At the construction site of the Provincial Road 396 extension project (the section connecting Provincial Road 391 to Provincial Road 390) in Chi Minh commune, each road and bridge construction site is operating continuously. Workers are busy leveling, compacting, installing drainage culverts, taking advantage of every sunny hour to speed up construction. Trucks carrying materials come and go one after another, the working atmosphere is bustling with determination to bring this road to the finish line on time.
The investment project to build the extended provincial road 396 (the section connecting provincial road 391 to provincial road 390) has a total length of about 7.61 km, with a total investment of more than 846 billion VND. The road section is invested and built according to the scale of a grade 3 plain road, with a design speed of 80 km/h, a 12 m wide roadbed, an 11 m wide road surface, and a high-grade asphalt concrete surface structure A1. In which, the section from km0 - km5+296.56 passing through the communes of Lac Phuong, Chi Minh, and Ha Dong, about 5.27 km long, is completely new. The section of provincial road 390 from km6+80-km7+610.60 in the commune of Ha Dong, about 1.53 km long, is renovated and upgraded.
At the same time, the project will build a bridge over the river with a prestressed reinforced concrete structure, a bridge width of 12 m, and a navigational gauge for level 3 rivers. The starting point of the project connects to the East-West axis intersection in Lac Phuong commune. The route passes through Chi Minh commune, crosses Thai Binh river, goes to Ha Dong commune and continues along the existing road connecting to the intersection between provincial road 390 and the Quang Thanh bridge approach road. The project started in January 2025 and is expected to be completed in September 2026.
Ms. Hoang Thi Lan, a resident of Lac Phuong commune, said that in the past, to go to Ha Dong commune, people often had to take a detour of dozens of kilometers or take Bau or Lang ferries. When the new road is completed, people only need to cross the bridge to reach Ha Dong commune. From this road, crossing Quang Thanh bridge will lead to localities in the East Hai Phong area. Therefore, people hope that the project will be completed soon so that traffic will be easy and convenient.
The project to invest in the construction of the extended provincial road 396 after completion will also complete the regional traffic infrastructure network according to the planning, forming the belt axis of the West Hai Phong area. This route connects with the Hanoi - Hai Phong expressway and National Highway 37, Quang Thanh Bridge..., creating favorable conditions for traffic and linking the southern localities of the city with neighboring provinces and cities.
According to the representative of the West Hai Phong Construction Investment Project Management Board, up to now, the road part of the project has completed the foundation construction, formwork, and earth filling of about 3.4 km/5.27 km, weak soil treatment and wicking construction of about 0.7 km/1.95 km, and at the same time, the loading and drainage system are being implemented. Overcoming difficulties, speeding up construction
Mr. Tran Ngoc Duong, Site Commander, said that during the project implementation, the construction unit encountered many difficulties, especially the scarcity of materials in the early stages of the year. Important materials such as steel, sand, soil, and stone were in serious shortage, directly affecting the construction progress. Up to now, these difficulties have been gradually resolved, except for sand, which is still scarce because many mines have not been allowed to resume operations, causing great pressure on the construction plan.
In addition, the construction site of the Thai Binh River Bridge was affected by the tides. From 6 p.m. the previous day to about 8 a.m. the next day, the water level rose, making it impossible for workers to work at night. On the other hand, due to the impact of storm No. 3 and storm No. 5, the rising river water level combined with prolonged rainy weather also caused the public road system to be flooded, making it difficult for vehicles transporting concrete and steel to move.
To overcome the above situation, the unit proactively adjusted appropriate construction organization measures. The contractor mobilized maximum human resources and equipment, divided into 9 construction teams, including 4 road construction teams and 5 bridge construction teams. At the construction site, there were always about 60 engineers, workers and about 20 machines and equipment working. Taking advantage of favorable weather, the contractors urgently accelerated and made up for the construction progress.
“We will coordinate with other construction sites to add manpower when needed, continuously review and adjust progress, and overcome difficulties to ensure completion on schedule as committed to the investor,” said Mr. Tran Ngoc Duong.
