Identifying training as a key breakthrough, in 2025, Party committees and commanders at all levels provided close leadership and guidance, proactively preparing and organizing training in a scientific and effective manner. Colonel Phan Dai Nghia, Deputy Commander and Chief of Staff of Military Region 5, stated: "The Party Committee, the Military Region Command, and Party committees and commanders at all levels have issued specialized resolutions and numerous documents to improve the quality of training with comprehensive solutions; closely combining military training with political education, and training with troop conditioning. Training of militia, self-defense forces, and reserve forces has undergone many innovations, especially after implementing the two-tiered local government model; directing units to conduct exercises closely simulating combat scenarios using high-tech weapons under tight combat timeframes; strengthening the content of counter-attack exercises, and promoting the application of information technology in work and operations."

Preparations for training were comprehensive, encompassing personnel, weapons, technical equipment, training grounds, practice areas, models, teaching aids, and training materials, with the motto "good preparation for excellent training." The entire army organized nearly 1,700 training courses with tens of thousands of officers at all levels participating. The training and development of officers was conducted rigorously; emphasis was placed on training and developing officers at the platoon level and those directly involved in training; attention was also paid to equipping Border Guard officers with local military knowledge...
As a result, units correctly implemented the motto, viewpoint, principles, and combinations in training; emphasized comprehensive, in-depth training, oriented towards modernization; trained to master existing and new, modern weapons and equipment; and closely combined training with the development of combat skills and experience. Units intensified night training, mobile training, and high-intensity training under all conditions, closely aligned with actual combat situations, missions, targets, and geographical areas. The leadership of the Ministry of National Defense and the General Staff directed units to innovate the content and methods of organizing exercises at all levels, especially joint military-branch exercises, military region defense exercises, regional defense exercises, counter-exercises, and exercises under conditions of short preparation time, ensuring realism, thoroughness, safety, and improving the level of organization, command, and combat coordination of the forces.
In addition, the units intensified the organization of competitions, sports events, inspections, and reviews; participated in military competitions and sports events at the national, regional, and international levels, achieving many outstanding results, including 670 gold medals and breaking 51 national and international records. They organized rigorous training and participated in parades and marches at the 50th anniversary of the liberation of the South and national reunification; the 80th anniversary of the successful August Revolution and National Day on September 2nd; and participated in the military parade in the Russian Federation commemorating the 80th anniversary of the victory over fascism, ensuring strict adherence to regulations and safety, thereby affirming the strength and position of the Vietnam People's Army and leaving a positive impression on the people and international friends. The work of building model units and comprehensively strong units that are "exemplary and outstanding" was also intensified. Maintain strict adherence to established procedures, strengthen management, uphold discipline and order, and create a clear transformation in task performance.
Military academies and schools are focusing on improving the quality of education and training with the spirit of "teaching effectively, learning effectively, and evaluating results effectively." They are investing resources in building smart, standardized, exemplary, and modern schools. They are organizing civilian training, advanced and intermediate political theory training; and training and fostering foreign languages and ethnic languages for Border Guards and other forces serving in border areas. Emphasis is placed on practical training and internships at grassroots units; building a team of qualified teachers and educational management staff. Military recruitment is conducted rigorously and in accordance with regulations. By 2025, the number of students registering for preliminary selection into military schools is expected to increase by more than 41.2% compared to 2024. With these comprehensive solutions, the quality of training and education throughout the military has significantly improved, meeting the requirements and tasks of building a modern army.

In implementing Resolution 05, in 2025, the entire army will resolutely deploy adjustments to its organizational structure, especially implementing the resolution and plan on continuing to streamline and strengthen local military organizations to meet the requirements of the new situation, ensuring that local military organizations are synchronized with the two-level local government organization and provincial and commune-level administrative units after mergers and consolidations. The management, transfer, and utilization of personnel will be ensured rationally, prioritizing full-strength regiments and divisions, newly established units, units performing training and combat readiness duties, and units in strategically important areas.

The entire army has established, dissolved, reorganized, and merged more than 1,100 organizations (to date, more than 5,000 organizations have been streamlined according to Resolution 05). Units that have been merged or reorganized, such as the 34th Army Corps, the Artillery-Missile Command, the General Department of Logistics and Technology, the Military Training-School Department (General Staff), the 19th Army Corps, the 20th Army Corps, regional defense commands, and border guard commands, have initially operated effectively and efficiently, ensuring the unified and high-quality implementation of tasks, meeting the requirements of the new situation.
The Ministry of National Defence, the General Staff, and the General Political Department will strengthen inspection and guidance, drawing lessons learned and promptly resolving emerging issues, maintaining a synchronized, smooth, and effective operation of the local military organization system. They will direct units and localities to effectively handle demobilization and recruitment in 2025; and ensure 100% of reserve mobilization units are fully organized and consolidated. They will research and propose policies and plans to ensure weapons and equipment meet the requirements of building the Army and defending the Fatherland in the new situation; and focus on investing in modern military resources in accordance with the spirit of the Party's 13th National Congress Resolution and the 12th Congress Resolution of the Party Committee of the Army.
Continuously improving the combat strength of the Army.
2026 marks the first year of implementing the Resolution of the 14th National Congress of the Communist Party of Vietnam and the Resolution of the 12th Congress of the Party Committee of the Vietnam People's Army, focusing on "breakthroughs in human resource and equipment development, and building a modern army." Therefore, training is of particular importance. Consequently, researching, thoroughly understanding, accurately predicting the situation, and drawing lessons from recent wars and armed conflicts around the world to conduct appropriate and practical training and exercises is a crucial requirement to ensure the Army fulfills its assigned political tasks.
According to Major General Vu Viet Hung, Director of the Military Training and School Department, Party committees and commanders at all levels must strengthen education and raise awareness and responsibility among officers, trainees, and soldiers. They must focus on preparing for training and teaching effectively; actively, proactively, and creatively apply science and technology to training and education; promote the role of advisory bodies and officers in directing, managing, and guiding training; and conduct thorough inspections and evaluations of results, combating the "achievement-oriented" mentality in training and education. Close cooperation between schools and units, and between schools themselves, is essential in the education and training of troops. Furthermore, the application of information technology and digital transformation should be promoted, focusing on building digital platforms, applications, and shared learning materials for the entire army.
Continue researching and adjusting the organization of a lean, efficient, and strong force to build a modern army; proactively review and adjust the plan for implementing Resolution 05; issue regulations on the functions, tasks, powers, and working relationships of agencies and units whose organizations are being reorganized in 2025... Focus on building comprehensively strong units that are "exemplary and outstanding"; replicate good and innovative practices and models for building model units in 2025; strictly implement regulations and rules on ensuring safety; link training and education with building regular discipline, managing discipline, and ensuring compliance with regulations, laws, and discipline for military personnel.
