Since July 18, when the storm began to form in the East Sea, the Provincial Party Committee, Provincial People's Committee, Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention have issued many directive documents, organized 6 inspection teams led by provincial leaders to directly go to the grassroots to inspect and direct response work in key areas such as: Tuan Chau, Bai Chay, Ha Long, Cam Pha, Mong Cai, Uong Bi, Hoanh Mo, Van Don special zone... Communes, wards and special zones organized 124 inspections of response work to storm No. 3 and floods in the area.
The work of preparing human resources and means was carried out vigorously. The whole province mobilized more than 1,200 officers and soldiers and shock troops along with dozens of cars, boats and ships of all kinds. Units of Military Region 3 coordinated with more than 1,400 officers and soldiers, ready to mobilize when required. The system of dams, dykes and pumping stations was closely monitored to ensure absolute safety. Functional forces such as border guards, fisheries control, traffic, construction, health ... were assigned to be on duty 24/7.
From 2:00 p.m. on July 20, the entire province organized a sea ban. All 111 passenger ships, 375 tourist ships, and more than 4,280 fishing boats were called to safe shelters. In particular, the province proactively evacuated nearly 7,600 people in aquaculture areas and fishing boats to shore; 513 households living in areas at high risk of flooding and landslides were also promptly evacuated.
Localities promptly reinforced vulnerable points such as Kim Son dyke (Dong Trieu ward), Cai Rong area (Van Don special economic zone), handled trees at risk of falling, reinforced signs, telecommunication poles, etc. to ensure maximum damage caused by strong winds. The traffic system, especially Bai Chay bridge and Ha Long - Van Don expressway, was closely monitored.
Thanks to the early and coordinated response, by the morning of July 22, when storm No. 3 weakened, Quang Ninh recorded no human casualties, only a few trees in Ha Long, Van Don, and Co To were broken, other damages were insignificant.
Immediately after the storm dissipated, the entire province immediately shifted its focus from responding to strong winds to dealing with storm circulation to reduce the risk of prolonged heavy rains, flooding, landslides, and flash floods. The Provincial People's Committee requested localities to absolutely not allow people to return to aquaculture areas, cages, and dangerous areas when safety was not guaranteed. At the same time, they tightened the on-duty work and controlled the water flow in rivers, streams, lakes, and dams.
Highland localities such as Tien Yen commune, Dam Ha commune, Quang Tan commune, etc. have effectively implemented the motto of “prevention from afar”, proactively checking landslide-prone areas and evacuating people from dangerous areas. Functional forces are deployed at traffic points that are easily cut off, such as culverts and temporary bridges.
In the Western region such as Dong Trieu ward, Hoang Que ward, where many residential areas are located along rivers and weak dikes, post-storm inspection work was carried out on the night of July 21. Dong Trieu ward mobilized cadres and people to clear drainage ditches, reinforce dike points, use bamboo stakes and sandbags to hold the ground in sections at risk of landslides. Along with that, the locality organized propaganda through loudspeakers and neighborhood Zalo groups, reminding people to be vigilant for heavy rain after the storm, not to gather in streams or low-lying areas. Bridges, pumping stations, and reservoirs were closely monitored, and flood control pumps were ready to operate as soon as there was heavy rain.
In Van Don special economic zone, a coastal area with many aquaculture zones and storm shelters, the border guards and local authorities continue to strictly control the activities of fishermen after the storm. Boats are only allowed to operate again when there is an official notice from the port authority and safety conditions are ensured. Support for people to reinforce cages, clear drainage channels, and collect waste after the storm was also deployed early in the morning of July 22.
In the wards of Hong Gai, Ha Long, Cam Pha… where there is a dense system of trees and urban infrastructure, the functional forces of the wards and residential groups focused on clearing broken trees, clearing trash on the sidewalks, clearing manholes, and ensuring clear roads and sidewalks. Locally flooded areas were equipped with pumps to promptly drain water.
After the storm center passes, due to circulation, in the Co To special zone, there will be high tides, high water levels combined with strong winds and big waves. It is forecasted that coastal areas, wharf areas, coastal roads, and residential areas near the water's edge are at risk of deep flooding, landslides, and infrastructure damage. In the spirit of not being subjective, negligent, or losing vigilance, the special zone has asked people to absolutely not go to sea during this time, not to gather at embankment areas, wharves during high tide, and to proactively take response measures. At the same time, proactively move people and property out of low-lying areas, especially areas at risk of isolation; closely monitor weather forecasts and announcements from local authorities.
In the context that heavy rains may still last due to circulation, the province requires localities to maintain a strict on-duty regime and promptly report to the Provincial People's Committee when situations arise. All developments in weather, rainfall, and river water levels are continuously updated by the province and quickly transmitted through official information channels so that people can grasp and proactively prevent.
With a proactive spirit, not subjective to any adverse weather developments, Quang Ninh is making maximum efforts to minimize the damage caused by storm No. 3, protecting the peaceful lives of the people.
