Not accepting to resolve the complaint against the Principal of Quang Binh University

QTO - The People's Committee of Quang Tri province has just announced the results of reviewing two citizen complaints (dated June 7 and June 19, 2025) against Mr. Nguyen Duc Vuong, Principal of Quang Binh University, regarding "directing salary deductions and acts of evasion and failure to resolve petitions according to the provisions of law".

Specifically, after reviewing the content of the petition, related records, documents and the results of the inspection and review of the Provincial Inspectorate, the Provincial People's Committee found that: The deduction of salaries in November and December 2024 of citizens (lecturers - PV) who are redundant at the Faculty of Primary and Preschool Education, Quang Binh University was made based on the timesheets for the 3 months of September, October, November 2024 prepared by this faculty and sent to the Planning and Finance Department of Quang Binh University, in accordance with the Internal Expenditure Regulations issued under Decision No. 812/QD-DHQB, dated May 9, 2022.

At the expanded meeting on December 26, 2024, the participants also agreed: "All redundant lecturers who do not participate in teaching will perform administrative work at the unit and will be paid by the working day".

The timesheet of the Faculty of Primary and Preschool Education for September, October and November 2024, signed by Mr. Vuong Kim Thanh, Head of the Faculty, shows the number of working days of lecturers in each month, which is the basis for calculating and paying salaries. Thus, the deduction of lecturers' salaries is based on the regulations agreed upon in the Internal Expenditure Regulations and the faculty's timesheet.

Based on that, the conclusion of the People's Committee of Quang Tri province clearly stated that there was no basis to determine that Mr. Nguyen Duc Vuong directed illegal salary deductions for lecturers.

Regarding the accusation that Mr. Nguyen Duc Vuong "avoided" handling the petition, the records show that after receiving the petition on December 27, 2024, the school explained at the meeting of the same month. The heads of departments and offices were assigned to disseminate the content to staff and lecturers.

On June 27, 2025, the Inspectorate of Quang Binh Province (old) requested a written response to the petition. On July 3, 2025, Mr. Nguyen Duc Vuong signed a notice sent to citizens, answering the issues raised in the petition.

From the above developments, the People's Committee of Quang Tri province concluded that there was no basis to believe that the Principal of Quang Binh University avoided resolving the petition.

Pursuant to Clause 1, Article 29 of the 2018 Law on Denunciation, citizens' denunciations are not eligible for settlement. The People's Committee of Quang Tri province has notified the results to citizens.
