Project implementation on schedule
From July 1, 2025, the two-level local government will officially operate. Fully recognizing the challenges from the transition process, Tay Ninh province has carefully prepared and directed strongly to ensure the progress of project implementation, disbursement of public investment capital, and to avoid "responsibility gaps" during the transition process.
According to the Department of Construction, the province is currently implementing many important projects to create momentum for socio-economic development, with regional connectivity such as the Ho Chi Minh City - Moc Bai Expressway Project, Go Dau - Xa Mat Expressway Project, Phase 1 from Go Dau to Tay Ninh City (old), Cach Mang Thang Tam Street Renovation Project, from Quan Bridge to Dien Bien Phu Street,... Up to now, most of the projects have been implemented on schedule.
The project to renovate Cach Mang Thang Tam Street (from Quan Bridge to Dien Bien Phu Street) has a route length of 4.7km, a design speed of 50km/h, a road surface width of 27m with 4 lanes and sidewalks. This is one of the province's key projects to connect tourism and develop trade.
In addition, Cach Mang Thang Tam Street has been in use for a long time, so the road surface is small and narrow, many areas are degraded; the old drainage system does not ensure drainage during the rainy season, so local flooding often occurs. The Cach Mang Thang Tam Street Improvement Project will install a new longitudinal sewer system to drain rainwater. Surface water is collected directly from the road surface at the inlets into the longitudinal sewer system and discharged into the existing canals and ditches at Quan Bridge, through sewer systems on traffic routes in accordance with the planning and overall flood prevention project in Tay Ninh City and Hoa Thanh Town (old) (Hoang Le Kha, Nguyen Trai, Lac Long Quan streets,...).
However, the project encountered some difficulties and obstacles in site clearance. The Provincial People's Committee also requested that the project be implemented in a manner that ensures traffic safety, does not cause environmental pollution, and minimizes impacts on people's lives and business activities, etc. Following the direction of the Provincial People's Committee, the units actively resolved difficulties, had appropriate construction plans, and specified responsibilities for overcoming incidents caused by the construction process to neighboring works and houses in the area, etc. The project's construction period is expected to be from March 31, 2025 to March 31, 2026.
In addition to key traffic projects, in 2025, the province will also implement many other key projects related to culture, sports, tourism, industry, etc. The project to restore and embellish a number of items and works belonging to the special national historical relic site of the Southern Central Bureau Base is one of the key projects of Tay Ninh province, carried out to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day. The project includes upgrading and restoring many important items, installing modern digital equipment and applying 3D mapping technology to screen documentary films, contributing to improving the effectiveness of propaganda, educating revolutionary traditions and experiences for tourists. The project was inaugurated on April 19, 2025. However, for the construction package including additional items, the contractor has been speeding up the progress. The entire volume is expected to be completed before July 15, 2025.
Efforts to complete the task of disbursing public investment capital
With great efforts and determination, by May 31, 2025, Tay Ninh province (old) disbursed more than 1,120 billion VND, reaching 18.65% of the plan assigned by the Prime Minister and 18.62% assigned by the Provincial People's Council. Estimated disbursement by June 30, 2025 is more than 2,240 billion VND, reaching 37.28% of the plan assigned by the Prime Minister and 37.24% of the plan assigned by the Provincial People's Council; foreign capital (ODA) disbursed 6,165 billion VND, reaching 100% of the plan. For Long An province (old), by May 28, 2025, disbursed more than 2,905 billion VND, reaching 30.11% of the plan assigned by the Prime Minister, reaching 28.1% of the plan allocated by the Provincial People's Committee.
To ensure the progress of public investment capital disbursement in 2025, the Provincial People's Committee requires the management of public investment capital to comply with the Law on Public Investment; investors focus on deploying and implementing projects, speeding up the progress of public investment capital disbursement to ensure compliance with regulations; promoting the restructuring of public investment expenditure, focusing on and prioritizing key projects, serving the goal of economic development; improving the effectiveness and efficiency of allocating and disbursing public investment capital, avoiding loss and waste, promoting the role of public investment as incentive capital, attracting social resources.
Investors focus on deploying and implementing projects within the assigned capital plan to avoid pressure on capital plans (avoid causing outstanding debts in basic construction), have solutions to speed up construction progress to reduce the load during the rainy months, ensure the completion of the plan, complete settlement records and finalize completed projects; coordinate with construction units to fully and promptly carry out procedures to disburse capital according to construction progress and assigned capital plan, speed up the disbursement progress of public investment capital to ensure compliance with regulations.
The province also requested specialized agencies to actively coordinate and promptly resolve difficulties and problems in the process of capital allocation, capital adjustment, capital management and payment of public investment capital; speed up the implementation progress of projects, overcome the situation of subjectivity and lack of initiative at the beginning of the year, concentrating on the last months of the year, leading to failure to complete the assigned capital plan;…/.
