Nearly 18 trillion VND has been allocated for the Ring Road 4 project.
This morning (August 27), Chairman of Hanoi People's Committee Tran Sy Thanh chaired a meeting to listen to reports and urge the progress of a number of key traffic projects.
Regarding the investment project to build Ring Road 4 - Hanoi Capital Region, the Hanoi Traffic Construction Investment Project Management Board (PMU) said that up to now, the city has allocated capital of more than VND 17,965 billion, disbursed more than VND 9,837 billion, reaching 54.76%, of which in 2024, more than VND 2,024/7,300 billion will be disbursed, reaching 27.72%.

Regarding the site clearance work of component project 1.1, localities have cleared 779.92/798.67ha, reaching 97.65%, the remaining 18.75ha have not completed the site clearance work. It is expected that districts will complete the additional land acquisition work and hand over before September 30.
Specifically, the Hanoi Traffic Construction Project Management Board has received 771.46/779.92ha, equivalent to 48.35km/52.43km, reaching 98.92% of the land area that has been cleared so far. Localities have basically completed the approval of land prices for departure and arrival, completed the technical infrastructure of 13/13 resettlement areas and arranged resettlement for 273/818 households.
Regarding the progress of project component 2.1, currently the contractors of 4 construction packages are simultaneously deploying 32 construction teams to speed up the work of gathering sand and soil to the construction site and carrying out loading at qualified locations.
After 14 months since the commencement date, the output has reached about 1,261/4,205 billion VND (30%). The project is expected to be completed in the fourth quarter of 2025. Component 3 completed the selection of investors in December 2024; negotiated, finalized, and signed the contract in January 2025; started the public investment sub-project in February 2025.
Regarding the project to upgrade National Highway 6, Ba La - Xuan Mai section, the Hanoi Traffic Construction Project Management Board said that the total investment is 9,590 billion VND, divided into 3 component projects.
The Hanoi Traffic Construction Project Management Board is implementing the construction of 3/5 main construction packages in the entire Chuong My district, 15.87km long, and 2/5 packages in Ha Dong district, expected to start construction in the third quarter of 2024.
However, the project encountered difficulties in the handover of the site as Chuong My district has so far handed over 20.48 ha/85 ha for construction, reaching 24.1% of the land area on the entire route; the handover sections are still intermittent; the construction site has not been handed over in Ha Dong district.
Regarding the investment project to build Thang Long Avenue, the section connecting from National Highway 21 to Hanoi - Hoa Binh Expressway, the Hanoi City Civil Construction Project Management Board said that the total investment of the project is 5,249 billion VND.
Up to now, 76,154.1m2 of land has been handed over in Tien Xuan commune (Thach That district) and the construction of bored piles (45/68 piles), casting concrete components (13/128 beams) is being carried out to serve the construction of the overpass of the planned road Km2+522.5 (belonging to package No. 31); currently waiting for the land to continue construction.

Drive weekly, monthly progress
Concluding the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that units and localities in the area need to be more determined, need to "change their thinking, awareness, way of thinking, and way of doing to perfect infrastructure for the socio -economic development of the capital".
Requesting to speed up site clearance to promote project progress, the Chairman of the City People's Committee said that he will issue a directive to organize a competition to clear site clearance for key projects of the city from now until the end of 2024.
"It is necessary to propose methods and solutions to remove difficulties and obstacles in site clearance work; departments, branches and localities need to promote the progress of projects every week and every month," the Chairman of the City People's Committee added.
The Chairman of the Hanoi People's Committee directed localities to be more drastic in implementing land recovery, site clearance, and preventing re-encroachment of clean sites, while not allowing "hot spots" of social order to arise in project areas.
Chairman of the City People's Committee Tran Sy Thanh noted that resettlement work must ensure that people have "a place to live, income and living conditions equal to or better than their old place of residence"; apply the law in a harmonious, appropriate and correct manner, and not let some small problems or obstacles slow down the progress of the city's key projects and works.
Regarding the Ring Road 4 project - Hanoi Capital Region, the Chairman of the City People's Committee requested that localities try to complete all site clearance work by November 2024 at the latest for handover, speed up construction progress and disbursement of project capital.
