Continue to build a strong, modern, and elite army

On December 4, the Central Military Commission held its 15th conference to evaluate the results of leadership in implementing military and defense tasks in 2025, and orientations for tasks in 2026; and to give opinions on the draft Resolution on leadership of military and defense tasks and Party building in the Army in 2026. General Secretary To Lam, Secretary of the Central Military Commission, chaired the conference.

Prime Minister Pham Minh Chinh, member of the Central Military Commission Standing Committee; and Permanent member of the Secretariat Tran Cam Tu attended the conference. Speaking at the conference, General Secretary To Lam affirmed: In 2025, under the leadership and direction of the Party and State, directly from the Central Military Commission and the Ministry of National Defense, the entire army successfully carried out military and defense tasks and built a clean and strong Army Party organization. The entire army had high political determination, made great efforts, and successfully completed its tasks, many of which were excellent.

The General Secretary emphasized that 2026 is a very important year - the first year that the entire Party, people and army will implement the Resolution of the 14th National Party Congress with a large amount of work to realize important decisions; organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term. This is also the first year to implement the policy of building a modern army and a modern national defense.

The General Secretary requested the Central Military Commission and the Ministry of National Defense to continue to perform well the function of strategic advice to the Party and State on military and defense matters and promote their core role in the cause of national defense and protection of the Fatherland. In particular, improving the capacity of strategic forecasting research, promptly advising the Party and State on appropriate countermeasures to successfully handle situations, absolutely not being passive and surprised; continuing to research and advise on the issuance of resolutions, directives, conclusions, laws, ordinances, projects and plans on military and defense; researching and proposing the content and policies and solutions to build a strong and modern national defense...

The Central Military Commission and the Ministry of National Defense lead and direct the implementation of the Party's ideological work in the army. The focus is on carrying out political education well, building political factors and a strong spirit for the troops, ensuring that in any circumstances, the army is absolutely loyal to the Fatherland, the Party, the State and the people, ready to fight to firmly protect independence, sovereignty, unity and territorial integrity; taking the lead in preventing and overcoming the consequences of natural disasters and catastrophes, and in search and rescue.

The General Secretary emphasized continuing to build a lean, strong, modern army; improving the quality of training and combat readiness; ensuring good logistics and technology for missions; researching, supplementing, perfecting and promoting the implementation of the "Set of criteria for building a modern Vietnam People's Army in the new situation", ensuring a synchronous mechanism, a clear roadmap, and steady steps; promoting breakthroughs in science and technology development, innovation and digital transformation; developing a digital ecosystem, database, associated with information security and safety; promoting increased production, improving the lives, health and living conditions, work and training of soldiers according to the motto "sufficient food, strong army".

The General Secretary pointed out that it is necessary to continue expanding and raising the level of international integration and defense diplomacy, in which special attention should be paid to creating a strategic balance in relations with partners, especially major countries; maintaining a peaceful and stable environment for national development, and preventing early and from afar all risks of war and conflict.

The Central Military Commission and the Ministry of National Defense synchronously deploy solutions to build a clean, strong, comprehensive, exemplary, and representative Party organization of the Army, especially focusing on effectively implementing policies to attract and utilize talents, and building a modern army cadre team.

In order for the entire army to firmly enter the new era of national development, General Secretary To Lam proposed to act according to the motto of 5 steadfastnesses (that is "steadfast politics - steady discipline - steady technology - steady military art - steady soldier life"). The General Secretary hopes that each officer and soldier will engrave this slogan in their mind, turning "5 steadfastnesses" into daily actions, into training criteria, into a measure of the results of army building in the new situation.

Specifically positioning the work to increase the contribution of the Public Security force in implementing the 3 strategic goals of "peace, stability - sustainable development, high quality - improving all aspects of people's lives", double-digit growth, implementing the strategic resolutions of the Politburo and striving to achieve them with clear products and results of work...; focusing on building the Party, building a revolutionary, disciplined, elite, modern People's Public Security force...

General Secretary To Lam emphasized that to successfully implement the Resolution of the 14th National Congress and the Party's strategic policies, great determination and efforts are needed, and a strong breakthrough of the entire Party, people and army in the spirit of all for the development of the country and for the happiness of the people; in which the role and contribution of the People's Public Security force are especially important. The General Secretary believes that with the spirit of "Most Disciplined - Most Loyal - Closest to the People", the Public Security force will excellently complete its tasks in 2026, worthy of the trust of the Party, State and people.
