, lawyer Nguyen Van Thinh, Nang & Parnen Law Office, the legal representative for citizen Duong Van Chinh's family, commented: At the meeting, the Provincial Party Secretary listened to the thoughts and aspirations of the citizens. With the strong direction of the Provincial Party Secretary, departments, branches, and localities have stepped in to resolve the case. Up to now, Mr. Chinh's family has been allocated land in the field, and has a decision on land allocation for resettlement. In fact, the incident has lasted so long, partly due to the complicated land history and poor coordination between agencies and localities, so the family was forced to seek the help of a lawyer.

Along with citizen reception, the settlement of complaints and denunciations (KNTC) is directed to be implemented seriously. Before the merger, Thai Nguyen province received 3,677 petitions, of which 12 KNTC petitions were within its jurisdiction; the remaining 3,665 petitions were unaccepted petitions, requests, recommendations, reflections or were not within its jurisdiction. During the same period, Bac Kan province received 998 petitions, including 10 KNTC petitions within its jurisdiction; the remaining 988 petitions were unaccepted petitions, requests, reflections or were not within its jurisdiction.

Complaints and petitions under the authority of the Provincial People's Committee are directed to be resolved by competent authorities.

According to the assessment, after more than 6 years of implementing Regulation No. 11-QDi/TW of the Politburo, the awareness and responsibility of leaders of Party committees and authorities at all levels in implementing the work of TCD, resolving complaints, recommendations and reflections have been significantly improved. The work of receiving citizens and handling petitions has been directed by the provincial leaders, focusing on timely and effective resolution, while improving the quality of resolution. Many crowded, complicated and prolonged cases have been resolved at the grassroots level right from the time they arise. Thereby, this work contributes to ensuring the rights and legitimate interests of citizens, while creating high trust and consensus among the people towards the Party and the government.

To continue to improve the effectiveness of citizen reception work, at the end of July, the People's Committee of Thai Nguyen province issued Plan No. 13/KH-UBND on coordinating citizen reception.

Accordingly, the Provincial People's Committee assigned the Provincial People's Committee Office, through the Provincial Citizen Reception Committee, to develop a plan to receive citizens during the Party Congresses at all levels and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The Office will advise on organizing regular, periodic and ad hoc citizen reception sessions; monitor and classify cases, propose appropriate handling options; at the same time, grasp the situation of citizens' complaints and denunciations to promptly recommend competent authorities to resolve them thoroughly, not allowing "hot spots" to arise.
