According to Decision No. 226/QD-TTg of 2016, the 112 hotline is designated as the nationwide emergency assistance and search and rescue hotline. This system was established to enhance the effectiveness of search and rescue operations and minimize losses of life and property for the State and the people.

General Thai Dai Ngoc, head of the inspection team of the General Staff and agencies of the Ministry of National Defense , directed and managed online civil defense and used the 112 telephone number at the Can Tho City Military Command's meeting point.

Over the implementation period, the units have now fully deployed and installed equipment in the surveyed meeting rooms, ensuring the connection of the online video conferencing system with one government-run command and control meeting room and the National Search and Rescue Operations Center according to the scenarios. Personnel have been assigned and deployed in the correct proportions and numbers to meet the task requirements. The infrastructure of the 112 emergency hotline has been meticulously prepared; personnel have been assigned to handle emergency calls, and the on-call team is ready to operate the hotline to receive and process information about incidents and disasters according to established procedures.

General Thai Dai Ngoc requested that units continue to inspect and review all items, ensuring that the technical infrastructure, equipment, and human resources are always in a state of readiness to meet the Government's directives and management requirements in all situations.

The head of the inspection team emphasized that the effective operation of the online connection system and the 112 emergency hotline is of particular importance in handling incidents, natural disasters, and catastrophes. Therefore, units need to proactively coordinate closely with relevant agencies, regularly organize training exercises based on realistic scenarios, in order to improve command, control, and situational response capabilities quickly, accurately, and effectively. They should also research and add specialized equipment that is detachable, mobile, and easily installed on ships and boats to effectively serve search and rescue operations in riverine areas.
