Ninh Binh: Focusing on many solutions, promoting the effectiveness of policy credit in the new period

Implementing Directive No. 39-CT/TW of the Secretariat and Decision No. 1560/QD-TTg of the Prime Minister, after the merger, Ninh Binh province has quickly concretized the policy of improving the effectiveness of social policy credit with many synchronous and practical solutions. Strong movements in direction, management and implementation have affirmed the importance of policy credit in the province's strategy of human development, sustainable poverty reduction and social security.

Bringing policy capital closer to the people

Social policy credit is not only a pillar of the national social security system, but also a particularly important capital channel, demonstrating the superiority of our regime. After the Central Party Secretariat issued Directive No. 39-CT/TW dated October 30, 2024 on improving the effectiveness of social policy credit in the new period, and the Prime Minister issued Decision No. 1560/QD-TTg dated July 18, 2025, the People's Committee of Ninh Binh province promptly directed the entire political system to thoroughly grasp the spirit of the directive and deploy specific actions.

In particular, Plan No. 73/KH-UBND dated September 18, 2025 established a comprehensive action framework, clearly assigning responsibilities among departments, branches, localities and the Vietnam Bank for Social Policies (VBSP), considering this a key task in the province's human development strategy. Immediately after the merger, the Provincial People's Committee issued a series of directives to ensure that policy credit activities are not interrupted and maintained smoothly from the province to the grassroots level.

The implementation of policy credit is closely linked to national target programs and the province's socio-economic development plan. From the beginning of 2025 to now, the whole province has disbursed VND 3,843 billion to more than 56,600 customers, recovered VND 2,888 billion, raising the total outstanding debt to VND 13,612 billion, an increase of 7.52% compared to the end of 2024. Accordingly, more than 213,000 poor households and policy beneficiaries are enjoying this preferential capital source, demonstrating the strong spread of the humane policy "for the people, by the people, for the sustainable development of the community".

Not stopping there, Ninh Binh has proactively issued its own policies suitable to local characteristics. Previously, Nam Dinh province (old) approved the Project to support credit capital for purchasing and leasing social housing in the 2025-2030 period with a scale of 550 billion VND; Ninh Binh (old) added 20 billion VND in entrusted capital for lending to social housing and national target programs; Ha Nam (old) continued to implement projects to support youth start-ups, create jobs, and develop social housing in the 2022-2025 period... This is a new approach, shifting from "direct support" to "giving development opportunities", encouraging people to rise up with their own capacity. From preferential capital, thousands of households have expanded production models, started clean agriculture, developed craft villages, increased income and gradually escaped poverty sustainably.

A bright spot in management is the integration of policy credit with new rural development programs. Nearly 90% of total outstanding loans are invested in rural agricultural areas, supporting people in remote and isolated areas to improve their livelihoods, build clean water works, houses, barns, develop livestock and crops. Along with that, credit quality is guaranteed with an overdue debt rate of only 0.14%, debt suspension rate of 0.02%, lower than the national average. The whole province has 6,213 savings and loan groups, of which 91.4% are classified as good, reflecting the effectiveness of the grassroots democracy model and the role of political and social organizations in capital management. Thousands of women's union officials, farmers, veterans, and youth union members have become "extended arms" of the VBSP in guiding, supervising, and urging the proper use of capital.

Ensure smooth credit channels

After the merger, Ninh Binh province identified the key task as perfecting the organizational model, consolidating the apparatus and innovating policy credit management methods in the spirit of Resolution 60-NQ/TW of the 11th Central Conference, 13th tenure and the Development Strategy of the Vietnam Bank for Social Policies to 2030.

Since July 2025, the Provincial People's Committee has completed the Provincial Social Policy Bank Board of Directors Representative Board consisting of 10 members, headed by the Vice Chairman of the Provincial People's Committee, with members being leaders of key departments and branches: Finance, Agriculture, State Bank, Women's Union, Farmers' Association, Youth Union, Veterans Association... This model helps to directly connect the Party Committee - government - mass organizations with the banking system, ensuring that all policies are implemented synchronously, consistently and transparently.

Director of the Provincial Social Policy Bank Pham Duc Cuong said: After the administrative reorganization, Ninh Binh currently maintains 21 transaction offices and 397 transaction points in communes, regularly serving people in 129 communes and wards. The method of "transactions at communes, on-site service" which is a unique feature of the Social Policy Bank continues to be promoted, helping to save costs, creating maximum convenience for borrowers, while strengthening direct supervision of local authorities. Along with that, the human resources of the Provincial Social Policy Bank after the merger include 358 professional staff, of which 62 have master's degrees, 238 have university degrees, ensuring high professional qualifications and a sense of responsibility for the community. This team is the bridge between policy and practice, "bringing capital to villages and communes, bringing the Party's trust to each household".

In particular, Ninh Binh is a pioneer in applying information technology and digital transformation in policy credit activities: publicly looking up records and procedures using QR codes at transaction points; deploying unified credit management software; performing 100% of interest and deposit transactions via electronic applications. Digitalization not only improves service efficiency but also increases publicity, transparency, limits errors, and ensures "credit goes hand in hand with trust".

Along with that, the province continues to promote capital diversification, promote the movement "Saving money to join hands for the poor", mobilize social resources through socio-political organizations and individuals in the area. By the end of the third quarter of 2025, the total policy credit capital reached 13,625 billion VND, of which the capital entrusted locally reached more than 1,095 billion VND, an increase of 346 billion VND compared to the beginning of the year, completing 138.6% of the growth plan.

In the 2026-2030 period, the Ninh Binh Provincial People's Committee has determined that the focus is to shift from direct support to support through preferential credit. Therefore, the province will continue to balance and prioritize local budgets entrusted through the Vietnam Bank for Social Policies, focusing on lending to create jobs, social housing, national target programs, support small businesses, innovation and digital transformation. Along with that, policy communication will be promoted, helping people understand their rights and obligations in borrowing, grasp the process, and avoid dependence. Authorities at all levels will strengthen inspection, supervision, timely handling of risky debts, ensuring loan safety, and encouraging the model of "borrowing correctly - paying correctly - getting rich legitimately".
